												  Introduction This Statement Is Submitted to the U.S.-ChinaUSCC Hearing China’s Military Transition February 7, 2013 Roy Kamphausen Senior Advisor, The National Bureau of Asian Research Introduction This statement is submitted to the U.S.-China Economic and Security Review Commission to address issues related to the transition to the new top military leadership in China. The statement addresses the composition of the new Central Military Commission, important factors in the selection of the leaders, and highlights salient elements in the backgrounds of specific leaders. The statement also addresses important factors of civil-military relations, including the relationship of the People’s Liberation Army (PLA) to China’s top political leadership, potential reform of the military-region structure of the PLA, and the likely competition for budget resources. Composition of the China’s New Central Military Commission As expected, new Chinese Communist Party general secretary Xi Jinping was appointed in November 2012 as the Central Military Commission (CMC) chairman. Additionally, army general Fan Changlong and air force general Xu Qiliang were promoted to positions as vice chairmen of the CMC—Fan from Jinan Military Region commander and Xu from PLA Air Force commander. Other members of the new CMC include General Chang Wanquan, who will become the next Minister of National Defense when that position is confirmed in early spring 2013; General Fang Fenghui, chief of the General Staff Department (GSD), who previously had been Beijing Military Region commander since 2007; General Zhang Yang, director of

Perry Introduction In the spring of 1967 China’s former First Lady Wang Guangmei was paraded onto a stage before a jeering crowd of half a million people to suffer public humiliation for her “bourgeois” crimes. Despite her repeated protestations, Wang was forced for the occasion to don a form- fitting dress festooned with a garland of ping-pong balls to mock the elegant silk qipao and pearl necklace ensemble that she had worn only a few years earlier while accompanying her husband, now disgraced President Liu Shaoqi, on a state visit to Indonesia. William Hinton (1972, pp. 103-105) describes the dramatic scene at Tsinghua University in Beijing, where the struggle session took place: A sound truck had crisscrossed the city announcing the confrontation, posters had been distributed far and wide, and over three hundred organizations, including schools and factories, had been invited. Some had sent delegations, others had simply declared a holiday, closed their doors, and sent everyone out to the campus. Buses blocked the roads for miles and the sea of people overflowed the University grounds so that loudspeakers had to be set up beyond the campus gates . At the meeting Wang [G]uangmei was asked to stand on a platform made of four chairs. She stood high enough so that tens of thousands could see her. On her head she wore a ridiculous, wide-brimmed straw hat of the kind worn by English aristocrats at garden parties. Around her neck hung a string of ping- pong balls . A tight-fitting formal gown clung to her plump body and sharp- pointed high-heeled shoes adorned her feet.

												  Chinese Military Leadership After the 17Th Congress: Hu’S Guys Or Whose Guys?Mulvenon, China Leadership Monitor, No. 23 Chinese Military Leadership After the 17th Congress: Hu’s Guys or Whose Guys? James Mulvenon The civilian political leadership changes at the 17th Party Congress in October 2007 have received close scrutiny from outside observers, but important and interesting personnel adjustments in the military have garnered less attention. This article examines recent Chinese military leadership changes in detail, focusing principally on the Central Military Commission but also tracking significant moves at the Military Region and Service level. Military Leadership Changes Leading Up to the 17th Congress Prior to the 17th Party Congress and the selection of the new Central Committee, Politburo, and Politburo Standing Committee, systematic and sweeping changes were made in the leadership structures of all seven military regions and the services. These reshuffles were not a purge, but an unusually intense round of the PLA’s regular command rotations and age-based removals of personnel. 												  Big Four Cleans”SEVEN Local Variations in the “Big Four Cleans” The course of the Socialist Education Movement took an unexpected and dramatic turn over the summer of 1964. In the fall of 1963, Wang Guangmei, the spouse of then-president Liu Shaoqi, volunteered to par- ticipate in a “Four Cleans” work team headed for the Taoyuan brigade in Hebei’s Funing county. Her decision to do so was apparently not a popular one within the upper echelons of the Beijing leadership. In April 1967, reflecting on the events that preceded her being “sent down” to the countryside, Wang would admit: “Many people were against my going to Taoyuan; only Liu Shaoqi . [and] Chairman Mao backed me up.” Nevertheless, in November 1963, Wang adopted the pseudonym Dong Pu, and, carrying personal documents that identified her as an employee of the Hebei Provincial Public Security Department (Gongan ting) and clad in the clothing of an ordinary worker, she departed Beijing for Taoyuan. Although she originally intended to remain in Funing county for three months, the normal period of service for “Four Cleans” work teams at the time, she reported that “the more we did, the more complicated [the situation] became; in actuality we took five months to carry out [the move- ment], and only then had we carried it out thoroughly.” In her report to the Central Committee on her experiences in Taoyuan, delivered on July 5, 1964, but more widely disseminated in September of that year, 1. This article seeks to demonstrate that an interest in female beauty was always pres- ent in the revolutionary process. The author analyzes how revolutionaries sus- tained that interest by employing self-beautification practices and women's beauty politically and how social interactions reinforced the perception that female beauty was rewarding, underscoring that Communists accepted the practice of self-adornment. After examining the revolutionary aesthetics of femininity developed by women activists, the article briefly explores the legacy offemale beauty in the Communist regime.

												  Qinghua University and Chinese Politics During the CulturalFraming the Event: Qinghua University and Chinese Politics during the Cultural Revolution On 5 August 1968 Mao Zedong regifted mangoes, given him by the Pakistan foreign minister, to the Workers’ Propaganda Teams who were then bringing two warring factions of Red Guards, the Jinggangshan Corps (tuanpai) and the Fours (sipai), under control at Qinghua University. Mao’s gesture signaled an important change of direction in the mass campaigns of the Great Proletarian Cultural Revolution. The student Red Guards, who had been the main force in the first stage of the Cultural Revolution and taken out the “capitalist roaders”, had run amok. Henceforth the working class would take charge of forwarding the Cultural Revolution. From 27 July to 26 August was an anxious and confusing time for Red Guards in China. On the morning of 27 July, huge crowds of workers and a scattering of PLA men appeared before the campus gates at Qinghua University, demanding an end to all violent confrontations. At dawn on 28 July Mao Zedong summoned the five Red Guard leaders in Beijing to the Great Hall of the People for a meeting, which lasted from 3:30 A.M. to 8:30 A.M. Mao lambasted the Red Guard leaders for disobeying his order to “struggle, criticize and transform” Chinese campuses and instead forming viciously opposing factions which degenerated from diatribes even to armed combats. He revealed that he was the “black hand” behind the order sending in work 1 teams to quell the violence and told his “little generals” [Red Guards] that “they have now made mistakes (xianzai shi xiaojiang fan cuowu de shihou le).1 On 5 August Mao instructed his bodyguard Wang Dongxing to distribute the case of mangoes given him by the Pakistani foreign minister to the workers who were occupying Qinghua University campus.

China’s weakness in the 20th century, as seen in the devastating loss in the Sino-Japanese War of 1894-95, stirred unrest and murmurs of uprising among the population. In 1911, armed rebellions broke out in response to the nationalization of railways in the Sichuan province, word of which spread across China. This snowballed and lead warlords to rebel against the weak imperial regime. Such rebellion in Wuchuan led to the overthrow of the provincial government and revolutionary leader Sun Yixian took advantage of the regime’s weakness. He later returned from exile, elected provisional president He saw that the emperor be abdicated, and resign power allowing Yuan Shikai, imperial minster entrusted with full power via the courts, to become the nation’s first president.1 In early 1912, the reign of Imperial China, Yuan Shikai’s attempt to become military dictator was thwarted and the Nationalist party, the Guomindang, also known as the Kuomintang (GMD) took control of the country in 1923. Sun Yixian, now president, reorganized the party that made it a centralized, democratic party. McLean, VA 1 Executive Summary The title of this paper is “The Chinese Way of War: How Has it Changed?” The answer is that it has changed dramatically from what it was 20 years ago, but that does not mean that everything is new. There are some components of People’s Liberation Army (PLA) thinking (deception, stratagems, etc.) that remain as important elements of China’s way of war and they are being integrated into technologies. Such issues offer an overall sense of historical continuity in China’s approach to warfare that is based on a thought process going back thousands of years, to include the transcendent impact of Sun Tzu, Marx, and Mao on strategic and tactical issues. The number of articles and discussions in the journal China Military Science (CMS) over the past 20 years devoted to these three men fully support this contention. On the other hand, China’s intelligentization of operations and focus on joint and all-domain capabilities (to include domains not currently under consideration in the US) create new challenges. Artificial intelligence (AI) is now being used to help design warfare—repeat, help design warfare—to further provide control over conflicts and to ensure the PLA has a future deterrent force with which to confront other nations.
