CCAP offers opportunities for participation in the CCAP Academy for Excellence in County Government (“Academy”) program and the CCAP Center for Excellence in County Government (CEL) Program on a regular basis.

The Academy is a multi-year certificate training program that provides eight core/required courses and a vast array of elective courses covering many facets of county government including financial management, personnel and labor relations, risk management, legal issues, and more. Applications are accepted on a rolling basis and graduation is held every four years for those that fulfill the program requirements.

The CEL program is offered annually as a two and a half day intensive training focused on improving participants’ communication, management and leadership skills with small group dynamics and a high level of interactivity and personal challenges.

Overnight guests will receive a parking ticket for unlimited exit and enter privileges for the Walnut Street Parking Garage through the extent of their stay.

All day self-parkers can get parking tickets validated at the Hilton’s gift shop or their front desk for $5.00 (Walnut Street Garage only). This will cover a maximum of 10 hours in the garage. No exits and re-entries permitted. The 10 hours starts as soon as you pull your ticket from the garage kiosk in the morning.

After the 10 hours there are two options: 1. Leave the garage and re-enter to get a new ticket for a total of $10 (two $5.00 validations) for the day. 2. Stay in the garage and pay the difference. For rates, go to https://parkharrisburg.com/rates/

County Purchasing Opportunities through Correctional Industries York Room, Second Floor Pennsylvania Correctional Industries (PCI) is a Bureau of the Pennsylvania Department of Corrections (DOC) that employs inmates to produce a variety of items that are available for sale to non-profit organizations and government entities located throughout Pennsylvania. PCI jobs provide inmates with basic work skills and ethics. PCI is self-sustaining through the sale of PCI products and services, and receives no money from the General Fund, saving public tax dollars. The PCI team will discuss opportunities for counties to purchase needed goods. Chester County WRAP Program Lebanon Room, Second Floor This session will feature a successful model for gender informed services provided through the Chester County probation department. The Women’s Reentry Assessment and Programming Initiative (WRAP) is a specialized assessment and supervision unit of adult probation, parole and pretrial services that integrates gender-responsive, risk/need assessment, supervision and programming in collaboration with community case management to reduce recidivism, decrease technical violations of community supervision, and increase the health and well-being of justice- involved women, their families and communities. Consistent with the recommendations of the CCAP Comprehensive Behavioral Health Task Force, the session will provide counties with a demonstration of this approach.
