The deeply influential historical account that undergirds this view has provided reasons for believing that the two ideals are not only historical rivals, but conceptually incompatible—and that reconciliation between the two is always synthetic and a matter of compromise. I challenge this account by arguing that both of these traditions derive from Cicero and that they can be reconciled on a Ciceronian foundation. I argue that Cicero— not Machiavelli—ought to be considered the central figure in the republican tradition and classical source for liberalism as well. I show that Cicero offers a theory of politics according to which republican self-government and the freedom and security of individuals are inextricably linked and mutually reinforcing. In other words, Cicero articulates a vision the blends that liberal and republican ideals of freedom into one coherent whole. I then illustrate how this ideal lies at the core of John Locke’s early articulation of natural rights. I can only hope that I thank them better by naming them than by maintaining a discreet silence. I first encountered Cicero as a high school freshman in Ned Ligon’s Latin class. He helped me to see through Cicero’s pardonable vanity to the brilliant theoretical mind behind it. But, it was at Tufts that I first truly discovered political philosophy as the field that asked the questions that had always fascinated and driven me. Vickie Sullivan, Ioannis Evrigenis, and Rob Devigne were three of the finest teachers and guides I could have asked for. It is thanks to their cultivation and encouragement of me that I decided to take the leap and pursue a career as a political theorist. China beaumonttim@hotmail .com ORIGINAL SCIENTIFIC ARTICLE – RECEIVED: 29/11/18 ACCEPTED: 11/04/19 abstract: Pettit endorses a ‘republican’ conception of social freedom of the person as consisting of a state of non-domination, and takes this to refute Mill’s ‘liberal’ claim that non-domineering but coercive interference can compromise social freedom of choice . This paper argues that Pettit’s interpretation is true to the extent that Mill believes that the legitimate, non-arbitrary and just coercion of would-be dominators, for the sake of preventing them from dominating others, can render them unfree to choose to do so without rendering them socially unfree (qua dominated) persons in their own right . However, contra Pettit, Mill is correct to reject the ‘republican’ view for at least two reasons . Firstly, it enables him to avoid commitment to the implausi- ble implication that would-be dominators who sincerely deny any interest in a shared system of basic liberties are automatically rendered unfree persons by the coercion necessary to uphold such a system . Comparing the notion on individual freedom espoused in On Liberty to the notion of the social welfare in Utilitarianism, this analysis posits that it is impossible for a political philosophy to have two ultimate ends. Thus, Mill's liberalism is inherently flawed. As this philosophy was the foundation of Mill's progressive vision for humanity that he discusses in his Three Essays on Religion, this vision becomes paradoxical as well. Contending that the neo-liberalist global economic order is the contemporary parallel for Mill's religion of humanity, this work further demonstrates how these philosophical flaws have spread to infect the core of globalization in the 21 st century as well as their implications for future international relations.

WHAT MATTERS IS THE MOTIVE / IMMANUEL KANT If you believe in universal human rights, you are probably not a utili- tarian. If all human beings are worthy of respect, regardless of who they are or where they live, then it’s wrong to treat them as mere in- struments of the collective happiness. (Recall the story of the mal- nourished child languishing in the cellar for the sake of the “city of happiness.”) You might defend human rights on the grounds that respecting them will maximize utility in the long run. In that case, however, your reason for respecting rights is not to respect the person who holds them but to make things better for everyone. It is one thing to con- demn the scenario of the su! ering child because it reduces overall util- ity, and something else to condemn it as an intrinsic moral wrong, an injustice to the child. If rights don’t rest on utility, what is their moral basis? Libertarians o! er a possible answer: Persons should not be used merely as means to the welfare of others, because doing so violates the fundamental right of self-ownership. My life, labor, and person belong to me and me alone. They are not at the disposal of the society as a whole.
