ISSUE: 2017 No. 44 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE ANALYSE CURRENT EVENTS Singapore | 28 June 2017 Ignoring the Curve: President Duterte’s First Year in Office Malcolm Cook* EXECUTIVE SUMMARY Philippine President Rodrigo Duterte has adopted a personalised approach to the presidency modelled on his decades as mayor and head of a local political dynasty in Davao City. His political history, undiminished popularity and large Congressional majorities weigh heavily against any change being made in approach. In the first year of his presidential term this approach has contributed to legislative inertia and mixed and confused messages on key policies. Statements by the president and leaders in Congress questioning the authority of the Supreme Court in relation to martial law, and supporting constitutional revision put into question the future of the current Philippine political system. * Malcolm Cook is Senior Fellow at the Regional Strategic and Political Studies Programme at ISEAS - Yusof Ishak Institute. 1 ISSUE: 2017 No. 44 ISSN 2335-6677 INTRODUCTION After his clear and surprise victory in the 9 May 2016 election, many observers, both critical and sympathetic, argued that Rodrigo Duterte would face a steep learning curve when he took his seat in Malacañang (the presidential palace) on 30 June 2016.1 Being president of the Philippines is very different than being mayor of Davao City in southern Mindanao. Learning curve proponents argue that his success in mounting this curve from mayor and local political boss to president would be decisive for the success of his administration and its political legacy. A year into his single six-year term as president, it appears not only that President Duterte has not mounted this steep learning curve, he has rejected the purported need and benefits of doing so.2 While there may be powerful political reasons for this rejection, the impact on the Duterte administration and its likely legacy appears quite decisive. -

1 Introduction
Formulation of an Integrated River Basin Management and Development Master Plan for Marikina River Basin VOLUME 1: EXECUTIVE SUMMARY 1 INTRODUCTION The Philippines, through RBCO-DENR had defined 20 major river basins spread all over the country. These basins are defined as major because of their importance, serving as lifeblood and driver of the economy of communities inside and outside the basins. One of these river basins is the Marikina River Basin (Figure 1). Figure 1 Marikina River Basin Map 1 | P a g e Formulation of an Integrated River Basin Management and Development Master Plan for Marikina River Basin VOLUME 1: EXECUTIVE SUMMARY Marikina River Basin is currently not in its best of condition. Just like other river basins of the Philippines, MRB is faced with problems. These include: a) rapid urban development and rapid increase in population and the consequent excessive and indiscriminate discharge of pollutants and wastes which are; b) Improper land use management and increase in conflicts over land uses and allocation; c) Rapidly depleting water resources and consequent conflicts over water use and allocation; and e) lack of capacity and resources of stakeholders and responsible organizations to pursue appropriate developmental solutions. The consequence of the confluence of the above problems is the decline in the ability of the river basin to provide the goods and services it should ideally provide if it were in desirable state or condition. This is further specifically manifested in its lack of ability to provide the service of preventing or reducing floods in the lower catchments of the basin. There is rising trend in occurrence of floods, water pollution and water induced disasters within and in the lower catchments of the basin. -

20 MAY 2021, Thursday Headline STRATEGIC May 20, 2021 COMMUNICATION & Editorial Date INITIATIVES Column SERVICE Opinion Page Feature Article DENR nabs two wildlife traffickers in Bulacan, rescues endangered cockatoos By DENRPublished on May 19, 2021 QUEZON CITY, MAy 19 -- In a spate of wildlife enforcement operations in the past weeks, the Department of Environment and Natural Resources (DENR) has successfully arrested two individuals who were selling umbrella cockatoos online. DENR Secretary Roy A. Cimatu said the arrest of the suspects is part of the department's renewed commitment to "conserve specific terrestrial and marine areas representative of the Philippine natural and cultural heritage for present and future generations" amid the pandemic. "We will continue to apprehend these illegal wildlife traders whether we have a pandemic or not. This is what the DENR can always assure the public," Cimatu said. He noted that illegal wildlife traders have become more brazen since the pandemic began, but assured that the DENR remains vigilant to protect the biodiversity. DENR’s Environmental Protection and Enforcement Task Force (EPETF) arrested Rendel Santos, 21, and Alvin Santos, 48, for illegal possession and selling of two (2) Umbrella cockatoos (Cacatua alba) at Barangay Pagala in Baliuag, Bulacan last May 2. The DENR-Community Environment and Natural Resources Office (CENRO) in Baliuag, Bulacan said the suspects were not issued a permit to transport the cockatoos. The Umbrella cockatoo is listed under Appendix II of the Convention of International Trade in Endangered Species (CITES), which means that the species is not necessarily now threatened with extinction but that may become so unless trade is closely controlled. -

Rodrigo Duterte and the New Terms of Philippine Populism Nicole Curato Centre for Deliberative Democracy & Global Governance, University of Canberra, Australia ABSTRACT ARTICLE HISTORY This commentary aims to take stock of the 2016 presidential Published online elections in the Philippines that led to the landslide victory of 18 October 2016 ’ the controversial Rodrigo Duterte. It argues that part of Duterte s KEYWORDS ff electoral success is hinged on his e ective deployment of the Populism; Philippines; populist style. Although populism is not new to the Philippines, Rodrigo Duterte; elections; Duterte exhibits features of contemporary populism that are befit- democracy ting of an age of communicative abundance. This commentary contrasts Duterte’s political style with other presidential conten- ders, characterises his relationship with the electorate and con- cludes by mapping populism’s democratic and anti-democratic tendencies, which may define the quality of democratic practice in the Philippines in the next six years. The first six months of 2016 were critical moments for Philippine democracy. In February, the nation commemorated the 30th anniversary of the People Power Revolution – a series of peaceful mass demonstrations that ousted the dictator Ferdinand Marcos. President Benigno “Noynoy” Aquino III – the son of the president who replaced the dictator – led the commemoration. He asked Filipinos to remember the atrocities of the authoritarian regime and the gains of democracy restored by his mother. He reminded the country of the torture, murder and disappearance of scores of activists whose families still await compensation from the Human Rights Victims’ Claims Board. -

International Journal of Humanities and Social Science Vol. 4, No. 6(1); April 2014 Building Techniques in Baroque Manila as a Global Technical Transfer Pedro Luengoi Introduction Architecture, whether in its decorative, technical or spatial features, can be considered a good starting point to analyze the globalization phenomenon of the Early Modern Period. The scarcity or absence of European professionals and materials forced the developers to encourage architectonic hybridization. Gradually, these patterns, as the result of the coexistence of diverse building traditions, were accepted as idiosyncrasies of the local societies. Obviously, during more than three centuries of European presence in Asia, Africa and America, a deep cultural and technical transfer developed. A highly significant sample of this phenomenon in the early eighteenth century is Manila. Sixteenth- to eighteenth-century Philippine Architecture is heir to many and diverse traditionsii . The aforementioned vary all the way from the palm, bamboo and wood-based tradition to the Novo-Hispanic, a Spanish-centered yet mediated style. In between is an array of Far-Eastern influences, most notably Chinese. All influences are essential for the comprehension of the Philippine Architectural identityiii.. Said synthesis of influences is reflected, one way or another, in the process undertaken in the course of the construction of most of its works. The sangleys, as the Chinese residents in the capital were referred to, were in control of the supply of most of the architectonic materialsiv . This notwithstanding, Philippine historiography has remained silent on the matter. Instead it has opted to highlight other influences, such as the incorporation of the octagonal shape. -

Nytårsrejsen til Filippinerne – 2014. Martins Dagbog Dorte og Michael kørte os til Kastrup, og det lykkedes os at få en opgradering til business class - et gammelt tilgodebevis fra lidt lægearbejde på et Singapore Airlines fly. Vi fik hilst på vore 16 glade gamle rejsevenner ved gaten. Karin fik lov at sidde på business class, mens jeg sad på det sidste sæde i økonomiklassen. Vi fik julemad i flyet - flæskesteg med rødkål efterfulgt af ris á la mande. Serveringen var ganske god, og underholdningen var også fin - jeg så filmen "The Hundred Foot Journey", som handlede om en indisk familie, der åbner en restaurant lige overfor en Michelin-restaurant i en mindre fransk by - meget stemningsfuld og sympatisk. Den var instrueret af Lasse Hallström. Det tog 12 timer at flyve til Singapore, og flyet var helt fuldt. Flytiden mellem Singapore og Manila var 3 timer. Vi havde kun 30 kg bagage med tilsammen (12 kg håndbagage og 18 kg i en indchecket kuffert). Jeg sad ved siden af en australsk student, der skulle hjem til Perth efter et halvt år i Bergen. Hans fly fra Lufthansa var blevet aflyst, så han havde måttet vente 16 timer i Københavns lufthavn uden kompensation. Et fly fra Air Asia på vej mod Singapore forulykkede med 162 personer pga. dårligt vejr. Miriams kuffert var ikke med til Manilla, så der måtte skrives anmeldelse - hun fik 2200 pesos til akutte fornødenheder. Vi vekslede penge som en samlet gruppe for at spare tid og gebyr - en $ var ca. 45 pesos. Vi kom i 3 minibusser ind til Manila Hotel, hvor det tog 1,5 time at checke os ind på 8 værelser. -
