This is the Department for Transport (DfT) acronym for severely overcrowded trains and PICX-busters are extra trains put on to try and reduce the overcrowding. Back in 2005, Barking – Gospel Oak passenger services were franchised out to National Express subsidiary, Silverlink Train Services. The service ran every 30 minutes during the day, dropping to hourly around 20:00. The service had been run by 1985 built 2-car Class 150 Sprinters since they rescued the service in the summer of 1999. Before then trains were operated by 40-years old slam door units that were so prone to break-down that 60, even 90 minute gaps in service were a regular occurrence. The Sprinters were far more reliable and over the ensuing years passengers were attracted back, mainly by word of mouth, so by late 2004 serious overcrowding was taking place on the 08:08 from Barking. Following representations by us, the London Transport Users Committee (LTUC), now London TravelWatch, took an interest, did some passengers loading surveys and found 264 passengers crammed into the 08:08 from Barking. They arranged a meeting with Silverlink, DfT, Network Rail, Transport for London (TfL) and us. We said that a 20-minute peak frequency was required. Silverlink maintained that it was operating the service it was contracted to provide by the DfT and its 7 strong Sprinter fleet was fully utilised. -

This means that if you have a medal you would like to wear to work in support and gratitude of those who have served in the armed forces, LOROL would like you to do so. You don’t have to be ex-Service to take part in this – everyone at LOROL is a hero! If you have children or grandchildren, nieces or nephews, godchildren, or links to local schools, then ask them to design and make you one. The aim of this is to support London Poppy Day in our own way and get as many people involved across the London Overground as possible, both customers and staff. All we ask is that you are sensible and don’t put yourself at risk by wearing valuables or something that contravenes health and safety. BARKING-GOSPEL OAK LINE USER GROUP Chairman: Alderman Frederick Jones, Barking & Dagenham Council Secretary: Graham Larkbey, 35 Carr Road, Walthamstow, London, E17 5ER 07972 508543 www.barking-gospeloak.org.uk [email protected] RELIEF OF OVERCROWDING MEETING WITH LOROL 26TH FEBRUARY 2008 & BGOLUG RESPONSE INTRODUCTION Following a request by LOROL (London Overground Rail Operations Ltd., formally MTR Laing) at the Group meeting of 12th February 2008, Executive Committee members Richard Pout and Glenn Wallis met with LOROL representatives Stewart Griffin, Service Delivery, Oliver Bratton, Performance & Planning and Mungo Duncan, Customer Services Special Projects, at Overground House on 26th February to discuss the proposals made by BGOLUG since late September 2007 to relieve current overcrowding on peak services. BACKGROUND This issue was raised with the EC in September 2007 when it was realised that TfL had no plans to increase peak passenger capacity on the Barking-Gospel Oak route until the introduction of 8x2-car Class 172 Turbostar DMUs on a Monday-Saturday15-minute frequency timetable in late 2009 (Sunday timetable to be every 15-minutes from 2010). In late September 2007, London TravelWatch, TfL and MTR Laing were circulated with a submission from BGOLUG detailing the overcrowding occurring at that time and outlining proposals to reduce it during the period leading up to the introduction of new DMUs which the Group maintained should be 3-car units and not the 2-car units it was planned to order. At this early stage the Group stressed the need to retain all eight units of the Silverlink Class 150 Sprinter DMU fleet in order to provide the capacity required to keep overcrowding to tolerable proportions prior to new stock arriving on a re-signalled railway allowing an all day 15-minute frequency (4tph) operation. -
Reduced Service
REDUCED SERVICE Due to several health and personal problems BGOLUG’s small volunteer resources have had to severely curtail the time they can devote to the Group’s work. We are keeping in contact with Transport for London (TfL) London Rail and London Overground Rail Operations Limited (LOROL) as well as keeping in contact with relevant Industry figures, GLA members and MPs and attending relevant meetings with them as well as some boroughs. We appreciate that we are not communicating sufficiently with members who are not connected to the internet or arranging meetings for ordinary members (the Executive Committee continues to meet). NEW DIESEL TRAINS FOR BARKING-GOSPEL OAK SERVICES The first Bombardier Turbostar 172 001 has been released for type and vehicle approval testing and is based at Willesden TMD but has yet to be handed over to LOROL. Thanks to Dazz285 we are able to illustrate the train here so you can see what you will be travelling in by the summer’s end. We are concerned at the lack of grab rails around the standing/bike/wheelchair areas adjacent to the entrance doors and would welcome any comments you may have on the internal layout. Concession Agreement Between Tfl and London Overground Rail
REDACTED COPY THIS AGREEMENT is dated 2 July 2007 BETWEEN (1) RAIL FOR LONDON LIMITED, whose registered office is at Windsor House, 42-50 Victoria Street, London, SW1H 0TL (RfL) and registered number is 05965930; and (2) MTR LAING METRO LIMITED, whose registered office is at Allington House, 150 Victoria Street, London, SW1E 5LB and registered number is 05668786 (the Operator). WHEREAS (A) RfL wishes to appoint an operator, and the Operator wishes to be appointed, to provide railway passenger services within the LRC and RfL expects its operator and the Operator is willing, on the terms of this Agreement, actively to seek, in all reasonable business ways, greatly improved performance over the Concession Term from its employees, its Train Fleet and other assets, and from the Infrastructure Managers and its other suppliers, so as to deliver to the passenger the best railway passenger service that can be obtained from the resources that are available to it. (B) The following provisions of this Agreement are intended to reflect and give effect to the matters referred to in Recital (A). 1. INTERPRETATION 1.1 This Agreement and the Conditions Precedent Agreement, together constitute a single agreement. 1.2 In this Agreement, except to the extent the context otherwise requires: (a) words and expressions defined in Part I of the Act have the same meanings when used therein provided that, except to the extent expressly stated, “railway” shall not have the wider meaning attributed to it by Section 81(2) of the Act; (b) words and expressions defined -
