6th Commonwealth Youth Parliament (CYP) 20th to 26th October 2013 INFORMATION CIRCULAR FOR CANDIDATES The Commonwealth Parliamentary Association (CPA) Secretariat and the CPA Andhra Pradesh Branch are jointly planning to hold the Sixth Commonwealth Youth Parliament in Hyderabad, India, between 20th and 26th October 2013. The CYP is now an annual event held in a different country of the Commonwealth each year. It is anticipated that some 80 to 90 young people from across the Commonwealth will participate in the event which will also be attended by a number of young Members of Parliament under the age of 35 from across the Commonwealth. The event will commence with an evening reception on Sunday 20th October 2013 and, although the Jersey participant will travel alone to Hyderabad, he or she will be met on arrival by the organizers. The CYP will finish on Friday 25th October and participants must check out of their hotel and leave Hyderabad on Saturday 26th. It is essential that the young person selected is available for the full period of the CYP (allowing time for travel to India). The Jersey Branch of the CPA will pay for the participant to travel to Hyderabad and the costs of accommodation and meals during the event will be met by the Andhra Pradesh CPA Branch. The overall goal of the Youth Parliament is to strengthen the democratic process in the Commonwealth by deepening understanding of parliamentary democracy among the participants and providing a forum for them to express their ideas, concerns and expectations. The Youth Parliament will mirror proceedings in parliament with debates, question time and committee work. All participants will be expected to play an active part and must be confident in public speaking. The purpose of the CYP is to provide an experience of the parliamentary process and to demonstrate how Parliaments are able to make legislation; to debate matters of national and international concern; to discuss legislation in committee; and to hold the Executive to account through parliamentary questions and in parliamentary committees. Participants will have the chance to experience life in the parliamentary spotlight and at the same time show how the next generation might approach parliamentary politics. Formal parliamentary practice adapted from several Commonwealth countries will be followed and the proceedings will take place under the watchful eyes of experienced parliamentary officials. In addition the young Members of Parliament present will act as mentors for the young people participating in the CYP. Participants in the Youth Parliament must - be in the age range 18-29 years; be a citizen of a Commonwealth country; be confident and articulate enough to take an active role in the Youth Parliament; have an interest in the Commonwealth and political affairs. Young people from Jersey who wish to apply to participate in this event should send a full CV and a letter of application setting out why they believe they are suitable to represent Jersey to Mr. Michael de la Haye, Honorary Secretary, CPA Jersey Branch, States Greffe, Morier House, St. Helier, JE1 1DD ([email protected]) no later than Monday 2nd September 2013.. After an initial selection process a number of shortlisted candidates will be invited for interview on the afternoon of Monday 9th September 2013. ANDHRA PRADESH – An Outline The State of Andhra Pradesh-the land of Telugu people is the fifth largest State in population and fourth largest State in area, among the twenty eight States of the Indian Union. The State stands on the Deccan Plateau, sloping down to the low-lying coastal region of the east. Andhra Pradesh forms a major cultural and geographical link between the northern and southern parts of India. GEOGRAPHY Andhra Pradesh is situated in the tropical region between the latitudes 120, 14’ and 190, 54’ north and the longitudes 760, 50’ and 840, 50’ east. Andhra Pradesh has an area of 2, 75, 100 Sq. Kms, accounting 8.4 per cent of India’s territory. It is bounded by the Bay of Bengal in the east, Orissa in the northeast, Karnataka in the west, Chattisgarh and Maharashtra in the north and Tamil Nadu in the south. Nearly 75 per cent of its area is covered by the river basins of the Godavari, Krishna, Tungabadra and Penna and their tributaries. Andhra Pradesh has the second longest coastline in India with 972 Kms. CLIMATE The Climate of Andhra Pradesh may be described as tropical-monsoon type. The State receives its rainfall from the Southwest and Northeast monsoons. Rainfall varies from region to region and fluctuates widely over time. The annual average rainfall in the State is 874 mm. The maximum and minimum temperatures are recorded usually in the months of May (470 C) and December (100 C) respectively. Madanapally, Horsley Hills in Chittoor District and Araku Valley in Visakhapatnam District attracts large number of people with their cool and pleasant atmosphere throughout the year. The winter is not so rigorous in the State. POPULATION The State’s Population stands at 8,46,65,533 Crores (Eight crores forty six lakhs sixty five thousand five hundred and thirty three only) out of which Men are 4,25,09,881 Crores and Women 4,21,55,652 Crores. LITERACY Literacy rate in Andhra Pradesh is 67.66 per cent in 2011 Census (National Literacy Rate is 74.4%). The Literates among Men are 75.6% and Women 59.7%. RELIGION In terms of religious identities, Andhra Pradesh is a mosaic of different faiths. Although Buddhism was said to be the major religion till around the early medieval period, it has become virtually non-existent today. The Hindus comprise majority of population in the State. Next to it, comes Muslims, Christians, Jains and Sikhs etc. LANGUAGE AND LITERATURE The language of most of the people in the State is Telugu. The Telugu language evolved through centuries. There are several historical evidences to prove that Telugu emerged as an independent language by 5th Century BC. Today, Telugu is the most widely spoken language of the Dravidian Languages family. The famous lexicographer Sri C.P. Brown described the Telugu Language as ‘Italian of the East’. Telugu enriched its vocabulary by drawing terms and expressions profusely from Sanskrit and other languages. Telugu is the Official Language of the State. Urdu has been recognized as second Official Language in nine districts of the Andhra Pradesh. Urdu came to the Deccan, late in the 15th Century during the Qutub Shahi Dynasty. CURRENCY The Indian Rupee is the official currency of the Republic of India. LEGISLATURE The Andhra Pradesh has a bi-cameral Legislature. The Andhra Pradesh Legislative Assembly was constituted on 1st November, 1956, and the Legislative Council came into existence from 1st July, 1958. The present 13th Legislative Assembly has total strength of 295 Members belonging to 9 political and the strength of Legislative Council is ninety (90). For further details access www.aplegislature.org ADMINISTRATIVE SET UP The State of Andhra Pradesh is presently having twenty three (23) Districts. There are 28,123 Villages in the State, which constitute its rural base. There are 117 ‘Statutory Towns’, 93 ‘Census Towns’ and 37 Urban Agglomerations in the State. As part of decentralization of administrative set up each district is divided into a number of Mandals and Village Panchayats. At present the State is having 21,843 Gram Panchayats, 1,128 Mandals, 1,098 Mandal Parishads, 16,173 MPTC’s, 1097 ZPTC’s, 22 Zilla Parishads 113 Municipalities and 19 Municipal Corporations and 7 Urban Development Authorities. The State, with its astounding heritage, diversity and natural beauty, is an ideal gateway for tourists with various interests. Andhra Pradesh has multifarious and diverse tourist attractions. HYDERABAD – THE CAPITAL OF ANDHRA PRADESH Hyderabad, the city of pearls, once the Nizam’s capital is now the capital of Andhra Pradesh State. Hyderabad is the fifth largest city in the Country sprawled on the banks of the River Musi, was founded in 1589 by Sultan Mohamed Quli Qutub Shah, the fifth ruler of the Qutub Shahi dynasty. The city is located in the heart of the Deccan Plateau at 1700 feet above sea level with an extent of 260 Sq. Kms. having 6.4 million Population. It is the home of various cultures, traditions, people and languages. The city has monuments of historical importance like Charminar, Golconda Fort, Mecca Masjid, Qutub Shahi Tombs etc. The Salarjung Museum has a very large and diverse collection of art objects and exquisite pieces of art. There are many tourist attractions in and around Hyderabad City. The winds of change have swept the city to a new era even as it maintains its roots in tradition and culture.
