3. Strategy 2025

The Strategic Plan for the Port of Seville 2025 is based on nine lines of action, which are divided into more than 100 actions. The three main lines are:

1. The increase of port activity, for which the APS will launch a plan to promote new traffics such as biomass and project cargo, as well as to consolidate other destinations for containers (North Europe and West Africa). Likewise, it will promote railway excellence and develop a global com- mercial Action Plan for the Port.

2. The consolidation of the logistic and industrial cluster, with a focus on innovative sectors such as bio-in- dustry or recycling, and others present in Seville, such as logistics or metalworking. This line includes, among other measures, expanding the logistics areas of the Port under public-private partnership formulas, promoting the Port as a railway node, encouraging industrial sectors with greater potential and promoting a Center for Innovation.

4. Seville Port Authority

The Port Authority of Seville began its operations on January 1,1993. It is the public body responsible for managing the state-owned port of Seville and the Guadalquivir Eurovia (E-60.02), along its 90 kilometers to the mouth of the Gua- dalquivir in the Atlantic Ocean.

It falls under the Ministry of Development and is governed by Royal Legislative Decree 2/2011 of 5 September, which approves the Consolidated Text of the Law on State Ports and the Merchant Navy.

Knowing the state of the waterway with greater precision allows taking full advantage of the capacity of the waterway and improving maritime access to Seville. Along these lines, the Port Authority of Seville has continued working with the University of Malaga to model the dynamics of the Guadal- quivir estuary based on two models: the barotropic, which is suitable for the study and programming of tides, and the baroclinic, which includes differences in salinity/tempera- ture and addresses issues such as the distribution of water masses in the estuary. Thanks to the first model, it has been possible to know with greater precision the tidal wave and to optimize navigation under sustainability criteria.

IV Port Logistics Workshop

In October the Seville Port Authority brought together more than 200 representatives of industrial companies, manufacturers, logistics operators, shippers, ship owners, forwarders, stevedores, brokers, end customers, etc. to sha- re experiences and establish a forum for discussion on the challenges of cargo projects and the strengths of the ports to optimize industrial logistics.

Among the main topics discussed were industry 4.0, digital transformation and how this affects logistics, as well as the potential of ports to meet the high demand and specializa- tion of the cargo project.

The Port of Seville is a strategic enclave for this type of special traffic. It has a large area, not only to coordinate the loading and unloading operations, but also to set up the manufac- turing centers that reduce their logistics costs due to their proximity to the quay. Synchromodality

The Seville Port Authority has launched the AIRIS II-Syn- chro project that integrates the synchromodality between sea and land transport (ship, rail and truck) with the moni- toring of the waterway and the management of the opera- tions in the docks.

Up to August 2022 the Port Authority, under the technical direction of the engineering company SENER and together with the universities of Seville and Malaga and the techno- logy-based companies Serviport and Siport21, will coordi- nate a set of studies and prototypes to promote multimoda- lity and improve navigation and the level of security of port operations, both on the sea and land sides.

As an innovation, the AIRIS II-Synchro project will impro- ve the control and coordination in real time of the different modes of transport and develop multimodal planning be- tween ship, train and truck. To this end, it will integrate sys- tems and databases extracted from the digitalization of the waterway of the first AIRIS project and the Intelligent Trans- port Systems (ITS), as well as the land terminals.

It will also provide the port with land traffic management and planning tools and will carry out navigation studies to optimize the speeds and the draught of the channel, to know more precisely the tides –with additional phenomena such as the meteorological tide or the river discharges– and to specify the mooring estimates. All this will result in grea- ter coordination in operations, savings in logistical costs and reduced time in the movement of goods.
