1. Welcome by MCAC Co‐chair, Ellen Johnck 2013 review: Piers 30‐32; Giants Mission Bay; Port’s 150th Anniversary; America’s Cup; Transportation Plan; SF Supervisors Sail‐In  There have not been any recent meetings with the Mayor’s office on the Warriors project at Piers 30/32 (last was 2/22/2013). There will most likely be a ballot measure regarding the arena in November 2014.  There have not been any recent meetings with the Giants regarding Seawall Lot 337 Giants Mission Bay project.  The Port’s 150th Anniversary celebration began on April 24, 2013, and will continue through April 23, 2014. The Embarcadero banners will come down due to space and time limitations. The Port is working with BCDC to keep the informational pylons in place.  The Port spent approximately $20 million on America’s Cup. This includes permanent improvements to the waterfront (bike lanes, Jefferson Street expansion, etc.). Due to AC34, shoreside power was installed at Pier 70 to offset the temporarily shut down at Pier 27. 1  The San Francisco Municipal Transportation Agency and the San Francisco County Transportation Authority are collaborating on the development of the San Francisco Transportation Plan. The Freight Advisory Commission is putting together a California State Freight Plan with Caltrans. MARAD and others have been urging Caltrans to have water as part of the CA Freight Plan. The MTC is also working on a Regional Freight Plan with their main focus on County.  The MCAC Supervisors “Sail‐In” in November 2013 was a success. MCAC members had individual meetings with all 11 Supervisors and familiarized them with MCAC and Port issues. Supervisor Breed District #5 is interested in a Port Water Tour.

2014 action items: Piers 30‐32: Giants Mission Bay, Transportation Plan  Request the Mayor’s office to attend a future MCAC meeting (target March 20) to give an official update on the Warriors project at Piers 30/32.  Request SF Giants representatives to attend a future MCAC meeting (target May 15) to give an official update on the Mission Bay project.  Request Peter Albert of SFMTA to attend a future MCAC meeting (target March 20) to give an official update on the Transportation Plan.

2. Maritime Update by Port Staff 2013 accomplishments and 2014 goals: Cruise, Cargo, Ship Repair  In 2013, there were 64 cruise calls; 213K passengers (most since 2006); Pier 27 will open in September 2014; expecting 75 cruise calls and 260K passengers for 2014; ships are much bigger than they were 10 years ago.  RFI issued in 2010 to develop a bulk export facility at Pier 96; shipping timeline for export company slipped from 2012 to 2017; until then, Port will rebuild and upgrade Quint Street Lead, construction to begin Fall 2014; trying to expand the rail tracks and build a loop track around Pier 96 for easy loading and unloading; apply for a TIGER grant; developing a terminal will require us to go through the Environmental Review process; currently trying to renew the old environmental impact report for the southern waterfront to include any contemplated uses for the area; brochure developed to highlight our plans; relationship with Union Pacific Railroad has improved; collaborating with U.P. on marketing opportunities; working with Metro Ports to market Pier 80.  Ship Repair had highest gross revenue in 2013; increased revenue was due to the shoreside power project; drydock can handle larger military ships which require greater electrical surge; these ships come in with $6‐12 million contract; Port receives 3.3% of gross revenue.

3. 2013 Updates – Peter Dailey:  2014 Calendars are available. Gerry Roybal again did a stellar job on this outstanding maritime promotional piece.  Leslie Katz was elected as Port Commission President, and Willie Adams as Vice President.  Bill Dunbar is the new General Manager at BAE Systems, Pier 70 Shipyard. Previous GM Hugh Vanderspek was promoted and has moved to Mobile, Alabama. Tom Escher of Red & White Fleet was featured in the San Francisco Chronicle on January 13, 2014 regarding his Bilingual Program. Google has begun a trial service between San Francisco and Redwood City for its employees. The boat is crewed by union workers, and the schedule does not interfere with existing ferry schedules. Copy and paste this link: http://sanfrancisco.cbslocal.com/2014/01/07/google‐launches‐private‐sf‐bay‐ferry‐service‐to‐shuttle‐ workers/  In 2013, the Port had approximately 200 vessel calls of all types (cruise, cargo, navy, layberths), 2 million tons of aggregate cargo, over 3 million ferry passengers, and over 200K cruise passengers.  Phase 1 of the new James R. Cruise Terminal at Pier 27 was completed on schedule and under budget. Pier 27 served as the America’s Cup Village between March‐October 2013. Phase 2 construction is now underway, and the first cruise ship call is expected in September 2014.  The Mayor has submitted a letter to the AC organizing committee to host the next America’s Cup in 2017.  The Port took over management of South Beach Harbor last year and implemented a rate increase.  We had record ship repair in utilization and revenue.  We have an amazing 2014 coming up!

4. Other:  The TIGER (Transportation Investment Generating Economic Recovery) grant budget has been increased to $600 million.  The Maritime Administration (MARAD) is managing the $15 million grant to upgrade the rail tracks at the Oakland Army base.  Maritime Day will be in May 2014.  The Port of San Francisco will be honored at 14th annual Maritime Leadership Symposium held in Sacramento on February 19‐20, 2014.  The Port is involved in a dinner sponsored by the Coast Guard Foundation on April 17, 2014. This organization raises money to help Coast Guard personnel and their families with scholarships and benefits where there is no coverage.  September 6, 2014, is the planned date for the commissioning of a new navy ship, USS America, an aircraft carrier. The ship will be in San Francisco for 1 week with 1,200 crew members. After commissioning, the ship will be homeported in San Diego.  Congratulations to Maritime staff on Port service milestones: Gerry Roybal completed 20 years of service, and Denise Turner completed 35 years of service.  Tideline Marine began offering water taxi service in 2012. They are an on‐call service and operate with 1 six‐pack vessel. Tideline has extended their lease for another 10 years.  SF Water Taxi, operated by Dave Thomas, is the Port’s newest water taxi operator. Service will begin imminently (lease is being processed). One boat is up and running and a second boat is in for a full rehab. Dave’s target is to have 25K passengers a year.
