It is possible that, because of changing market conditions and the superior ore grades in neighboring Saskatchewan, 1989-90 had provided a window of opportunity for its development that was never to be repeated.” -Robert McPherson 2003, New Owners in the Own Land adapted from Cameco Corporation, 2006; not constant dollars Introduction In a plebiscite held on March 26, 1990, residents of the hamlet of Baker Lake (in what was then the District of Keewatin, Northwest Territories, now the District of Kivalliq, Nunavut, Canada), voted overwhelmingly against the development of a uranium mine by Urangesellschaft Canada Ltd. (UG) at a nearby site called Kiggavik, part of what prospectors know as the Thelon Basin. As a result, UG never explored its claims. In August of the same year, Bob Leonard, the president of the Keewatin Chamber of Commerce stated, “We are in an economic crisis. The economy in the Keewatin is in a mess. We are totally dependent on government spending and there’s no way that can continue.”1 The opening quote by Robert McPherson, a mining consultant in the Nunavut land claims negotiations, suggests that as recently as 2003, uranium mining near Baker Lake was, for many reasons, considered a non-option.

W. Griffith and published by the Geological Survey of Canada nearly 20 years ago, in 1956. Shortly afterward interest in prospecting for uranium faded, to be revived for a brief period 19G6 to 1970, when much literature on Canadian deposits and occurrencesjias published. It appears likely that uranium will play a significant role in meeting Canada's energy needs in the future. To assist those con- cerned with uranium exploration a revision of the previous bibliography has been prepared. Miss Garneau was assigned the task of compilation of the new bibliography, which was based upon a file index built up since 1967 by Eric Smith, T. J. Bottrill, Andre Boyer, and H.W. Little. Il Résumé La densité de familles de la Grande Oie des neiges a augmenté récemment dans les milieux mésiques et secs de l'île Bylot, Nunavut (Canada). Ces milieux qui représentent environ 90% de la plaine sud de l'île sont aussi utilisés, parfois intensément, par les lemmings. Cette étude est la première à caractériser la végétation de ces milieux et à quantifier l'utilisation faite par ces principaux herbivores. L'utilisation et la sélection des habitats humides et mésiques par les familles d'oies ont également été étudiées via des décomptes d'oies. Dix communautés végétales ont été identifiées en 2000 et 2001. Leur couvert total de végétation était élevé (>95%), à l'exception de deux communautés végétales xériques.

Inuit communities in this region rely heavily on subsistence; however, access to traditional food sources may have been compromised due to climate change. Drawing from a total of 25 interviews among Inuit elders and experienced hunters from Cambridge Bay and Kugluktuk in Nunavut, Canada, this research examines how climate change is impacting food sovereignty and health. Our results show that reports of food insecurity were more pronounced in Kugluktuk than Cambridge Bay. Participants in Kugluktuk consistently noted declining availability of preferred fish and game species (e.g., caribou, Arctic char), a decline in participation of sharing networks, and overall increased difficulty accessing traditional foods. Respondents in both communities presented a consistent picture of climate change compounding existing socio-economic (e.g., poverty, disconnect between elders and youth) and health stressors affecting multiple aspects of food sovereignty. This article presents a situated understanding of how climate change as well as other sociocultural factors are eroding food sovereignty at the community-scale in the Arctic.
