PROJECT BACKGROUND DAI was awarded the four-year, $22.6 million Khyber Pakhtunkhwa Governance (KPG) Project on March 2, 2015. The main purpose of KPG Project is to strengthen the ability of local state institutions to deliver essential services in conflict-afflicted areas of the Khyber Pakhtunkhwa (KP) Province in Pakistan. KPG is designed as a quick and responsive mechanism for supporting transitional activities in the KP Province of Pakistan that reinforce stability, counter extremism, promote democratic advances, strengthen the ability of the provincial government to be responsive to citizen needs, and create opportunities for gender equality and women’s empowerment. In 2014, the Government of KP adopted a four-year Integrated Development Strategy (IDS) that integrates government priorities under one framework, and provides a roadmap for achievement of the targets agreed to in the SPDF framework. Working with the Government of KP, KPG will focus on supporting the achievements of relevant priority objectives. DAI will deliver KPG results by developing complementary packages of assistance that reinforce both the supply and demand side of governance, through four main instruments: grants under contract, programmatic short-term technical assistance, direct distribution of goods and services, and training. KPG MONTHLY REPORT MAY 2017 3 2. HIGHLIGHTS FROM THE PERIOD During the month of May 2017, activities continued as planned on seventeen grants including six approved by USAID during the same month. In addition, four grant proposals were submitted to USAID for approval whereas another seventeen grant proposals were in different stages of preparation and will be submitted to USAID in the near future. Last but not the least, approval was received from USAID for three concept notes. A brief summary of each approved grant is provided as follows: 1. Automated Information and Reporting System for Information and Public Relations Department (G-PES-006): technical backstopping and troubleshooting is being provided on regular basis. Request received from the Department for additional technical training for the staff is being considered finalized. 2. Strengthening Provincial Disaster Management Authority (G-PES-007): stakeholders’ consultation on Civilian Victim Support Fund was held and the final report is being prepared after which, the grant will be closed. 3. Bridging Gaps between Citizens and State (G-PES-008): grant activities progressing smoothly and reports/deliverables submitted on time. 4. Strengthening Excise, Taxation and Narcotics Control Department (G-PES-009): Oracle software procurement in progress after which data migration and staff training will be completed. 5. Good Governance through Gender Mainstreaming (G-PES-011): grant activities progressing smoothly. Gender analysis completed and report shared with concerned stakeholders. 6. Transforming Inclusive Local Government (G-PES-012): grant activities progressing smoothly and reports/deliverables submitted on time. 7. Establishing Local Government Good Governance Index for Peshawar City District Government (G-PES-013): grant activities progressing smoothly and reports/deliverables being submitted on time. 8. Support to Sehat Sahulat Program on Awareness Campaigns for Insaf Health Card (G-PES- 016): grant activities progressing smoothly and reports/deliverables being submitted on time. 9. Digital Youth Summit 2017 (G-PES-017): grant activities completed. Grant closeout in process. 10. Eliminating Sexual Harassment through Empowering Transgender (G-PES-018): grant agreement will be signed next month. 11. Citizen State Engagement through Theatre and Radio Program (G-PES-020): grant activities progressing smoothly and reports/deliverable being submitted on time. 12. Strengthening the Local Councils Association of Khyber Pakhtunkhwa (G-PES-021): grant activities progressing smoothly and reports/deliverables being submitted on time. 13. Strengthening Social Cohesion and Peace through Sports and Extra Curricular Activities (G- PES-22): grant activities progressing smoothly and reports/deliverables being submitted on time. 14. Training of Local Government Representatives in Kohat District (G-Pes-023): grant activities progressing smoothly and reports/deliverables being submitted on time. 15. Strengthening Citizen State Engagement for Peace (G-Pes-024): grant activities progressing smoothly and reports/deliverables being submitted on time. 16. Orientation Workshop on Development Project Management System (G-PES-025): grant activities started however the orientation session is moved to July 2017 due to Ramadan. Accordingly, a request for no cost extension in period of performance was submitted to USAID. 17. Promoting Peace in District Peshawar through Sport Events (G-PES-026): grant activities progressing smoothly and reports/deliverables being submitted on time. KPG MONTHLY REPORT MAY 2017 4 3. ADMINISTRATION SECURITY Security situation remained calm comparatively in terms of terrorism, and no major incident reported across the region. Overall increase in pre-emptive raids, intelligence based operations, and search & strike operations were noticed over the reporting period. Law enforcement agencies have apprehended dozens of suspects during search operations conducted across the country under “Operation Raadul Fassad”. These security incidents have had no direct impact on KPG project activities to date. Even though the security situation has been relatively calm, keeping in view the possibility of threats and eruptions, KPG’s Security Advisor continues to issue security recommendations to all staff on a number of security protocols, including avoiding law enforcement agency (LEA) offices; refraining from driving close to LEAs vehicles; carefully planning travels and seeking security clearance before commencement of movements; reducing movement and avoiding travel after dark; maintaining low profile; keeping cell phones on/charged 24/7; and reporting any incident immediately to the KPG Security Team. But when the data over a period of time is to be examined and analysed it requires to be adjusted fo r the present boundaries, in case of changes in these. It ha s been observed that over the period of last censuses there have been certain c hanges in the boundaries of so me administrative units. It was, therefore, considered advisable that the ce nsus data may be presented according to the boundary position of these areas of some recent date. The census data of all the four censuses of Pakistan have, therefore, been adjusted according to the administ rative units as on 4th February, 1986. The details of these changes have been given at Annexu re- A. Though it would have been preferable to tabulate the whole census data, i.e., population by age , sex, etc., accordingly, yet in view of the very huge work involved even for the 1981 Census and in the absence of availability of source data from the previous three ce nsuses, only population figures have been adjusted. 2. The population of some of the district s and tehsils could no t be worked out clue to non-availability of comparable data of mauzas/dehs/villages comprising these areas. ABSTRACT In Pakistan agriculture department is mainly mandated for the Agricultural development in the country. Their responsibility is shared by NGO’s to some extent. The public sector and NGO are discharging the dissemination of improved agriculture practices among the farming community. The present study was conducted in district Kohat, 2007. The data included all types of respondents i-e age below 30 years(26%), 30 to 40 years (24.67%) and above 40 years (49.33%),with educational status illiterate (39.67%), literate up to primary (15%), middle (27.33%), metric and above (18%) and having land below 20 acres (50%), 20 to 40 acres (16.67%) and above 40 acres (33.33%). Both public and NGO’s sectors are playing important role in providing information, inputs recommendations of different crops in their own perspective. But, farmers were satisfied with the working efficiency of NGOs regarding wheat and maize etc. They were also getting benefits from the worth while advices and the help of public sector and NGO’s.     IVAP census profiling of off-camp Khyber IDPs – Final report July – November 2012 (IVAP-III) 1. Introduction Since 2008, conflict has been a fluid process resulting in large-scale displacement of families into Khyber Pakhtunkhwa (KP) province in north-west Pakistan from both the Federally Administered Tribal Areas (FATA) and from elsewhere within KP. The IDP Vulnerability Assessment and Profiling (IVAP) was initiated in 2010 by the Policy and Strategy Meeting to be able to understand more about the movement and needs of these IDP families so as to inform an appropriate humanitarian response, ensuring that assistance is principled and needs-based. Between June 2010 and July 2011, IVAP-I carried out a door-to-door census based activity to identify and assess every IDP family and its members (on the basis of self-identification and an inclusion policy following the IDP Guiding Principles) in ten host districts in KP. The districts included Peshawar, Mardan, Nowshera, Charsadda, Swabi, Lower Dir, Kohat, Hangu, D.I.Khan and Tank. Over 92,000 families and 491,000 individuals were identified and profiled using a 70-question questionnaire (comprised of questions from all clusters) and their information recorded in the online IVAP live database (www.ivap.org.pk). Khyber displacement Following the commencement of military operations in Khyber district, there was a mass influx of IDPs from Khyber agency into KP starting in January 2012. As a result, there was a growing need to understand the exact locations and needs of these IDPs in order to inform an appropriate humanitarian response. A rapid inter-agency needs assessment was carried out in April 2012, a strong recommendation of which was to carry out more detailed surveying of these IDP families.
