AN ANALYSIS OF THE INFLUENCE OF STAKEHOLDERS ON THE STRATEGIES OF INDEPENDENT, RURAL, SCOTTISH MUSEUMS DURING THEIR ORGANISATIONAL LIFE CYCLE K HALCRO A thesis in submitted in partial fulfilment of the requirements of Doctor of Philosophy QUEEN MARGARET UNIVERSITY 2008 310 ABSTRACT Data indicates that Scottish museum attendance is rising annually, yet anecdotal comments appear to contradict this evidence. Explanations for this dichotomy are inevitably complex and varied, but variations in organisational performance have been explained by the Resource-Based View, which argues an organisation’s competitive advantage stems from its ability to access and use resources. This perspective is examined through the concept of stakeholder theory. This thesis investigates the influence stakeholders have on independent, rural Scottish museums during the organisational life cycle, and whether this is a source of competitive advantage. The research involved an exploratory survey to scope the characteristics and environment in which Scotland’s museums were operating, but also a typology for further research. The outcome was to adopt a phenomenological approach to investigate fourteen independent, rural, museums strategies during the organisational life cycle, drawing on stakeholder models proposed by Mitchell, Agle & Wood (1997) and Jawahar & McLaughlin (2001). This process involved interviewing 141 stakeholders to discuss their experiences in shaping these museums’ strategies. Using narrative analysis, it emerged that these museums’ strategies were influenced by different stakeholders during the organisational life cycle and this is reflected in a model developed from these findings. Growth museums were characterised by either an entrepreneurial leader or a board of trustees working in collaboration with key paid staff to access resources, particularly funding. By contrast, mature stage museums were dominated by a definitive stakeholder centred on a group of trustees who also occupied other stakeholder groups, notably volunteers and the community. This definitive stakeholder provided these museums with many of their resources, which proved to be an organisational strength, but also a weakness. The museum in decline and which ceased trading during this study, closed as a result of losing the definitive stakeholder’s confidence and withdrawing funding. It was evident that stakeholders did influence museum strategy, but the definitive stakeholder explained a museum’s competitive advantage. The panel agreed to form a sub-committee (of NC, JB, RW & AB) to deal with revisions of the Code of Practice in relation to multiple applications. The next date of the panel meeting confirmed as Thursday 23rd March 2017. Further dates in 2017 to be proposed. It is proposed that the number of meetings is reduced to three by combining the Annual Review meeting with a panel meeting. This will be discussed at the next Annual Review meeting on 14th November 2016. 3. Discussion of Galloway Hoard, valuations and timescales JB (NMS) was absent from this discussion. The panel were updated on the current status of the Galloway Hoard, including projected timescales for allocation. The panel also discussed the criteria for assessing the valuations. The 31st January 2017 was agreed as a proposed date to hold an extraordinary SAFAP meeting in relation to allocating the Galloway Hoard.

It focuses on the activities in recent years of members of the National Museum Directors’ Conference (NMDC), and is largely based on discussions with these institutions and selected partner organisations, as well as on a series of discussion days hosted by the NMDC in different regional centres in July 2003. It does not make specific reference to collaborative work between NMDC organisations themselves, and focuses on activities and initiatives that have taken place in the last few years. For the sake of simplicity the term ‘national museum’ is used throughout the report to describe all NMDC member organisations, notwithstanding the fact that these also include libraries and archives. In this report the term ‘national’ is used to denote institutions established by Act of Parliament as custodians of public collections that belong to the nation.     National Programme 2017/2018 2 National Programme 2017/2018 3 National Programme 2017/2018 National Programme 2017/2018 1 National Programme Across Scotland Through our National Strategy 2016–2020, Across Scotland, Working to Engage and Inspire, we are endeavouring to bring our collections, expertise and programmes to people, museums and communities throughout Scotland. In 2017/18 we worked in all of Scotland’s 32 local authority areas to deliver a wide-ranging programme which included touring exhibitions and loans, community engagement projects, learning and digital programmes as well as support for collections development through the National Fund for Acquisitions, expert advice from our specialist staff and skills development through our National Training Programme. As part of our drive to engage young people in STEM learning (Science, Technology, Engineering and Maths), we developed Powering Up, a national science engagement programme for schools. Funded by the ScottishPower Foundation, we delivered workshops on wind, solar and wave energy in partnership with the National Mining Museum, the Scottish Maritime Museum and New Lanark World Heritage Site. In January 2017, as part of the final phase of redevelopment of the National Museum of Scotland, we launched an ambitious national programme to support engagement with Ancient Egyptian and East Asian collections held in museums across Scotland. Funded by the National Lottery and the Esmée Fairbairn Collections Fund, the project is providing national partnership exhibitions and supporting collection reviews, skills development and new approaches to audience engagement. All of this work is contributing to our ambition to share our collections and expertise as widely as possible, ensuring that we are a truly national museum for Scotland.
