1 Introduction

IA Risk management within the Margaret River Pro International Soiling Event Risk management is an integral part of the corporate governance policy and operational framework established by Surfing Western Australia (SWA) and International (WSL) and applied consistently to every aspect of the Margaret River Pro Surfing event (MRPro). The WSUSWA risk management philosophy requires a specific Event Risk Management Plan (ERMP) to be developed to address the unique risks for the surfing event and requires full stakeholder participation to ensure all foreseeable risks are identified, evaluated and appropriately managed. Importantly the WSUSWA approach brings together the various risk based disciplines of health and safety, security and emergency management, environmental, operational and project management, information management and compliance, along with risk financing, into a comprehensive risk management system to address all threats that have potential to impact upon the strategic goals and operational objectives of an action sports game event.

These principles have been applied to the development of the ERMP for the Margaret River Pro Surfing event in 2017 as part of the WSUSWA strategy for managing risks associated with the MRPro 2017 program of events, The WSUSWA approach ensures a - clear focus on safety and security of the Margaret River community and public, the staff and volunteers engaged in supporting the event, competitors, visitors to the MRPro 2017 and the event commercial partners (supporters, sponsors and contractors). This focus is underpinned by WSUSWA commitment to achieving higher levels of better practice through improved international surfing event risk management programs.

1:2 MRPro Event profile In understanding the context in which risks for the MRPro 2017 are to be identified, evaluated and managed, the WSL team has adopted a comprehensive event profile to establish the core parameters and characteristics of the MRPro 2017. The event profile provides the basic guide for the development of the WSL risk management strategies and the ERMP for MRPro 2017.

To ensure clarity of some of the specific terms and definitions used in the MRPro 2017 ERMP and to assist the overall appreciation of roles and responsibilities of all key stakeholders. the following terms have been defined for reference during review and implementation of this plan.

2 Event Risk Management Plan

2.1 Purpose and scope This Event Risk Management Plan (incorporating an Emergency Management Plan) for the MRPro 2017 has been developed by SWA in accordance with Australian standard "AS/NZS ISO 310002009 Risk management-Principles and guidelines" in satisfaction of WSL obligations as an event owner/holder under the provisions of the WA Health Act, 1911.

Both the risk management plan and its integral emergency management (evacuation). plan have been developed by taking into account the context in which the specific event related activities are to be undertaken during the MRPro 2017 and to identify and manage risks which have the potential to impact upon the objectives of the event, i.e. to realise the successful delivery of the event to stakeholder and community expectations, achieving superior outcomes for all stakeholders in a safe and responsible manner while recognising the need for customer satisfaction consistent with the broader strategic, commercial and operational goals of WSL International.

2.2 Risk related terms and definitions. The following risk related terms and definitions are used throughout this Event Risk Management Plan and have been adapted from the Australian standard to suit the requirements of event risk management. A complete set of risk based definitions may be referenced in AS/NZS ISO 31000:2009 Risk management-Principles and guidelines".

2.3 Defined event goals and objectives From a risk management perspective the primary objective of the MRPro 2017 is to successfully deliver to the public, community and all event stakeholders an outcome which is consistent with the WSL's broader strategic and operational goals and within predetermined financial, commercial and technical risk tolerance levels, ensuring that the event meets the expectations of all stakeholders.

To achieve this aim, all risks that have the potential to impact adversely upon the objectives of the MRP or have a negative influence on the WSL's or SWA long term strategic goals and operational objectives as a result of the planning or delivery of this event will be addressed in the MRPro 2017 Event Risk Management Plan.

2.4 Risk based methodology and approach This Event Risk Management Plan has been developed applying the principles laid down in AS/NZS ISO 31000:2009-Risk management-Principles and guidelines and adopting the framework set down in the standard as shown in Figure 2.4A below.

In considering the principles arid framework and its appropriateness to the MRPro 2017, the risk management process, as illustrated in Figure 2.4A above, has been applied to the setting of objectives, planning, organising, direction and control of the functions and activities associated with the event in the formulation of this Event Risk Management Plan

The specific risk management methodology and approach taken for the MRPro 2017 effectively addresses each of the three key sequential components of the risk management process; i.e.

- Establishing Context identification, and - Risk Assessment (incorporating risk risk analysis risk evaluation) - Risk Treatment Concurrent with the continual risk management process, and consistent with the principles of AS/NZS ISO 31000:2009, parallel process activities include;

- Communication and consultation with all stakeholders; and - Continual monitoring and review processes.

2.5 Risk in context with the event The nature, purpose and scope of the MRPro 2017 have all been clearly documented in Section 1 2 of this Event Risk Management Plan.

Within the context of the nature, purpose and scope, the following primary and secondary sources of risk (reference Table 2.5A) have been considered as being relevant to the MRPro 2017 and have potential to create uncertainty in the effective delivery of the event objectives. (NB: The following primary and secondary sources of risk have been referenced from the SWA Event Risk Register "Index of Risk Sources"

2.6 Communication and consultation This Event Risk Management Plan for the MRPro 2017 is supported by a comprehensive events management communication and consultation strategy that focuses on collaboration and engagement of all community and business stakeholders directly involved in the event either as an active or passive participant. The strategy also embraces the inclusiveness of all other stakeholders and interested parties that may be impacted by the planning, preparation, mobilisation and conduct of the event or resulting from its post event demobilisation activities.

Feedback from all stakeholders and interested parties has been an essential contributor to the development of the Event Risk Management Plan for the MRPro 2017 with information supplied by

Risk identification for the MRPro 2017 has been undertaken using the Event Work Breakdown Structure (EWBS) method, a project management approach to break the event down into individual work packages essential for the delivery of the event. The Event Running Sheet has been used to define the EWBS for the MRPro 2017 which the Event Management Team has used as the basis for collating all event stakeholder perceptions of potential sources of risk and event scenarios that may give rise to adverse consequences. The following Figure 2.7.1 A provides an example of the EWBS approach, the full EWBS for the MRPro 2017 is a key feature of the Event Risk Profile provided at Appendix 1.

2.7.2 Determining areas of impact Following the development of the EWBS (applying the Event Running Sheet as an activity based reference) for the MRPro 2017, the WSUSWA Event Management Team has considered the risk based scenarios and compared these against each element of the individual work packages to determine how and under what circumstances these events may impact upon the delivery of the work package, other dependent work packages or the overall objectives of the MRPro 2017. Depending upon the nature and type of the risk event, adverse effects may occur in relation to the MRPro 2017 income, operating expenses, the value of assets, the effectively delivery of the event on time, quality expectations of stakeholders or the reputation of SWA and WSL and participating stakeholders. The frequency which they occur and the extent to which risk impacts on each of these key

2.7.3 Analysing event likelihood and consequences

In preference to the traditional use of risk based matrices in Event Risk Management, where event risk levels are determined by considering subjective values for (a) Likelihood; such as 'almost certain, likely, possible, unlikely and rare", and (b) Consequences; such as "Insignificant, minor, major, critical and catastrophic", The risk analysis for the MRPro 2017 Event Risk Management Plan has adopted a semi-quantitative method in which (a) Likelihood, is expressed as an estimated event frequency within as given time period; and (b) Consequence is expressed as a value relative to the area of impact; e.g. a percentage increase in event operating expenses or percentage variation in asset value as a result of a defined risk event. Projections of likely consequences of events studied in the risk analysis phase adopted for the MRPro 2017 risk analysis are based on outcomes that create uncertainty in the achievement of the event objectives and with potential impacts on event

(a) income or operating expenses, (b) and value of assets, (c) delays in delivery schedules, (d) quality and performance, (e) reputation and brand of WSL International, as event owner, SWA as event manager or other key stakeholders in the MRPro 2017 event.

A colour coded scale of consequence risk indicators is used in this Event Risk Management Plan and combined with event likelihood estimates (as described above) determine the level of risk for each consequence risk indicator,

Consequence (impact) indicators are relevant to different types of events and the scale and complexity of the event ranging from small single activity functions to major public events occurring over longer periods of time.

Considering consequences separately during the risk analysis for each area of potential impact for the MRPro 2017 provides a sharper focus on critical elements to be addressed in the risk treatment part of the Event Risk Management Plan.

The following tables demonstrate how semi-quantitative consequence or impact analysis has been aligned to the traditional Low (L) Medium (M) High (H) and Extreme (E) qualitative method.

Income impact scales directly indicate the effect of risks on event income, either as a percentage of budgeted income or the consolidated income budget of the event owner or organiser. 2.7.1 Risk Evaluation

Within the Risk Management Plan for the MRPro 2017, the risk evaluation phase has been primarily designed to assist in making effective decisions on management of risks to the event and setting priorities for treatment and implementation.

An important aspect of risk evaluation involves comparing the level of risk determined during the analysis of event likelihood and consequence (as shown in Figure 2.7.4 below) with the risk criteria established when considering the context of risks associated with the MRPro 2017, as set out in Section 2.5 of this Event Risk Management Plan and the primary and secondary sources of risk for this event as listed in Table 2.5A Event Management Sources of Risk.

The risk criteria established for the MRPro 2017 are based on the WSLJSWA organisational risk tolerances as set by the WSL/SWA management in relation to limits of acceptability for financial exposures (impact on WSL's and the MRPro 2017 budgeted income and expenditure), variations in asset values, program delivery schedule delays, impacts on quality and performance and brand and reputation impacts.

Following a review of the MRPro 2017 Event Risk Profile provided at Appendix 1, risk items that have been evaluated and do not meet the risk criteria acceptability threshold are detailed in the Event Risk Register at Appendix 2, for further treatment to reduce the level of risk to within acceptable tolerances

Figure 2.7.4 Event Frequency x Consequence and Level of Risk Model 2,8 Risk Treatment The risk treatment approach for risk levels that exceed the risk tolerance level set for the MRPro 2017 involved selecting one or more options for modifying the residual risk levels to within acceptable limits.

2.8.1 Risk Treatment Options Depending upon the context and nature of risk and likely impacts and consequences there may be several courses of remedial action to be followed to eliminate, reduce or otherwise manage risks within acceptable limits. The implementation, completion and monitoring of risk treatment options for the MRPro 2017 are assigned to organizations and individuals that are best placed to action risk plans within target completion dates.

(a) Risk avoidance Avoiding the risk by deciding not to start or continue the event activity that gives rise to risk (b) Risk elimination: Removing the source of risk (reducing frequency and/or consequences to zero) (c) Reducing likelihood: changing frequency of the risk event (d) Reducing impact: changing the consequences of the risk event (including risk sharing) (e) Risk retention: conscious decision to accept risk events by choice.

2.8,2 Selection of Risk Treatment Options. The Risk Management Plan for the MRPro 2017 includes selection and implementation of risk treatment options that are most appropriate, ensuring an effective balance between costs and complexity of implementation compared with satisfaction of all legal, regulatory and contractual obligations and the social responsibilities attached to ownership and management of this event. Remedial action may involve modification to existing controls or the design, development and implementation of new controls to bring the risk within acceptable limits.

2.8.3 Risk Treatment Plans.

The specific risk treatment plans for the MRPro 2017 are detailed in Section 4, Risk Action Plans in which risks from the Event Risk Register (refer Section 6 Appendix 2 ) that do not meet WSL's risk tolerance criteria, are fully documented to show the proposed measures and actions being implemented and the accountabilities, responsibilities and time frame for completion.

2.9 Monitoring and review An essential element of the Event Risk Management Plan for the MRPro 2017 is the focus on monitoring and review of the key risk factors determined during the risk assessment phase of the risk management process. In addition to identification of new and emerging risks, current risk events are continually monitored to detect any changes in risk likelihood or consequences and to determine the ongoing effectiveness and appropriateness of risk treatments. An important aspect of the monitoring process for the MRPro 2017 event is a regular review of the context in which the event is being held to ascertain any changes in the event environment which will influence the overall risk profile for the event, The responsibility for risk monitoring and review of risks associated with the MRPro 2017 has been clearly defined in this ERMP with "Risk Owners' and "Risk Managers' listed in both Risk Action Plans (Section 4) and the Event Risk Register (Section 6 Appendix 2).

3 MRP Risk Profile - Emergency (Evacuation) Contingencies The MRPro 2017 Emergency Management (Evacuation) Plan has been developed to ensure an effective risk reduction strategy is in place for the actions sports games events and all related activities, including public participation and that appropriate risk mitigation, preparedness, response and recovery programs are in place for all expected emergency management contingencies during the event and for all pre and post event operational tasks.

3.1 Context of the MRP Emergency Management (Evacuation) Plan The Emergency Management Plan prepared by WSUSWA for the MRPro 2017 addresses all emergency contingencies anticipated at the venue and is an integral component of the overall Emergency Management (Evacuation) Plan and Bushfire Management Plan (BMP) prepared by Rural Urban Interface Consultancy (RUIC Fire) and includes designated areas such as Surfers Point car park, the beach area, Riverrnouth car park and roads within the precincts, Rifle Butts reserve and the surrounding Prevelly township. The alternative location of North Point, Gracetown has also been taken into consideration in overall plan development for the MRPro 2017 event.

3.2 Geographical scope of emergency management for MRP In developing the scope of the emergency management requirements for MRPro 2017, the VVSL/SWA management team took into consideration the following geographical areas to delineate responsibilities for preparing and implementing emergency plans and control procedures within five primary emergency zones as described below.

3.2.1 Emergency Zone 1 Main Break and Southside Emergency Zone 1 comprises a clearly defined section of the area known as Main Break which is the primary surfing competition zone and Southside which is alternative surfing zone south of Main Break, Surfers Point area. Southside can be used as a warm up location for surfers wanting to practise prior to surfing in the primary surfing zone of Main Break.

3.2.2 Emergency Zone 2 Surfer Point Car Park and Northern Grassed Area Emergency Zone 2 comprises an area known Surfer Point Car Park and grassed recreation area, Prevelly Park. The Emergency Zone 2 is the principal area designated for land based infrastructure such as the corporate area, judges and media area, surfer's area, food catering outlets and temporary licensed premises.

This area is will provide the base for MRPro 2017 competitors and officials with a variety of temporary structures for judging and administration and the launch site for the surfing competitions. While the majority of public attending the will be centred on facilities with the main area of the surfers point car park which will have a dedicated under cover area of 600sqm plus a gourmet food zone and first aid post. _ Figure 3.2B MRPro 2017

Emergency management plans incorporating preparedness, rescue, recovery and evacuation for all Surfers Point area incidents will be managed by WSL security and assisted by WA Police (Margaret River) St John Ambulance Services V.11 and manned by WA State Emergency . 3.2.3 Emergency Zone 3. The Box Reef and Rivermotith Car Park Although there is no official spectator points for MRPro 2017 viewing of the Box Reef by the public it is possible to see the surfing action from the Surfers Point car park. Big viewing screens will be installed and the event will be broadcast live back to those screens for the general public. If in the event that the general public walk around the river mouth beach to get a closer look, they will be managed by licensed crowd controllers. Competitors will be ferried by water safety jet ski from the surfer point key-hole paddle out zone as shown in figure 3,2A across to the Box Reef.

Other than MRPro 2017 event spectators at Surfer Point main vantage viewing area there is relatively no spectator viewing precincts in the area and there are no MRPro2017 related activities with minimal infrastructure within the area classified as MRPro 2017 Emergency Zone 3.All emergency incidents occurring within Emergency Zone 3 are covered under the MRPro 2017 Risk Management Plan and Emergency (Evacuation) 3.2.4 Emergency Zone 4 Public Roads and Streets. Plan.

In association with Traffic Management, MRPro 2017 has developed a comprehensive Traffic Management Plan for the MRPro 2017 encompassing traffic flow and pedestrian safety on all primary and secondary roads and streets and local thoroughfares within the Surfers Point area, Rivermouth Road and Rivermouth car park area, Surfers Point Road and all other roads leading to the primary event site.

Vehicular access and pedestrian movements with traffic interfaces on roads and streets within the vicinity of Surfers Point are all covered by the MRPro 2017 Traffic Management Plan.

Consequently the WA Police Department and the Shire of Augusta Margaret River (through administration of its Traffic Management Plan) have overriding responsibility for directing and controlling vehicular traffic and safe and effective pedestrian movements during an emergency situation within the town of Prevelly Park area. All relevant VVSL/SWA staff and volunteers have been made aware of the requirements of the Traffic Management Plan as it relates to the Surfers Point and surrounding area and will follow instructions on vehicle or pedestrian directives provided by TM officials during an emergency evacuation involving the greater Surfers Point area.

In anticipation of North Point Gracetown (refer 3.2.6 Emergency Zone 6) being chosen as an alternative surfing competition site for MRPro 2017, WSL, in association with Traffic Management Company, have developed a comprehensive Traffic Management Plan encompassing primary (Cowaramup Road) and secondary access roads/tracks to North Point and for effective supervision of restricted public exclusion zones

Local roads, streets and thoroughfares within the vicinity of the Surfers Point area must provide emergency access to and egress from the MRPro 2017 Emergency Zone 2 area (Surfer Point car park) are subject to the Margaret River Pro 2015, Traffic Management Plan prepared by Traffic Management Company under contract to the WSL. Hazard Management Agencies (WA Police and SES members) and Shire of Augusta Margaret River staff will direct all emergency vehicle transits and emergency evacuation of the public in MRPro 2017 Emergency Zone 4.

3.2.5 Emergency Zone 5 Natural Hazard Cliff Fall Area The section of land classified as Emergency Zone 5, Natural Hazard Cliff Fall Area, comprises ocean front limestone cliffs is situated on the coast line either side of Surfers Point (Emergency Zone 2, Prevelly Park). Emergency Zone 5 extends north along the coast to the Rivermouth Road car park area and south to a stretch of bushland and public open space known as POS Lot 4660 Riflebutts Reserve, Prevelly Beach.

The natural rock formations on the ocean front cliffs in the vicinity of Surfers Point have the potential to attract spectators to these natural viewing platforms, however the limestone cliff strata is recognised for its instability and danger of sudden and unexpected collapse, providing a hazardous vantage point for the public.

The area has been permanently sign posted by the Shire of Augusta Margaret River, alerting the public to the hazards and dangers associated with the cliff formations and potential for collapse.

The event organisers understand the high probability that MRPro 2017 spectators may ignore public warnings and attempt to access the coastline cliff area to seek a vantage point from which to view the event and has deemed the cliff hazard area unsafe and unsuitable for MRPro 2017 spectators. Specific

MR Pro 2017 Action Plans have been developed to limit the potential for public access. It is recognised that the vast tract of land associated with Riflebutts Reserve makes total barrier protection and fencing impractical, consequently, risk mitigation strategies developed by MRPro 2017 focus on public awareness and education (Refer 4.7 Risk Action Plans - Natural Hazard Cliff Fall Area) 3.2.6 Emergency Zone 6 North Point Gracetown (Alternative Standby Competition Area) Due to the uncertainty of wave and weather conditions at Main Break, Southside and Box Reef competition zones, and the potential for more spectacular surf breaks, the event organisers have included North Point, Gracetown (Lat. 330 51' 29" S Long 114° 59' 7" E) as an alternative competition zone with use subject to forecasts and prevailing conditions for MRPro2017.

The North Point coastal outcrop is on Cowaramup Bay, adjacent to the Gracetown Township and located 269 kilometres from Perth and 21.5 kilometres north-west of the Township of Margaret River in the Augusta-Margaret River Shire Council area.

The section of land classified as Emergency Zone 6, North Point Gracetown, comprises limited access coastal outcrops and beaches on the western side of Cowaramup Road approximately one kilometre north of the Gracetown Township

Emergency Zone 6 includes all coastal land west of Cowaramup Road between coordinates Lat. 330 5113" S and Lat 330 51 35" S.

Vehicular access to the coastal front area is limited and existing public parking off Cowaramup Road provides two small car parks located immediately north and south of a restricted access area reserved for VVSL officials, competitors parking and emergency service vehicles.

Competition judging and official observation points will be established on the North Point headland west of the restricted area parking.

Similar to the Surfers Point region, the natural rock formations on the ocean front limestone cliffs in the vicinity of North Point have the potential to attract spectators. In the event that North Point is to be used as a competition area for MRPro 2017, Action Plans developed for Surfers Point to limit the potential for public access by risk mitigation strategies that focus on public awareness and education will be applied at North Point. (Refer section 3.2.5 Emergency Zone 5, Natural Hazard Cliff Fall Area and section 4.7 Risk Action Plans - Natural Hazard Cliff Fall Area)

Any emergencies occurring within the period of the MRPro 2017 requiring evacuation of the public from any Emergency Zone will be subject to the overall Emergency Management (Evacuation) Plan prepared by Rural Urban Interface Consultancy (RUIC) specialising in fire management plans, bushfire attack levels (BAL); bushfire risk analysis, planning policy and urban interface.

3.3 Specific emergency management issues relevant to MRP Key risks and emergency incidents associated with the MRPro 2017 series of events are primarily related to the running of international surfing competition and the personal injury risks to which competitors are exposed and the relatively high concentration of event patrons in the vicinity of spectators area and event activation area.

While professional competitors are involved with the MRPro 2017 surfing event the sport recognise and accept the risk of personal injury during practice and competition, the effective segregation of patrons and the general public from hazard zones is an important element of the WSL management philosophy in the ERMP for the MRPro 2017.

In the case of the MRPro 2017 surfing event (MRPro 2017 Emergency Zone 1), land based spectators are afforded natural separation from the primary hazard zone within the waters of Main Break Margaret River, while vigorously controlled on water exclusion zones are enforced, providing essential safe separation distances for people.

Similarly the MRPro 2017 alternative competition area at North Point Gracetown (Emergency Zone 6) has significant public exclusion zones with the added precaution of closure of the recreational boating ramp, further limiting access and providing safe separation distances for people.

A number of minor risk issues are associated with licensed premises, related infrastructure, crowd control and commercial services offered to patrons, all within the confines of MRPro 2017 Emergency Zones 2 and 6.

3.3.1 On water emergency management scenarios The specific on water emergency management scenarios considered by WSL for the MRPro 2017 and within the designated area of Main Break and Southside (Refer Figure 3.2A MRP Emergency Zone 1) or alternatively Box Reef (Figure 3.20 MRP Emergency Zone 3) or North Point, Gracetown (Figure 3.2F MRP Emergency Zone 6) include;

(1) Jet Ski water rescue and recovery craft as a consequence of loss of control due to mechanical failure or boat operator impairment. (2) On board fuel fire occurring on the Jet Ski rescue and recovery craft whilst refuelling or on station off the side of the main surf break (3) Surfer striking floating/semi-submerged objects or debris, or collision with floating objects (on water floats or buoys) resulting in significant injuries requiring emergency evacuation to hospital (4) Water rescue Jet Ski collision with MRPro 2017 temporary floating objects or anchors during event hours (night or pre-post practice and competition times) resulting in personal injury to public or property damage. (5) Unauthorised swimmers or water photographer swimming from shoreline into the designated competition area. (6) Shark sighting (official report) in open water in proximity of the Main Break, Southside, Box Reef or North Point (Gracetown) surfing zones that may present with significant threat to MRPro 2017 competitors, officials or members of the public.

Note, Depending upon the extent of injuries, possible fatalities or other special circumstances which define the emergency incident, the relevant authorities may deem the incident as significant, requiring an immediate emergency evacuation of an area in close proximity to the incident or the entire competition zone as detailed in Figure 3.2A or 3.2C or 3.2F. In addition to procedures set out in the MRPro 2017 Water Emergency Response Plan at Appendix 3, Section 4 of the MRPro 2017 ERMP provides detailed Risk Action Plans for each of the above on water emergency management scenarios with clearly assigned responsibilities for implementation

3.3.2 On land emergency management scenarios The specific land based emergency management scenarios considered by WSL for the MRP and within the designated area of Surfers Point (Refer Figure 3.2B MRPro 2017 Emergency Zone 2) or North Point (Refer Figure 3.2F MRPro 2017 Emergency Zone 6 include,

(1) Serious injury sustained by spectators at the event which is beyond the medical scope of St John First Aid Attendants and require urgent hospitalization; (2) Serious injury to patrons of MRPro 2017 due to hazards associated with infrastructure or services being provided at Surfers Point, The Box or North Point beyond the medical scope of the WSL on site doctor or St John First Aid Attendants and require urgent hospitalization. (3, Medical related emergency incidents (heart attack, seizures, anaphylactic or allergic reactions) occurring within the MRPro designated areas at Surfers Point or North Point requiring urgent hospitalization. (4) Significant outbreak of anti-social behaviour and/or civil unrest associated with excessive consumption of alcohol (either internal or external to the licensed premises area) at Surfers Point or North Point requiring security or WA Police intervention with possible evacuation of the public from the problem area. Note: Depending upon the extent of injuries, possible fatalities or other special circumstances which define the emergency incident, the WSL security service or WA Police may deem the incident as significant, requiring an immediate emergency evacuation of an area in close proximity to the incident or the entire designated MRPro 2017 Emergency Zone. Section 4 of the MRPro 2017 ERMP provides detailed Risk Action Plans for each of the above land based emergency management scenarios with clearly assigned responsibilities for implementation.

3.4. Emergency management (evacuation) plans The ERMP and the Emergency (Evacuation Plan) administered by the WSL for the MRPro 2017 provides specific focus on emergency management initiatives that address the unique risk exposures and emergency scenarios described earlier in Section 3.3 and later in individual Risk Action Plans contained in Section 4 of the ERMP for the MRPro 2017.

3.4.1 Emergency evacuation MRP Emergency Zone 1 and Zone 6 (Competition areas) All on water emergency incidents within the MRPro 2017 Emergency Zone 1, (Figure 3.2A) or Emergency Zone 6 (Figure 3.2F) involving serious personal injury to competitors, water safety support staff or public (other craft or swimmers) will be subject to procedures set out in the MRPro 2017 Water Emergency Response Plan (Appendix 3)

The following is a high level summary of emergency rescue and recovery operations, including area evacuation where HMA's consider this an appropriate course of action in incident management.

(a) First Responders As part of the MRPro 2017 Water Emergency Response Plan, immediate first responders to an on water incident will provided by the MRPro 2017 water safety management team. During all MRPro 2017 on water practice or competition events MRPro 2017 will have on standby Personal Water Craft (6 x powered jet-skis) to act as emergency response and recovery vehicles in event of accident or injury. The PWC's will be stationed in the water off to the side of Main Break, Southside or The Box Reef, motor running at idle arid manned by licensed and accredited water rescue personnel. PWC locations at North Point (if used as a competition zone) will be subject to assessment of forecasts and prevailing conditions. (b) On Water Recovery of Individuals Injured persons in water will be recovered using the PWC craft (stern sled) a proven method of safe recovery of person from water, and transferred to the St John Ambulance First Aid Station located Surfer Point car park or the North Point restricted area car park. (c) Immediate First Aid and Assessment A medical Doctor or St John Senior First Aid Trained Officer located at the Surfers Point First Aid Station (or North Point, as required) will be available at all times to provide initial treatment and assessment of the patients physical condition. (d) Medical Evacuation. Where treating medical practitioner determines that further treatment is necessary the patient will be transferred by St John Ambulance vehicle (or medivac helicopter under direction of WA Police or WSL on site doctor if conditions warrant) to the nearest available emergency hospital (Margaret River Hospital Emergency Services approx 8.5 kilometres from Surfers Point or 22 kilometres from North Point, Gracetown) or as directed by treating medical practitioner for a full medical assessment. The St John Ambulance vehicle will be located at Surfers Point car park or North Point during all practice and competition times. (e) Area Emergency Evacuation. Where deemed necessary by a relevant HMA Officer for personal safety an area emergency evacuation will be conducted to remove all competitors, officials, spectators and public from the hazard area within any of the MRPro 2017 Emergency Zones as required. Muster points have been established at three locations within the MRPro 2017 event site as defined in the MRPro 2017 Emergency Response Plan.

3.4.2 Emergency evacuation MRPro 2017 Emergency Zone 2 Surfers Point All emergency incidents occurring within Emergency Zone 2, (Figure 3.28) involving serious personal injury or immediate threats to health and life safety to competitors, support staff, contractors, spectators or public will be subject to MRPro Emergency Management Procedures and in accordance with the MRPro ERMP and Emergency (Evacuation) Plan

The following is a high level summary of the MRPro emergency management operations for Emergency Zone 2, including full area evacuation where HMA's consider this an appropriate course of action in incident management.

(a) First Responders Fully accredited First Aid stations clearly located in the Surfers Point car park and manned by qualified St John Senior First Aid Trained Officer during the MRPro 2017 activities, including amusement and social functions, will provide First Responder medical treatment in event of personal injury or other medical emergencies.

Where treating medical practitioner determines that further treatment is necessary the patient will be transferred by St John Ambulance vehicle (or medivac helicopter under direction of WA Police or WSL on site doctor if conditions warrant) to the nearest available emergency hospital (Margaret River Hospital Emergency Services approx. 8.5 kilometres) or as directed by treating medical practitioner for a full medical assessment. The St John Ambulance vehicle will be located at Surfers Point car park during all practice and competition times (d) Area Emergency Evacuation. Where deemed necessary by a relevant HMA Officer for personal safety an area emergency evacuation will be conducted to remove all competitors, officials, spectators and public from the hazard area within Emergency Zone 2. Within Emergency Zone 2 muster and assembly points have been established at the following locations within the Surfers Point Area. Assembly Area 1. Fire or other emergency (Beach area accessed by northern, central and southern stairway- Disabled or elderly to be taken to northern BBQ area known as Rock Pools) Assembly Area 2. On water incident (Surfer Point main break area and The Box Reef area) Assembly Area 3. (Riflebutts Reserve)

3.5 Emergency management command and control for MRPro 2017

3.5.1 Emergency management structure The WSL risk management philosophy applied to the MRPRO 2017, requires all operational management levels to accept responsibility for managing risk across all WSL aspects of the event with particular emphasis on strategies for emergency management. In this context personnel with key responsibilities for managing risk and implementing the MRPro ERMP and Emergency (evacuation) Plan are integral to the overall MRPro organisational structure. The following Figure 3.5A illustrates the integration of external HMA's (VVA Police, Department of Transport (Marine Operations) with WSL staff, contractors and suppliers in a structure that encourages emergency management cooperation among all stakeholders.

3.6.2 Local communication. All HMA's in attendance at the MRPro 2017 such as WA Police (Margaret River), WA Water Police, Department of Transport (Marine Operations), State Emergency Services, Shire of Augusta Margaret River Rangers and St John Ambulance will be in constant contact though radio emergency communication channels.

In addition to temporaryImasik land telephone lines at communications centre, Surfers Point, two way radio communications (VHF Frequencies-Working and Emergency Channels), local two way communications (frequencies set at three local channels) will be used for all MRP communications between MRP administration, Water Rescue Team, Security contractors and crowd controllers, ensuring effective communication across all WSL aspects of the MRP

In the event of a significant emergency situation requiring site evacuation, a controlled Public Address announcement will be made to ensure an orderly exit to the appropriate assembly areas as determined by the designated HMA's in attendance.
