Preface The two practical and class characteristics distinguished the scientific philosophy of Karl Marx, the leader of world proletariat, from all other philosophies. This knowledge was not meant to only interpret the phenomena, but to change them; that is why any assessment of phenomena in light of this knowledge, has class characteristic and it believes nothing in the world is non-class. Revolution, which means the replacement of one class by the other, is not possible without practical actions. Also, a revolution can only triumph when its vanguard draws an accurate distinguishing line between the friend and the foe. This is only possible through a class analysis. In the absence of class analysis, triumph of the proletarian revolution will remain impossible. These classes consist of friends, foes and intermediary forces. Following a thorough assessment, communists expand the size of friendly forces, attract the intermediary forces, and isolate the enemy to the possible extent. Hence, for a practical action, there is need for thorough class analysis of the society where revolutionaries launch their revolution. This enables revolutionaries to tell who their class friends and enemies are; where to trigger revolution; and what stages the revolution is supposed to pass through. Afghanistan Revolutionary Organization (ARO), a Marxist organization, is committed to world proletarian revolution. It aims at successfully bringing about a revolution in Afghanistan as part of the world proletarian revolution based on scientific analysis of a given situation. To do so, ARO sees the urgent need to thoroughly analyze the overall status of classes in Afghan society. Without such an analysis, it is impractical to achieve revolutionary objectives. -

Now there are almost 800 publications, 100TV and 302 FM radio stations, 6 telecommunication companies, tens of news agencies, more than 44 licensed ISPs internet provider companies and several number of production groups are busy to broadcast information, drama serial, films according to the afghan Culture, and also connected the people with each other on national and international level. Afghanistan is a nation of 30 million people, and a majority live in its 37,000 villages. But low literacy rate (38.2%) is the main obstacle in Afghanistan, most of the people who lived in rural area are not educated and they are only have focus on radio and TV broadcasting. So, the main purpose of this study is the rapid growth of media in Afghanistan after the Taliban regime, but most of those have uncertain future. All rights reserved. Preface This is the second edition of The A to Z Guide to Afghanistan Assistance. Our first edition was brought out one year ago at a time of great change in Afghanistan. At that time, coordination mechanisms and aid processes were changing so fast that old hands and new arrivals alike were sometimes overwhelmed by the multiplicity of acronyms and references to structures and entities that had been recently created, abolished or re-named. Eighteen months after the fall of the Taliban and the signing of the Bonn Agreement, there are still rapid new developments, a growing complexity to the reconstruction effort and to planning processes and, of course, new acronyms! Our aim therefore remains to provide a guide to the terms, structures, mechanisms and coordinating bodies critical to the Afghanistan relief and reconstruction effort to help ensure a shared vocabulary and common understanding of the forces at play. We’ve also included maps and a contact directory to make navigating the assistance community easier. This 2nd edition also includes a section called “Resources,” containing information on such things as media organisations, security information, and Afghanistan-related web sites. Another new addition is a guide to the Afghan government. As the objective of so many assistance agencies is to support and strengthen government institutions, we felt that understanding how the Afghan government is structured is important to working in the current environment. -

Afghanistan-Pakistan Media Affairs Challenges and Opportunities Rahimullah Yusufzai December 2018 The media in Afghanistan and Pakistan has never been so large, vibrant and independent. It has attained unimaginable power and become a key player in politics and other walks of life. Media is the fourth pillar of the state and democracy in both Afghanistan and Pakistan in the true sense of the word. Earlier, it was the mainstream print and electronic media that was dominant and had assumed unprecedented importance. Now the social media is making an impact in these two neighbouring countries and often taking the lead in breaking news even if it has lesser credi- bility than the mainstream media. The media has tended to be overly patriotic and at times even aggres- sive in context of the perceived national interests of Afghanistan and Pakistan. The poor relations between Afghanistan and Pakistan affect the work of journalists. There is generally lack of awareness about each other due to the virtual absence of Afghan media in Pakistan and Pakistani media in Afghanistan. Which Law Applies to the Afghan Conflict?
WHICH LAW APPLIES TO THE AFGHAN CONFLICT? By W. Michael Reisman and James Silk* Soviet armed forces have been directly engaged in combat in Afghanistan for more than 8 years.1 The level of international protest, sanctions and media coverage diminished after the initial outcry over the large-scale So- viet intervention in December 1979. With the conclusion in many diplo- matic and professional quarters that the Soviet presence in Afghanistan would be of long duration, the focus of international disapproval shifted from the question whether the Soviet presence in Afghanistan was lawful or not to whether Soviet conduct in Afghanistan was lawful or not: fromjus ad bellum to jus in bello. Access to Afghanistan has been extremely limited, but various individ- uals, commissions and credible international organizations have reported extensive abuses of human rights by Soviet forces there; most of the reports are based largely on refugee testimony.2 While the practices of the Soviet occupation and campaign have emerged with increasing clarity, the ques- tion of which law these practices are to be tested against is still controversial. * W. Afghan Television Voice of Christ (sometimes shortened as ATVOC or Afghan Television), is a program of the Afghan Christians based in Memphis, Tennessee. The 90 minutes Live weekly programs are broadcast into Afghanistan on Tuesday with 6 Repeats on throughout the week with gospel messages and other bible teachings and Christian songs. It is broadcast through the satellite Hot Bird to audiences in Afghanistan, Pakistan, India, Iran, Tajikistan and also most of Europe. The host of this television program is H A list of Afghan TV channels. All popular TV channels in Afghanistan have been included. In this day and age, virtually every country has its own set of television networks. TV originally evolved from radio, and up until the last few decades, virtually all television content was broadcast over the air. Today, cable and satellite providers directly broadcast much of what is watched. Television shows can also be imported (and exported) to other countries, often through syndication. While satellite and cable currently take all the glory, over-the-air broadcasting is not being left behind as many countries are making the switch from analogue to digital broadcasts. 1. 1TV. 2. The MoC has set up a three tier model for phone coverage, where the finishing of tier one and the start of tier two are under implementation. Today Kabul, Herat, Mazar-i-Sharif, Kandahar, Jalalabad, Kunduz has some access to phones, but not enough to supply the demand. Today there are concrete plans for extension to Khost, Pulekhomri, Sheberghan, Ghazni, Faizabad, Lashkergha, Taloqan, Parwan and Baglas. Beside the MoCs terrestrial network, two GSM vendors (AWCC and Roshan) have license to operate. The GoA has a radio network that reaches out to all provinces. 10 ISPs are registered. The .af domain was revitalized about a year ago, now 138 domains are registered under .af. Public Internet cafes exists in Kabul (est. 50), Mazar-i-Sharif (est. 10), Kandahar (est. 10) and Herat (est. 10), but NGOs has set up VSATs also in other cities. The MoC has plans for a fiber ring, but while the fiber ring may take some time, VSAT technology are utilized. Kabul University is likely offering the best higher education in the country. Here bachelor degrees in Computer Science are offered. Cisco has established a training centre in the same building offering a two year education in networking.
