Educational Media Foundation WKVP-Aux 5700 West Oaks Boulevard Camden, PA Rocklin, CA 95765 Purpose of Application The purpose of this amendment to a pending application, file number 0000118372, is to amend the Center of Radiation height. No change in location, antenna make and model, or effective radiated power are proposed. Special Operating Procedure in CP File Number 0000118372 The WKVP-Aux construction permit contains a special operating condition pertaining to WNWR(AM) FIN 1027, Philadelphia, PA. In researching the WNWR(AM) currently licensed location, it appears to no longer be valid. The WNWR licensed location is approximately .8km from the proposed Aux site. The 3 tower array no longer exists. A housing development has taken the place of the 3 tower array as seen in Google Earth Overhead View. WNWR has been operating on a series of Silence and Engineering STA’s since March 5, 2019. WNWR(AM) applied for and was granted a construction permit to move to a location that is approximately 4.7km from the WKVP-Aux proposed location. WNWR(AM) has been operating under an Engineering STA at the granted CP site for quite some time. The following statement is contained In the Engineering STA file number BSTA- 2020218ABK dated 2/18/2020: The licensed WNWR antenna site is no longer available to the licensee and WNWR has been silent since 5 March 2019 so prompt action on this STA is needed. Since WNWR(AM) no longer exists at the site as listed in Construction Permit number 0000118372 EMF believes this clause is no longer valid. EMF’s proposed facility will be constructed on an existing tower (tower ID 1026755) and will cause no adverse effects to the surrounding environment at the site. 2) Human exposure to excess levels of radiofrequency radiation. The proposed facility is to be built using a 3-bay circularly polarized full-wave spaced antenna. According to OET 65, “Applicants and licensees should be able to calculate, based on considerations of frequency, power and antenna characteristics the distance from their transmitter where their signal produces an RF field equal to, or greater than, the 5% threshold limit. The applicant or licensee then shares responsibility for compliance in any accessible area or areas within this 5% “contour” where the appropriate limits are found to be exceeded.” As can be seen in Exhibit 2-A, the proposed facility’s maximum contribution to RF on the site is 0.7uW/cm2 at a distance of 79 meters from the tower, which is 0.35% of the uncontrolled (public) exposure limit. Therefore, because the proposed facility will not cause an RF field that is equal to or greater than 5% of the 200 uW/cm2 limit for uncontrolled exposure at any point, the proposed facility complies with the requirements of OET 65. EMF will fully cooperate with other site users to temporarily reduce power or cease broadcasting, as necessary, to protect workers and others having access to the site from excessive levels of RF Radiation.
