Dear Neighbor,

My name is Morton J. Simon, Jr., but everybody knows me as Mickey. I have been the Commissioner representing Ward 6 for close to 14 years, so I’d like to focus on what’s going on in the 6th Ward before describing some of what’s happening in the rest of the Township. Ward 6 Ward 6 is primarily the section known as Elkins Park, a large area east of Old York Road. Its main business centers are on the east side of Old York Road and around the Elkins Park Train Station. I have lived most of my life in the 6th Ward and think it is a far better place today than it has ever been. Let’s take a closer look at the “Elkins Park East” commercial district. First and foremost is the new market called CreekSide Co-op, which is owned by almost 2,000 local families but is open to the public. It sells a wide range of high quality organic, natural and conventional grocery, meat, produce, bakery and deli products, as well as prepared foods. Far more than a grocery store, it is a center of communal activities and offers indoor and outdoor dining. The area also boasts a number of retail stores, including a coffee shop, two jewelry stores, a bookstore, a frame shop and an acting studio, and features three excellent new restaurants within one block. Another major player is High School Park, an 11-acre sanctuary where the old once stood. The park is a true collaboration between the Friends of High School Park and the Township. I’d like to extend my compliments to the Friends, who enjoyed their very successful 20th Annual Arts in the Park festival last June. The Township has repaved and restriped the Elkins Park East area, while continuing to seek grant funding Commissioner Morton J. Simon, Jr. for major streetscape and traffic calming improvements. Residents plant flowers around the Elkins Park Train Station, which has recently emerged as “Elkins Central,” a public gathering venue and satellite location for the Cheltenham Center for the Arts under a sublease from SEPTA through the Township. In addition, nearby Elkins Park Gardens Apartments was recently renovated and upgraded. While admittedly biased, I think Elkins Park is vital to the heart and soul of the Township, and I encourage everyone to enjoy and support all this vibrant neighborhood has to offer. Around the Township I hope everyone will also support the beautifully renovated Easton Road corridor where the updated streetscape creates an attractive shopping environment on the west end of the Township. Check out the new Roberts Block restaurant near the Glenside Train Station and the newly renovated retail development called Wyncote Commons at Glenside Avenue and Rices Mill Road. Arcadia University is growing not only in size but also in international reputation, which is bringing much favorable attention to Cheltenham. On the east end, the Ashbourne Country Club development will soon be proceeding, which will preserve 33 acres of open space for all residents. We are also excited about the renovations planned for Cheltenham Mall and anticipate outstanding performance by Lindy Properties, a company with deep roots in Cheltenham, which recently acquired The Towers at Wyncote. Construction of the new Wawa on Route 309 should start soon. Finally, Einstein Medical Center Elkins Park on Township Line Road, originally purchased as the home for MossRehab – one of the outstanding rehabilitation facilities in the country – is now also a full service, acute care hospital. The Future So much is happening now, but I’d like to make a few predictions about the bright future I see for the Township. We will be completing rehabilitation of the sanitary sewer and have already been approved for additional sewer connections (see page 5). Flood control projects will be coming along (see page 1). The Ashbourne Country Club development will be successful, and homes will continue to sell at Wyngate. More Cheltenham residents will run Internet businesses and fewer will work in Philadelphia, so their taxes will stay in Cheltenham. Tax ratables will go up as the value of our commercial areas increase, thanks in part to a $1 million grant we secured for traffic calming improvements around Old York and Church Roads. Another $1.6 million application is pending for other streetscape enhancements, and PennDOT recently repaved all of Old York Road. The Township continually seeks grants for community improvements, and I am hopeful that we will get funding for the streetscape around Elkins Park East. Pedestrian trails will continue to expand, with grants and plans already in place for the portion from New Second Street to Harrison Avenue. Our parks, swimming pools, community centers, playgrounds and libraries are constantly being improved. Our all-volunteer fire companies continue to refine long-range plans to maintain great fire service. They are part of what I like to call the public-public partnership that thrives in Cheltenham. By “public-public” I mean the many citizens who work with the Township to advance the common good. It amazes me how much time and effort these “public” volunteers, such as the Auxiliary Police, Fire and Library Boards, Historical Commission, Economic Development Task Force, Environmental Advisory Council, Human Relations Commission, Planning Commission, Shade Tree Advisory Commission, Boards of Historical and Architectural Review, Twinning Committee, Substance Abuse and Mental Health Committee, numerous “Friends” groups and others, devote for the benefit of us all. I thank them all on behalf of myself and the entire Board of Commissioners. They help make Cheltenham great. And one final reminder: Please spend your money in Cheltenham. We are doing everything we can to expand our commercial tax base, but none of it will succeed if we do not support our new and existing restaurants and other businesses. So let’s choose Cheltenham, let’s use Cheltenham, and let’s make positive news about Cheltenham, as we all work together for a greater future. Sincerely,

Although the sewer bypass system must remain in operation until all sewer rehabilitation projects are completed, clear progress has been made. Meters installed in the relined section of Interceptor A to measure flows showed a reduction in inflow and infiltration. As a result, this summer DEP released 383 EDUs (Equivalent Dwelling Units - a measure of sewer capacity per single residential unit) for Cheltenham and 200.5 for Abington and Jenkintown combined, to allow new connections to the sewer system.

Another full-scale drill with Cheltenham Township Police, Fire, EMS and Public Works Departments in conjunction with the Cheltenham School District is scheduled for October 24. Emergency responders and support staff – who do not know the specifics of the scenario – will arrive on scene with their vehicles and perform as they would in an actual emergency. Drills enable personnel to practice the techniques of the National Incident Management System, a standardized approach to incident management developed by the Department of Homeland Security, and identify and correct any gaps or problems. Winter Rain Barrels Rain barrels provide two great benefits: lowering water bills and reduc- ing stormwater runoff. But they aren’t designed for winter use. When cold weather approaches, disconnect your drained barrel for storage in a shed or garage. Bagged Leaves Guidelines Loose Leaf • Use biodegradable paper bags only. The Township sells bags at the Township Administration Building, libraries and Collection Schedule community centers. Leaf Route Collection Date • Put bagged leaves at the curb just prior to their scheduled collection day. Route 15 Monday, Oct. 19 • Do not put trash, large branches, dirt, stones or rocks into the biodegradable paper bags. However, grass clippings, twigs and garden debris may always be included with leaves. Monday, Nov. 9 Additional Guidelines Route 14 Tuesday, Oct. 20 • Never discard leaves, grass, twigs, branches or garden debris with regular trash. Thursday, Nov. 12 • Have landscapers cooperate with the collection schedules. Route 13 Wednesday, Oct. 21 • Do not park over leaves since heat from a vehicle may ignite a fire.
