However, when contacted by the Journal, Judge Guy Karm said Panek got a "lucky break." Panek received his red light camera violation and noticed that there wasn't a date, time or loca- tion of an administrative hearing to contest his ticket. "On my Notice of Violation (NOV), there was no hearing date and time.
