4.3 WATER RESOURCES 4.3 WATER RESOURCES This section describes the existing hydrological setting for the County, including a discussion of water quality, based on published and unpublished reports and data compiled by regional agencies. Agencies contacted include the United States Geological Survey, the California Department of Water Resources, and the Central Valley Regional Water Quality Control Board. This section also identifies impacts that may result from the project. SETTING CLIMATE The local climate is considered warm desert receiving approximately six to eight inches of rainfall per year (U.S. Department of Agriculture, 1986). Rainfall occurs primarily in the winter months, with lesser amounts falling in late summer and fall. Kings County would also be considered a dry climate since evaporation greatly exceeds precipitation.1 A common characteristic of dry climates, other than relatively small amounts of precipitation, is that the amount of precipitation received each year is highly variable. Generally, the lower the mean annual rainfall, the greater the year-to-year variability (Lutgens and Tarbuck, 1979). SURFACE WATER HYDROLOGY The County is part of a hydrologic system referred to as the Tulare Lake Basin (Figure 4.3- 1). The management of water resources within the Tulare Lake Basin is a complex activity and is critical to the region’s agricultural operations. The County can be divided into three main hydrologic subareas: the northern alluvial fan and basin area (in the vicinity of the Kings, Kaweah, and Tule rivers and their distributaries), the Tulare Lake Zone, and the southwestern uplands (including the areas west of the California Aqueduct and Highway 5) (Figure 4.3-2). -

Approximately 170,321 acres of National Forest System (NFS) land, 6,746 acres of BLM land and 14,130 acres of private land were affected by this wildfire. Within the fire perimeter, approximately 14,012 acres burned at high soil burn severity, 64,545 acres burned at moderate soil burn severity, 76,613 acres burned at low soil burn severity, and 36,027 remain unburned. On NFS-managed lands, 10,684 acres burned at high soil burn severity, 58,784 acres burned at moderate soil burn severity, 70,201 acres burned at low soil burn severity and 30,642 acres remain unburned or burned at very low soil burn severity (Figure 1). The Chetco Bar fire burned area is characterized as steep, rugged terrain, with highly dissected slopes and narrow drainages. Dominant surficial geology is metamorphosed sedimentary and volcanic rocks, peridotite and other igneous rocks. Peridotite has been transformed into serpentine through a process known as serpentinization. This transformation is the result of hydration and metamorphic transformation of ultramafic (high iron and magnesium) rocks. -

Sequoia ForestKeeper (SFK) and the Kern-Kaweah Chapter of the Sierra Club (SC) are generally supportive of efforts to close or restore areas damaged by OHVs to avert erosion, to deter illegal uses, to protect natural resources, and to reduce user conflict with non-motorized uses. Purpose and Scope of the Project The Lower Kern Canyon and Greenhorn Mountains Off-Highway Vehicle (OHV) Restoration Project would implement the closure and restoration of non-system routes within four recreation sites, relocate and restore campsites located within a recreation site (Evans Flat), and reroute portions of two OHV trails; one mile of the Woodward Peak Trail (Trail #32E53) and two miles of the Kern Canyon Trail (Trail #31E75). Three of the four recreation sites (Black Gulch North, Black Gulch South and China Garden) and one of the OHV trails (Kern Canyon Trail #31E75) are located in the Lower Kern Canyon. The fourth recreation site and the second OHV trail (Woodward Peak Trail #32E53) are located within the Greenhorn Mountains near Evans Flat Campground. -

My Last Patrol • Bibliography • Maps About the Author John Bingaman at Merced Grove Ranger Station, 1921 (From Sargent’s Protecting Paradise). John W. Bingaman was born June 18, 1896 in Ohio. He worked for the railroad in New York and California, then made tanks and combines during World War I. He first worked in Yosemite starting in 1918 as a packer and guide. John was appointed park ranger in 1921 and worked in several parts of Yosemite National Park. His wife Martha assisted her husband during the busy summer season. John retired in 1956. After retiring he lived in the desert in Southern California and spent summers touring various mountain areas and National Parks with their trailer. In retirement he wrote this book, Pathways, Guardians of the Yosemite: A Story of the First Rangers (1961), and The Ahwahneechees: A Story of the Yosemite Indians (1966). His autobiography is on pages 98-99 of Guardians of the Yosemite. John’s second wife was Irene. John Bingaman died April 5, 1987 in Stockton, California. Bibliographical Information John W. AN ANALYSIS OF WILDFIRE IMPACTS ON CLIMATE CHANGE By: Taylor Gilson Mentor: Dr. Elaine Fagner 1 Abstract Abstract: The western United States (U.S.). has recently seen an increase in wildfires that destroyed communities and lives. This researcher seeks to examine the impact of wildfires on climate change by examining recent studies on air quality and air emissions produced by wildfires, and their impact on climate change. Wildfires cause temporary large increases in outdoor airborne particles, such as particulate matter 2.5 (PM 2.5) and particulate matter 10(PM 10). Large wildfires can increase air pollution over thousands of square kilometers (Berkley University, 2021). The researcher will be conducting this research by analyzing PM found in the atmosphere, as well as analyzing air quality reports in the Southwestern portion of the U.S. The focus of this study is to examine the air emissions after wildfires have occurred in Yosemite National Park; and the research analysis will help provide the scientific community with additional data to understand the severity of wildfires and their impacts on climate change. Project Overview and Hypothesis This study examines the air quality from prior wildfires in Yosemite National Park. This research effort will help provide additional data for the scientific community and local, state, and federal agencies to better mitigate harmful levels of PM in the atmosphere caused by forest fires. The researcher hypothesizes that elevated PM levels in the Yosemite National Park region correlate with wildfires that are caused by natural sources such as lightning strikes and droughts. Introduction The researcher will seek to prove the linkage between wildfires and PM. -

Hazard tree mitigation along roads considered for decommissioning should be dropped In October, 2014, in its attempts to resolve objections to the Tule River Reservation Protection Project (TRRPP), the Forest Service agreed to begin scoping a project to decommissioning six (6) road segments now included in this proposal, stating that “The project will analyze the impacts of decommissioning spur roads No. 21S12B, 21S25A, 21S25B, 21S25C, and 21S25D in the [Black Mountain] grove that do not lead to private property, as well as approximately the last half mile of Road No. 21S25.” Attachment A, p. 1 (Oct. 15, 2014, letter from District Ranger Rick Stevens). Moreover, in his objection decision Forest Supervisor Kevin Elliott stated that “the Forest Service will not implement shaded fuel breaks on any of these road segments pending the completion of the decommissioning project; the shaded fuel breaks will be dropped from the project on any segments selected for decommissioning. -
