The proposal is to establish a Master Plan governing the future installation of windows in the existing window openings on the street facades on Unions Square West and West 16th Street, as shown in drawings PR-1, PR-2, and PR-3, all dated November 27, 2001, a materials sample showing the proposed tan finish, UC71078PPG, Desert Sand, and the proposed extruded aluminum panning/brick mold, and existing and historic photographs, all prepared by Alter Steel Window and presented at the Public Hearing and Public Meeting. In reviewing this proposal, the Commission noted that the designation report describes 31 Union Square West as a neo-Renaissance style bank and office building designed by Bruce Price and built in 1902-03. The Commission also noted that the historic windows are one-over-one double-hung wood windows; and that the windows are in a deteriorated condition. With regard to this proposal, the Commission found that the proposed double-hung metal windows will match the historic windows in terms of configuration, operation, details, and finish; that the configuration of the proposed metal brick mold will closely match the configuration of the deteriorated historic wood brick mold; and that full implementation of the proposed window master plan will unify the fenestration and enhance the appearance of the facade. However, the Commission made its determination subject to the stipulation that two sets construction drawings be submitted for review and perforation. On May 25, 2002 the staff of the Commission received the requested sets of drawings PR-1, PR-2, PR-3, and PR- 4, all dated November 27, 2001, prepared by Alter Steel Windows. On July 31 Alter Steel submitted a fax stating the tan finish color would be UC71078PPG, Desert Sand. Staff has reviewed these materials and finds that the approved design has been maintained in the filing drawings. On this basis, Certificate of Appropriateness 03- 0697 is being issued. The master plan sets forth a standard for future installations of replacement windows at all facades, and specifically identifies drawings which describe the approved master plan in detail. If the owner wishes to move forward with a portion of the work covered by the master plan, a completed application form is filed with the Commission indicating the specific location of the new windows, and stating that the work will conform to the approved master plan drawings and other documents on file with the Landmarks Preservation Commission. The staff of the Commission will review the application to ascertain that all proposed work is covered by the master plan, and will then send the owner an "Authorization to Proceed" letter. The Authorization to Proceed is sent prior to the commencement of the work, and is contingent on adherence to the approved master plan. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently displayed at the site while work is in progress. Please direct inquiries to John Graham. Sherida E.
