2018 Review of UK Parliament Constituencies Constituency considerations for , City and West Dunbartonshire council areas

Action required 1. The Commission is invited to consider alternative designs of constituencies for East Dunbartonshire, Glasgow City and West Dunbartonshire council areas in furtherance of its 2018 Review of UK Parliament constituencies.

Background 2. On 24 February 2016, the Commission began its 2018 Review of UK Parliament constituencies with a view to making its recommendations by October 2018 in tandem with the other UK parliamentary boundary commissions.

3. The review is being undertaken in compliance with the Parliamentary Constituencies Act 1986, as amended. The Act stipulates a UK electoral quota of 74,769.2 electors and use of the parliamentary electorate figures from the December 2015 Electoral Register. The 5% electorate limits in the Act correspond to an electorate of no less than 71,031 and no more than 78,507.

4. The Act requires the Commission to recommend the name, extent and designation of constituencies in Scotland, of which there are to be 53 in total. 2 Scottish constituencies are prescribed in the Act: Orkney and Shetland Islands constituency and Western Isles constituency.

5. The Act provides some discretion in the extent of the Commission’s regard to the size, shape and accessibility of constituencies, existing constituencies and the breaking of local ties. As this review is considered to be the first following enactment of the legislation (the 6th Review was ended before completion in 2013 following enactment of the Electoral Registration and Administration Act 2013) the Commission need not have regard to the inconveniences attendant on changes to constituencies.

At its meeting of 16 May 2016, the Commission adopted groupings of council areas as part of its approach to constituency design for the 2018 Review, which included groups comprising East Dunbartonshire, Glasgow City and West Dunbartonshire council areas. This paper offers some options for constituencies within those groups.

7. The 2015 parliamentary electorates of the council areas in those groups are as shown in Table 1 below:

8. The existing constituencies in the group and their 2015 parliamentary electorates are as shown in Table 2 below:

10. The constituency names in this paper are provisional. The Commission will have the opportunity to review all constituency names and designations prior to the publication of its Initial Proposals.

Options 11. All constituencies in the following options have electorates that lie within 5% of the electoral quota and have areas of less than 13,000 km2.

12. Option 1 and option 2 both provide for a constituency containing both West and East Dunbartonshire council areas and 6 constituencies wholly within area. Option 3 presents a constituency containing West Dunbartonshire council area and part of Glasgow City, 2 constituencies containing parts of East Dunbartonshire and Glasgow City council areas, and 5 constituencies wholly within Glasgow City council area.

13. All 3 options presented in this paper contain a constituency that crosses the because of the distribution of electorate within Glasgow City.

Option 1 14. Option 1 provides for 6 constituencies wholly within Glasgow City council area, 1 constituency wholly within East Dunbartonshire council area and 1 constituency combining parts of East Dunbartonshire and West Dunbartonshire council areas. A map of option 1 constituencies is at Appendix B1. An overview of option 1 constituencies relative to other electoral boundaries is at Appendix B2.

15. Bearsden and Kirkintilloch constituency comprises East Dunbartonshire wards 2 to 8, including the settlements of Bearsden, Kirkintilloch, and Lennoxtown.

16. Glasgow East constituency comprises Glasgow City wards 19 and 20 and part of Glasgow City ward 18 (East Centre) and ward 21 (North East), including , , Easterhouse and Riddrie.

17. Glasgow East Central constituency comprises Glasgow City wards 8 to 10 and part of Glasgow City wards 11 () and 16 (), including the Gorbals, , and .

18. Glasgow North constituency comprises Glasgow City wards 15 and 17 and part of Glasgow City wards 16 (Canal), 18 (East Centre) and 21 (North East), including , Robroyston, Denniston and Springburn.

19. Glasgow Southeast constituency comprises Glasgow City wards 1, 6 and 7 and part of Glasgow City ward 2 (Newlands / Auldburn), including Castlemilk, , and .

20. Glasgow Southwest constituency comprises Glasgow City wards 3, 4 and 5 and part of ward 2 (Newlands / Auldburn), including Pollok, and Carnwadric.

21. Glasgow West constituency comprises Glasgow City wards 12, 13 and 14, and part of Glasgow City ward 11 (Hillhead), including Drumchapel, Yoker, Knightswood and .

22. West Dunbartonshire and Milngavie constituency comprises all West Dunbartonshire wards and East Dunbartonshire ward 1 (Milngavie), including the settlements of Dumbarton, Clydebank and Milngavie.

23. The electorate, ward composition, designation and suggested name of each constituency in option 1 is shown in Table 3 below:

24. In option 1, 5 Glasgow City wards are divided between constituencies: wards 2, 11, 16, 18 and 21. A detailed map of the boundaries in these wards is at Appendices B3 to B6.

25. The advantages of option 1 are:  Bearsden is not divided between constituencies; and  Only one of 8 constituencies contains parts of more than one council area.

26. The disadvantages of option 1 are:  More wards must be divided between constituencies than in either options 2 or 3;  There are no direct roads between East Dunbartonshire ward 1 (Milngavie) and West Dunbartonshire; and  The resulting shape of the Bearsden and Kirkintilloch constituency in option 1 is unfortunate.

Option 2 27. Option 2 also provides for 6 constituencies wholly within Glasgow City council area, 1 constituency wholly within East Dunbartonshire council area and 1 constituency combining part of East Dunbartonshire council area and all of West Dunbartonshire council area. A map of option 2 constituencies is at Appendix C1. An overview of option 2 constituencies relative to other electoral boundaries is at Appendix C2.

28. Glasgow Central constituency comprises Glasgow City wards 5, 10, 11 and part of ward 12 (Partick West), including the city centre, Anderston, Govan, Partick and Hillhead. The boundary through ward 12 follows Thornwood and Partick community council boundaries along the , the A814, Broomhill Drive and the railway line between Partick and Hyndland railway stations.

29. Glasgow East constituency comprises Glasgow City wards 9, 19 and 20 and part ward 18 (East Centre), including Calton, Riddrie, Parkhead, Shettleston, Mount Vernon and Baillieston.

30. Glasgow North constituency comprises Glasgow City wards 16, 17 and 21 and part of ward 18 (East Centre), including Easterhouse, Robroyston Springburn and . The boundary through ward 18 follows the boundary between Dennistoun and Gartcraig community council areas along Provan Road and undeveloped ground between and Carntyne.

31. Glasgow Southeast constituency comprises Glasgow City wards 1, 7 and 8 and part ward 6 (Pollokshields), including Castlemilk, Langside, and the Gorbals. The boundary through ward 6 follows Shawlands and Strathbungo community council area western boundary along a railway line.

32. Glasgow Southwest constituency comprises Glasgow City wards 2, 3, 4 and part of ward 6 (Pollokshields), including Newlands, Pollok, and Pollokshields.

33. Glasgow West constituency comprises Glasgow City wards 13, 14, 15 and part of ward 12 (Partick West), including Drumchapel, Yoker, Knightswood, Kelvindale and Summerston.

34. Milgavie and Kirkintilloch constituency comprises all of East Dunbartonshire council area with the exception of ward 2 (Bearsden North).

35. West Dunbartonshire and Bearsden constituency comprises all of West Dunbartonshire Council area and East Dunbartonshire ward 2 (Bearsden North). The constituency includes Alexandria, Dumbarton and Clydebank, and the northern part of Bearsden.

37. In option 2, 3 wards are divided between constituencies: they are Glasgow City ward 6 (Pollokshields), ward 12 (Partick West) and 18 (East Centre). Detailed maps of the boundary in these wards are at Appendices C3 to C5.

38. The advantage of option 2 is:  Only one of 8 constituencies contains parts of more than one council area.

39. The disadvantages of option 2 are:  Bearsden is divided between constituencies; and  Pollokshaws and Eastwood community council area is divided between constituencies.

Option 3 40. Option 3 provides for 5 constituencies wholly within Glasgow City council area, 2 constituencies combining part of East Dunbartonshire and Glasgow City council areas and 1 constituency combining part of West Dunbartonshire and Glasgow City council areas. A map of option 3 constituencies is at Appendix D1. An overview of option 3 constituencies relative to other electoral boundaries is at Appendix D2.

41. Glasgow East constituency comprises Glasgow City wards 8, 9 and 19 and part of wards 10 (Anderston / City) and 20 (Baillieston), including the Gorbals, Calton, Shettleston and Baillieston. The boundary through ward 10 follows the northern and eastern edge of Blythswood and Broomielaw community council area: it leaves the and follows Sauchiehall Street, Renfield Street, West George Street, Nelson Mandela Place, Queen Street, Argyll Street and Jamaica Street. The boundary through ward 20 follows Glasgow Road (A89) between Baillieston and .

42. Glasgow North and Bishopbriggs constituency comprises East Dunbartonshire wards 4 to 8 and Glasgow City ward 16 (Canal), including Possil Park, Milton, Bishopbriggs, Kirkintilloch, Torrence and Milton of Campsie. The boundary within East Dunbartonshire follows ward boundaries generally southwards along Strathblane Road to the Craigmaddie reservoir then along field boundaries,

Tinker’s Burn and Pow Burn, before meeting the council area boundary at the Allander Water.

43. Glasgow Northeast constituency comprises Glasgow City wards 17, 18 and 21 and part of ward 20 (Baillieston), including Springburn, Robroyston, Easterhouse, Garrowhill, Carntyne and Dennistoun.

44. Glasgow Northwest and Bearsden constituency comprises East Dunbartonshire wards 1 to 3 and Glasgow City wards 14 and 15, including Milngavie, Bearsden, Drumchapel, Summerston and Kelvindale.

45. Glasgow Southeast constituency is as in option 1.

46. Glasgow Southwest constituency is as in option 1.

47. Glasgow West and Central constituency comprises Glasgow City wards 11 and 12 and part of ward 10 (Anderston / City) and ward 13 (Garscadden / Scotstounhill). The boundary through ward 13 follows the eastern boundary of Yoker community council area generally south along Dyke Road, a railway line and Cairntoul Drive.

48. West Dunbartonshire and Yoker constituency comprises part of Glasgow City ward 13 (Garscadden / Scotstounhill) that is Yoker community council area and all of West Dunbartonshire council area.

50. In option 3, 4 wards are divided between constituencies: they are Glasgow City ward 2 (Newlands / Auldburn), ward 10 (Anderston / City), ward 13 (Garscadden / Scotstounhill) and ward 20 (Baillieston). Detailed maps of the boundary in these wards are at Appendices D3 to D5.

51. The advantage of option 3 is:  Bearsden is not divided between constituencies.

52. The disadvantages of option 3 are:  3 constituencies contain parts of more than one council area;  Glasgow City can comprise an integer number of constituencies on its own; and  The city centre is divided between constituencies.

Discussion 53. Arguably, the configuration of constituencies in option 1 bears the most resemblance to existing constituencies. None of the existing UK Parliament constituencies in the area have electorates that comply with the legislation.

54. Option 2 is probably the least disruptive in terms of boundaries breaching community council boundaries.

55. There is generally little alignment between constituency boundaries and Scottish Parliament boundaries in all options in this paper.

56. The Commission’s stated aim is to minimise the number of constituencies that combine parts of more than one council area. In addition, Glasgow City council area currently comprises an integer number of constituencies. Therefore, the Commission will wish to give careful consideration as to whether or not Glasgow City should be combined with other council areas for constituency design purposes, given that it can be divided into constituencies wholly within the council area’s administrative boundaries. The configuration of constituencies in Option 3 avoids the pinchpoint in Bearsden of option 2 and the lack of direct transport links between Milngavie and West Dunbartonshire in Option 1, but may increase administrative complexity for MPs in having to deal with more than one local authority.

Conclusion 57. The Commission is invited to agree its Initial Proposals for public consultation, subject to satisfactory constituencies elsewhere in Scotland.
