Proud Samoana graduates pose for the Samoa News camera before heading into their graduation ceremony to receive their high school diplomas. Congratulations graduates! [Photo:EM] ➧ marijuana… Continued from page 14 In Washington, the state’s legal marijuana law forbids pot growers, processors or retailers from operating within 1,000 feet of schools, playgrounds and parks, among other locations. In some cases that can be reduced by local authorities. There is a similar rule for a buffer zone around schools and playgrounds in Colorado. However, Colorado also per- mits cities and counties to ban pot businesses, which most do, leading to a concentration of pot shops in Denver and ski resort towns. City licensing is critical to businesses, since they need to be licensed locally before being granted a state license. The Southern California Coalition, a marijuana industry trade group, called the release of the draft rules a positive step to make sure businesses “are not left out of the state process.” Hezekiah Allen, president of the California Growers Associ- ation, said “robust local policies in Los Angeles are critical to the success of regulated cannabis in the entire state of California.” C M In the background is wide- spread uncertainty about Y K whether the Trump administra- tion will attempt to intervene in states where marijuana is legal: Pot remains illegal at the federal level. And a banking dilemma remains unresolved. Because marijuana is illegal in the eyes of the federal government, many dispensaries and growers are in effect locked out of the banking industry, so much of the business is conducted in cash. A state study is underway. “Voters called upon us to prepare our city to enter this brave new world of legal mari- juana,” Councilman Bob Blu- menfield said in a statement. “As the largest city to regulate marijuana, we will be the blue- print for the rest of the nation.” samoa news, Friday, June 9, 2017 Page 19

Asked if the request rises to obstruction of justice, Comey told the Senate intelligence committee that he didn’t know and that it would be special counsel Robert Mueller’s job to sort that out. Earlier in his testimony, Comey said he doesn’t think it would be fair for him to say whether the conversation he had with the president was an effort to obstruct the FBI probe into Russian activities during the election. Melson’s attorneys argued that Alabama plans to use an ineffective sedative that will not render Melson unconscious before other drugs stop his C M lungs and heart. They cited the Y K December execution in which an Alabama man coughed and heaved for 13 minutes. Alabama has executed three inmates using midazolam. Lawyers for a condemned Alabama inmate have filed a stay of execution with the U.S.
