PRESS RELEASE Jaringan Prihatin: Digital Access Worth RM3.5 Billion 5/7/2021 Jaringan Prihatin: Digital Access Worth RM3.5 Billion For B40 To Bridge Society's Digital Divide Bahasa Malaysia PRESS RELEASE Jaringan Prihatin: Digital Access Worth RM3.5 Billion For B40 To Bridge Society's Digital Divide P R E S S R E L E A S E | 0 5 M AY 2 0 2 1 The Jaringan Prihatin programme is an initiative under Budget 2021 to assist 8.4 million Bantuan Prihatin Rakyat (BPR) recipients access internet data services or purchase mobile devices. The RM3.5 billion programme complements the MyDigital initiative announced in February 2021, aimed at building digital talent and skills in line with efforts to achieve inclusivity based on the Shared Prosperity Vision 2030 objectives. Jaringan Prihatin was launched by YAB Tan Sri Muhyiddin Yassin, Prime Minister of Malaysia in a virtual ceremony today. Jaringan Prihatin is a collaboration between the Ministry of Finance, the Ministry of Communications & Multimedia, as well as twelve (12) telcos in Malaysia namely, Celcom, Digi, Maxis, Mcalls, redONE, speakOUT, Tune Talk, U Mobile, unifi Mobile, XOX Mobile, YES and Yoodo. This programme was announced as part of the 2021 Budget with an original allocation of RM1.5 billion. Taking into account the number of B40 families with children, especially those still in school, RM500 million was added to this programme under the PEMERKASA package announced last March, making its value RM2.0 billion. These 5 Key Focus Areas are, Controlling the spread of COVID-19 to enable the economy to reopen; Driving economic recovery to further safeguard the wellbeing of the people and the affected sectors; Strengthening national competitiveness; Ensuring an inclusive agenda; and Transforming the economy towards knowledge-based and innovation-driven activities Jaringan Prihatin was introduced based on the concept of inclusivity, and is also a measure meant to empower Malaysians towards a digital economy, to ensure that no one will be left behind. Registration for Jaringan Prihatin will open from 5 May 2021 to 31 July 2021. Eligible recipients can register with the telco of their choice and join any of the plans recognised under the programme. The publishing of this report is in accordance with MCMC’s effort to carry out and publish research on the quality of services experienced by the consumers based on the relevant Commission Determination on the Mandatory Standards for Quality of Service. Key Metrics Measured Throughput - refers to how much data can be transferred per unit of time across a network from one location to another, experienced by end user as internet speed. Higher throughput means better internet speeds. Network Latency - refers to the Return Trip Time (RTT) of data transfers on a network, how long it takes for the data to travel to its destination. Low latency is considered better than high latency. Packet Loss - refers to amount of data sent which are unable to reach its intended destination. Low packet loss indicates the network able to transfer data from the user end to the destination host with high reliability.
