1. QUESTIONS FOR ORAL ANSWER

1. The Hon Member for Douglas North (Mr Henderson) to ask the Chief Minister -

If he will take advantage of the departure of the Chief Executive of the Department of Tourism and Leisure and the Chief Officer of the Personnel Office to merge -

(a) the Department of Tourism and Leisure with the Department of Trade and Industry; and

(b) the Personnel Office with the Chief Secretary’s Office,

thus consolidating and rationalising Government spending and offering far better value for money?

2. The Hon Member for Douglas North (Mr Henderson) to ask the Chief Minister -

What tasks have Government Departments been set for:

(a) improving value for money;

(b) achieving efficiency savings; and

(c) establishing initiatives to work within budgets which may not receive any increase on last year’s budgets?

HKA 1388 3. The Hon Member for (Mr Malarkey) to ask the Chief Minister -

Why Members’ pensions are not included in the Hymans Robertson Review?

4. The Hon Member for Douglas North (Mr Henderson) to ask the Minister for the Treasury -

Why he has not yet held a briefing meeting with Tynwald Members with regard to -

(a) a meeting he and/or his officials attended in London prior to Christmas with the UK Treasury about a UK Independent Review of British Offshore Finance Centres; and

(b) the purpose of his recent visit to Iceland, what transpired and what the outcomes of that visit were?

5. The Hon Member for Douglas North (Mr Henderson) to ask the Minister for the Treasury -

If he will hold a briefing meeting for Tynwald Members to provide information on the following matters -

(a) the latest KSF position;

(b) what transpired in London prior to Christmas when he and/or his officials were told by UK Treasury Officials about the Financial Review in relation to the Isle of Man; and

(c) his visit to Iceland, the reasons for the visit, and the visit’s outcomes?

6. The Hon Member for Douglas North (Mr Henderson) to ask the Minister for the Treasury -

Whether he has received information from the UK Treasury about when they intend to carry out the “Independent Review of British Offshore Finance Centres”; and, if so, when this is to be?

7. The Hon Member for Michael (Mr Cannan) to ask the Minister for the Treasury - (1) If he will make a statement with regard to the implications of the court hearing on Thursday, 29th January in respect of the proposed liquidation of Kaupthing Singer and Friedlander (IOM) Limited and the ’s request for a further adjournment; and

(2) if he will supply Members of Tynwald with copies of the Government’s Affidavits in respect of this matter once they are in the public domain?

2 HKA 1388 8. The Hon Member for Douglas North (Mr Henderson) to ask the Minister for Tourism and Leisure - Why he will not support the Road Transport Museum initiative at Jurby?

9. The Hon Member for Douglas South (Mr Malarkey) to ask the Minister for Tourism and Leisure -

What his Department is doing to provide entertainment for the under 18s; and how much it costs to operate the Villa Marina for an evening disco?

10. The Hon Member for Douglas North (Mr Henderson) to ask the Minister for Transport -

If his Department will follow the example of the UK Government’s recent announcement and plan draft legislation to ensure motorists are insured both on and off road?

11. The Hon Member for Michael (Mr Cannan) to ask the Minister for Transport -

In respect of the construction of the Airport runway extension whether he is making stage payments in euros converted into sterling; and, if so, by how much this method of payment will increase the overall cost of the project?

12. The Hon Member for (Mr Cregeen) to ask the Minister for Transport -

(1) What powers his Department has to instruct the Isle of Man Steam Packet Company to cease charging the fuel charge adjustment for travel after the cancellation of the agreement in May 2009;

(2) why this action has not been taken;

(3) whether he will make any further fuel surcharge agreement subject to the profitability of the Company; and

(4) whether he will bring any new fuel surcharge agreement to Tynwald for approval before implementation?

13. The Hon Member for Douglas South (Mr Malarkey) to ask the Minister for Transport -

What the revised estimate cost is for the runway extension which has to be paid for in euros, in light of the current exchange rate of the pound and the euro?

3 HKA 1388 14. The Hon Member for Malew and Santon (Mr Cregeen) to ask the Minister for Local Government and the Environment -

Since bottom ash started being stored at Turkeyland Quarry, how many times his Department has sampled -

(a) air quality;

(b) soil quality; and

(c) water quality

in the surrounding area; and what the results were?

15. The Hon Member for Malew and Santon (Mr Cregeen) to ask the Minister for Local Government and the Environment -

(a) How many of his Department’s houses do not have any central heating;

(b) what areas they are in;

(c) whether he thinks that lack of central heating is acceptable; and

(d) when his Department will upgrade these properties?

16. The Hon Member for Malew and Santon (Mr Cregeen) to ask the Minister for Home Affairs -

What action his Department has taken against owners of UK registered vehicles who have not re-registered them on the Isle of Man?

17. The Hon Member for Michael (Mr Cannan) to ask the Minister for Trade and Industry -

Whether his Department is able to provide temporary finance to small and medium sized businesses that are having cash-flow problems due to the recession?

18. The Hon Member for Malew and Santon (Mr Cregeen) to ask the Chairman of the Office of Fair Trading -

What powers the Office of Fair Trading has to ensure that those persons who have paid a fuel surcharge to the Isle of Man Steam Packet Company for sailings after May 2009 will obtain a refund of the amount of the fuel charge; and what action the Office of Fair Trading will take to require the Isle of Man Steam Packet Company to inform its customers who make bookings before the expiry of the fuel charge agreement in May 2009 that they can obtain such a refund for sailings after May 2009?

4 HKA 1388 19. The Hon Member for (Mr Watterson) to ask the Chairman of the Office of Fair Trading -

(a) What powers does the Office of Fair Trading have to prosecute off-Island cold callers who aggressively push products to Island residents; and (b) what action has happened as a result of the Office of Fair Trading’s dealings with the United Kingdom Office of Fair Trading in the case of Satellite Services?

20. The Hon Member for Michael (Mr Cannan) to ask the Chairman of the Civil Service Commission -

Whether the Department of Tourism and Leisure has recently made, or is obligated to make, a major redundancy payment and/or a major termination of contract payment to a former member of the Department’s staff; and, if so -

(a) what the sum involved is; and

(b) whether the money being paid is from the Department’s revenue budget or by special payment from the Treasury?

1. The Hon Member for Douglas South (Mr Malarkey) to ask the Chief Minister -

What the wages are of the Chief Executive and Finance Director of each of the (a) Statutory Boards and (b) Departments?

2. The Hon Member for Douglas North (Mr Houghton) to ask the Chief Minister -

Further to his written answer No 24 in the January sitting of Tynwald regarding the recruitment of members of tribunal panels can he clarify -

(a) what the selection process is in respect of candidates;

(b) how many candidates responded to advertisements;

(c) how many candidates have been interviewed and who sits on the interview panels; and

(d) what criteria are used to achieve a successful appointment?

5 HKA 1388 3. The Hon Member for Michael (Mr Cannan) to ask the Minister for the Treasury -

Whether depositors’ funds in Irish banks and financial institutions in the Isle of Man and licensed by the Financial Supervision Commission are protected by -

(a) the Isle of Man Depositors’ Compensation Scheme; or

(b) the Irish Government’s Depositors’ Compensation Scheme?

4. The Hon Member for Michael (Mr Cannan) to ask the Minister for the Treasury -

In respect of the £11M being paid to depositors of Kaupthing Singer and Friedlander (IOM) Limited from the reserve funds, whether the money is being withdrawn from -

(a) cash holdings;

(b) equity funds;

(c) hedge funds; or

(d) bond holdings?

5. The Hon Member for Douglas North (Mr Houghton) to ask the Minister for Health and Social Security -

What success his Department has achieved in treating patients with ME; and how his Department would be able to act in a similar situation to that of the Sophia Mirza (1973-2005) case in the United Kingdom?

6. The Hon Member for Rushen (Mr Watterson) to ask the Chairman of the Manx Electricity Authority -

(a) How many security deposits were held by the Manx Electricity Authority as at 31st December 2008; (b) what is their value; (c) over the last two years, what has been the default rate against these deposits; and (d) how many customers have been signed up to direct debits this year without any security deposit being collected?

That leave be given to introduce a Bill to provide for Members of the Legislative Council to be excluded from electing the Chief Minister.
