But James Chiriyankandath writes that this year’s contest was unusual in that the BJP emerged as a more credible third force, suggesting the cycle that has developed in the last 60 years is no longer as stable as it looks. In the six decades since the coastal south Indian state was formed and made history by becoming the first anywhere in the world to return a communist government to power through the ballot box in 1957, elections in Kerala have been remarkably consistent. Coalitions led by either the communists or the Congress Party – since 1982 the Left Democratic Front (LDF) or the United Democratic Front (UDF) – have alternated in winning all but one of thirteen elections (the exception was in 1977). The results of the polls on 16 May were no different: the LDF succeeded in ousting the UDF from office, claiming 91 of the 140 state assembly seats to 47 for the UDF. Yet this was an unusual electoral contest with the Hindu nationalist Bharatiya Janata Party (BJP) of Prime Minister Narendra Modi, perennial ‘also-rans’ in Kerala but in power at the centre since 2014, gaining a seat for the first time; the remaining seat went to an independent.

Sustainable use of Bio_resources, need of the hour: Governor The valedictory function of the 2nd National Biodiversity Congress held at Kanakakkunnu Palace Auditorium, Thiruvananthapuram, was inaugurated by Hon’ble Governor, Justice P. Sathasivam. In his inaugural speech the Governor said that sustainable use of bio_resources should be promoted in the country. The emerging market for biodiversity_based products and services could generate alternative sources of income and livelihood. Minister for Environment and Forest Thiruvanchoor Radhakrishnan presided over the function. Governor distributed prizes to the winners of the contests organized in connection with the Children’s Biodiversity Congress and to the best pavilions of the Expo.

I am confident that the discussion of the Mid-Term appraisal of the Tenth Plan prepared by the Planning Commission in this meeting will help develop a shared understanding on critical issues that need to be addressed for us to achieve key development objectives. Let me also congratulate the Planning Commission on its excellent report on the Mid-Term Appraisal of the Tenth Plan. I am especially happy to note that the Mid-Term Appraisal, and the policy initiatives suggested in it, seeks to chart a new way forward for the remaining Tenth Plan period and beyond, reflecting the vision and commitments of the 2004 National Common Minimum Programme of the Government of India, which states: "The people of India have voted decisively in the 14th Lok Sabha elections for secular, progressive forces, for parties wedded to the welfare of farmers, agricultural labour, weavers, workers and weaker sections of society, for parties irrevocably committed to the daily well-being of the common man across the country."
