Name of creator(s): Vale of Glamorgan Borough Council Administrative/biographical history The Vale of Glamorgan Borough Council was formed in 1973 under the Local Government Act 1972 and became formally operative in 1974. The council possessed powers of a District Council and succeeded the older authorities Barry Urban District Council, Penarth Urban District Council, Barry Municipal Borough Council, Cowbridge Rural District Council and the greater part of Cardiff Rural District Council. The Council was replaced in 1996 by the Vale of Glamorgan County Borough Council. The new authority covered the same area with minor additions including part of the former Ogwr/Bridgend District Council. The records of all the former district councils (1894-1974) were used by the Vale of Glamorgan Borough Council in its rates valuation as part of its administration and no attempt has been made to transfer records for the district councils to other records held for these authorities. All volumes bore the reference 'VOGR [and number]'. Most of the valuation lists and direction sheets were in use in routine administration in the treasurer's department of the Vale of Glamorgan Borough Council over a number of years and are heavily annotated and amended. All dates assigned to individual volumes should be interpreted as in administrative use up to the abolition of the council in 1996. Most valuation lists contain amendments. PURPOSE OF REPORT This report describes the work of Glamorgan Archives for the period 1 March to 31 May 2014. 2. BACKGROUND As part of the agreed reporting process the Glamorgan Archivist updates the Joint Committee quarterly on the work and achievements of the service. 3. Members are asked to note the content of this report. 4. ISSUES A. MANAGEMENT OF RESOURCES 1. Staff: establishment Maintain appropriate levels of staff There has been no staff movement during the quarter. From April the Deputy Glamorgan Archivist reduced her hours to 30 a week. Review establishment The manager-led regrading process has been followed for four staff positions in which responsibilities have increased since the original evaluation was completed. The posts are Administrative Officer, Senior Records Officer, Records Assistant and Preservation Assistant. All were in detriment following the single status assessment and comprise 7 members of staff. Applications have been submitted and results are awaited. 1 Develop skill sharing programme During the quarter 44 volunteers and work experience placements have contributed 1917 hours to the work of the Office. Of these 19 came from Cardiff, nine each from the Vale of Glamorgan and Bridgend, four from Rhondda Cynon Taf and three from outside our area: from Newport, Haverfordwest and Catalonia. In addition nine tours have been provided to prospective volunteers and two references were supplied to former volunteers.

FILLING THE GAPS: THE IRON AGE IN CARDIFF AND THE VALE OF GLAMORGAN Abstract Over the last 20 years interpretive approaches within Iron Age studies in Britain have moved from the national to the regional. This was an important development which challenged the notion that a unified, British, Iron Age ever existed. However, whilst this approach has allowed regional histories to be told in their own right there has been far too much focus on ‘key’ areas such as Wessex and Yorkshire.

Indeed, the Vale of Glamorgan has over 100 Scheduled Ancient Monuments, over 700 Listed Buildings and 38 Conservation Areas that are afforded statutory protection by legislation. However, this system of statutory recognition, by its nature, only takes account of items of exceptional significance. Often there are locally important buildings that although acknowledged not to be of ‘national’ or ‘exceptional’ importance, are considered key examples of vernacular architecture or buildings, which have an important local history. It is these buildings which are often the main contributors to local distinctiveness, but which have to date, remained un-surveyed and afforded little recognition or protection. The original County Treasures project was published by the then South Glamorgan County Council in the late 1970’s. It was conceived as a locally adopted inventory of ‘special features’ in the former County area. However, as a result of local government restructuring, the changes to local authority boundaries, as well as changes in responsibilities and funding mechanisms the survey was never completed, and as a consequence was not comprehensive in its coverage.
