    M E M O R A N D U M TO: AFL Victoria Affiliates FROM: Stephen O’Donohue – Head of Community Football Victoria DATE: May 16, 2020 SUBJECT: AFL Victoria Return to Play Protocols and Date To our AFL Victoria Football Community, This week we saw the announcement from the elite game of its planned roadmap to Return to Play. We are now in a position to be able to share more definitive plans in terms of what this means for community football in Victoria. Returning to play in a safe, hygienic and controlled manner is paramount to the AFL. The safety and wellbeing of our participants is our number one priority. As such, our return to play strategy has been focused on ensuring we have the clear endorsement of State Government and public health officials at every phase of return. Each State Government is responsible for determining what level Australian football is in their State and approving when we can transition into the next stage. Following Victorian Government advice around the return of community sport this week, AFL Victoria will release its return to train protocols early next week and is endorsing a return to club sanctioned training from Monday, May 25. This timing will provide the opportunity to communicate our protocols with Leagues and allow volunteers and clubs time to digest the protocols, go through an education period and prepare themselves ahead of returning to club sanctioned training. In summary, the return to train protocols for community football in Victoria will enable: - Training to resume in groups of up to 10 people.

Objective of the Community Club Sustainability Program and PPS Policy The Community Club Sustainability Program (CCSP) subcommittee believes that equalisation of community football competitions is vital for community football. Even and fair competitions lead to interest, which leads to bigger crowds, which leads to stronger clubs and competitions. Even competitions allow supporters and club volunteers the chance to turn up on any given match day with the knowledge that the outcome of the game is uncertain and that their team is a chance of winning. This mindset motivates people to become and remain engaged with their community club and provides rewards and recognition to all those that assist in putting a team out on the field. The philosophy of competition equalisation is accepted in sports all around the world. Professional sporting bodies have accepted practices such as drafts, salary caps, and the like in order to help competitions ensure competitiveness and club sustainability. This number is increasing each year due to the strong participation growth being experienced in our game in all corners of our nation. Our need for facilities continues to expand to support participation growth and the changing profile of participation. Increasing the capacity of grounds and pavilions and the development of facilities that welcome all participants and umpires has never been more important. The industry is heavily focused on developing the right plans in collaboration with Councils, clubs and all other stakeholders in each project. When done well, this maximises any returns on investment through increased participation levels, club sustainability and community wellbeing.     AFL VICTORIA COUNTRY HISTORY 1927: Victorian Country Football League founded. Eight Districts named: Ballarat, Bendigo, Gippsland, Gippsland South, Goulburn Valley, Ovens & Murray, Western and Wimmera. 1928: VCFL Constitution and Rules issued in print form. 1930: Mornington District named. 1931: Corangamite District named. 1933: Murray Border and Riverina Districts formed. 1934: South Gippsland District renamed Central Gippsland. 1935: Sub-Committee’s re-draft of Rules approved. 1936: A.T. Wasley elected first Life Member. Corangamite District renamed Hampden. 1937: Six Match Rule adopted. 1939: Agreement made with VFU re transfer of players.
