    Capital Investment Programme Report L17023-0100D-RPT-PM-01 REV 7 Capital Investment Programme INTRODUCTION Since the start of the Syrian crisis, economic growth in Lebanon has slowed down sharply and the number of people living in Lebanon has increased sharply, with an estimated 1.5 million displaced Syrians entering Lebanon during 2011-2017. Despite the major reconstruction of Lebanon’s infrastructure that took place subsequent to the end of the 15-year conflict in 1990, with low levels of public investments after 2000, due in part to fiscal and debt limitations and delays in project implementation, Lebanon’s infrastructure still had significant gaps in various infrastructure sectors when the Syrian crisis evolved. The Syrian crisis placed increased pressure on Lebanon’s infrastructure, leading to deterioration of existing infrastructure, in particular in transport, and a widening of the gaps, in particular in the electricity sector. A sharp expansion of investments in Lebanon’s infrastructure is key to and a recovery of economic growth in the medium term, with increased private sector productivity, and the creation of employment opportunities in the short term. The short-term priority is the completion of projects for which for which external financing has already been secured. These are not part of the Capital Investment Programme (CIP). The CIP is a key pillar of the Government’s vision for stabilization and development against the background of the Syrian crisis and the effects this has had on Lebanon. It comprises new projects for infrastructure investment that will eliminate the gaps that exists between the demand and need for infrastructure services, in all sectors, and the supply, and reduce the cost to the economy of the lack of adequate infrastructure.

Gelvin, Chair This dissertation broadens the inquiry into the history of state formation, economic development, and popular mobilization in Lebanon during the early independence period. The project challenges narratives of Lebanese history and politics that are rooted in exceptionalist and deterministic assumptions. It does so through an exploration of the macro-level transformations of state institutions, the discourses and practices that underpinned such shifts, and the particular series of struggles around Sharikat Kahruba Lubnan that eventual led to the nationalization of the company. The dissertation highlights the ways in which state institutions during the first decade of independence featured a dramatic expansion in both their scope and reach vis-à-vis Lebanese citizens. Such shifts were very much shaped by the contexts of decolonization, the imperatives of regime consolidation, and the norms animating the post-World War II global and regional orders.

Dear Friends: s you know, both myself and Bishop Gregory were in Lebanon Afor approximately three weeks in June to attend the Annual Maronite Bishops’ Synod and various meetings. It was a great experience for both, receiving and sharing ideas with other Maronite Bishops from around the world. On my return, as the plane flew over American soil, I began to reflect on the various countries which we passed over. My heart went out to the people of Syria, Iraq and Jordan in the Middle East where there is persecution and heartache. I realized more and more, in that part of the world where Jesus began His teachings, the people endure much danger and are even losing the faith that has been instilled in them from Apostolic times. This is due to the environment in which they live. Except for Lebanon, there is no freedom, no liberty, no justice for all, as we enjoy in this great country. I begin to ask, do our people appreciate what we have in this great land? Yes, we are not perfect, but we must remind our immigrants and natural citizens alike, that despite our defects, where in the world would you find the freedom that we have in this United States of America? Let us thank God for his goodness to all of us for we are able to live in the land of the " FREE and the HOME of the BRAVE." During this time of the year as we celebrate the Fourth of July, let us thank God for all those who continue to work and sacrifice to make this the greatest country in the world.
