THE ELEVATION AND ISOLATION OF THE CONSTITUTIONAL STATUS OF NEW CALEDONIA: A CASE STUDY OF FRENCH INTERIM CONSTITUTIONAL REFORM GUILLAUME P. BLANC* INTRODUCTION Constitutional reform is very often needed in order to adapt constitutional rules which govern the distribution or decentralization of powers between different federal and federate entities in federal countries. However, the relationship between constitutional reform and decentralization is not only relevant to federal countries. It can also be relevant to unified or centralized countries which do not have a constitutional federal status, such as France, where sovereign executive as well as legislative powers can be shared between the French central state and the French overseas dependencies. Among these French overseas collectivities, New Caledonia benefits from a special constitutional status and is vested with the most extensive sovereign executive and legislative powers ever transferred from the French state to a French decentralized territory. Following the Noumea Accord of 5 May 1998, the constitutional and institutional status of New Caledonia was entirely modified in order to resolve political conflicts between the Kanak independence movement and New Caledonian political forces opposed to any secession of New Caledonia. This reform resulted in the transfer of sovereign powers traditionally exercised by the French state to the New Caledonian political and administrative authorities, in particular the government, the Parliament (“Congress”), and the Provinces of New Caledonia. The present paper will demonstrate why the transfer of sovereign powers from the French state to the decentralized New Caledonian authorities needed this constitutional reform, and how this reform operates as a progressive constitutional devolution process (1). -

Vol. 22 - Comoros June 10, 2016 It was well known that Marilyn Monroe wore Chanel No. 5 perfume when she went to bed. Did you know that Chanel No. 5’s essence (essential oils) comes from the flower called ylang-ylang, which is found in the African country of Comoros? Comoros is also where the so-called “living fossils”, a rare pre-historic species of fish called coelacanths, discovered in 1938 in South Africa after having thought to be extinct, are mostly found. So this time I would like to introduce the country of Comoros, fascinating like Marilyn Monroe and a little mysterious like the coelacanths. Table 1: Comoros Country Information The Union of the Comoros is an archipelago island nation located off the coast of East Africa east of Mozambique and northwest from Madagascar. 4 main islands make up the Comoros archipelago, Grande Comore, Moheli, Anjouan and Mayotte, with Grande Comore, Moheli, and Anjouan forming the Union of Comoros and Mayotte falling under French jurisdiction as an ‘overseas department” or region. The population of the 3 islands making up the Union of the Comoros is about 800,000, while their total land area comes to 2,236 square kilometers, about the same land size as Tokyo, which makes it quite a small country. Nominal GDP is roughly $600 million, which is second from the bottom among the 45 sub-Saharan African countries, just above Sao Tome and Principe, and its population is the 5th lowest (note 1). -

This paper aims to describe different aspects of critical care in the FTA. For this, we reviewed official 25 information about population size and intensive care unit (ICU) bed capacity in the FTA and literature on FTA ICU specificities. Persons living in or visiting the FTA are exposed to specific risks, mainly severe road traffic 26 injuries, envenoming, stab or ballistic wounds, and emergent tropical infectious diseases. These diseases may 27 require specific knowledge and critical care management. However, there are not enough ICU beds in the FTA. 28 Indeed, there are 7.2 ICU beds/100 000 population in Guadeloupe, 7.2 in Martinique, and 4.5 in French Gui- 29 ana. In addition, seriously ill patients in remote areas regularly have to be transferred, most often by helicopter, 30 resulting in a delay in admission to intensive care. -

Agricultu- Mamoudzou re, fisheries and aquaculture are traditional sectors, still MAYOTTE poorly structured. ● The region faces many challenges: a GDP reaching less than one third of the EU average; a high unemployment rate affecting in particular young people; a very young and mostly non-qualified population; a strong pres- sure of Illegal immigration. In addition, water resources are limited and basic infrastructures are still insufficient. WHAT WILL THE NEW STRATEGY BRING TO MAYOTTE? By encouraging the outermost regions to capitalise on their unique assets, the strategy will help them create new opportunities for their people, boost innovation in sectors like agriculture, fisheries or tourism, while deepening the cooperation with neighbour countries. For the Mayotte, the strategy could help support in particular: ✓ A solid blue economy sector, by encouraging the development of marine renewable energy, aquaculture and blue biotechnologies and local fisheries ✓ A more competitive agri-food sector with modernised production processes ✓ Enhanced mobility, employability and new skills for young people by financially -

3.6.6 Schéma Directeur Cyclable de Valence-Romans Déplacements Priorité 1 : Les itinéraires prioritaires, objectifs : la continuité cyclables inter et intra pôles centraux La liaison Valence-Romans (itinéraire n°1) est un axe majeur dans l’organisation du territoire. Elle répond aux déplacements Valence-Romans Déplacement réalise des préconisations techniques pour l’aménagement des voies cyclables et définit en effectués quotidiennement entre les deux principaux espaces urbains et les différentes zones d’activités avec notamment la étroite collaboration avec l’ensemble de ces partenaires des orientations et objectifs à atteindre. gare TGV sur la zone de Rovaltain. Priorité 3 : les itinéraires complémentaires, objectifs : les continuités cyclables inter pôles complémentaires Ces itinéraires sont complémentaires aux itinéraires cyclables secondaires. The Ministry of the Interior Has Just Published Official Information
FRANCE – COP21 The Ministry of the Interior has just released official information regarding the travel restriction measures in the Ile de France region during the COP21/CMP11, which will take place from the 29th November to the 13th December at Bourget. More than 150 Heads of State are to arrive between the 29th November and the 30th November. They will be leaving on the 30th November at the end of the day and in the morning of the 1st December. Specific routes will be thus be fenced off within Paris and between the airports and key neighbourhoods for accommodation (hotels, embassies, consulates, etc.), as well as around the points of access to the conference location in Bourget. Around 40,000 people are expected at the location in Bourget. Shuttles will run between Paris and Le Bourget for visitors. Public transport will be entirely free of charge on the 29th and 30th November. You will find maps attached detailing the restrictions for the 29th-30th November. The routes fenced off for the COP21/CMP11 and thus closed to all vehicular traffic are marked in grey and black. The recommended diversions in the direction Paris → Province are marked in blue, and the recommended diversions in the direction Province → Paris are marked in red.
