The role of human rights education 29. The DDPA underlines the importance of human rights education as a key to changing attitudes and behaviour and to promoting tolerance and respect for diversity in societies1 and, therefore as crucial in the struggle against racism, racial discrimination, xenophobia and related intolerance.2 The importance of human rights education is also underlined in several other human rights documents. The Vienna Declaration and Programme of Action assert that “human rights education, training and public information are essential for the promotion and achievement of stable and harmonious relations among communities and for fostering mutual understanding, tolerance and peace.”3 The World Programme for Human Rights Education identifies the promotion of understanding, tolerance, gender equality and friendship among all nations, indigenous peoples and racial, national, ethnic, religious and linguistic groups as one of the constitutive elements of human rights education that aims at building a universal culture of human rights.4 The 2005 World Summit Outcome calls for the implementation of the World Programme for Human Rights Education and encourages all States to develop initiatives in this regard.5 30. -

UN Strategy and Plan of Action on Hate Speech
UNITED NATIONS STRATEGY AND PLAN OF ACTION ON HATE SPEECH Foreword Around the world, we are seeing a disturbing groundswell of xenophobia, racism and intolerance – including rising anti-Semitism, anti-Muslim hatred and persecution of Christians. Social media and other forms of communication are being exploited as platforms for bigotry. Neo-Nazi and white supremacy movements are on the march. Public discourse is being weaponized for political gain with incendiary rhetoric that stigmatizes and dehumanizes minorities, migrants, refugees, women and any so-called “other”. This is not an isolated phenomenon or the loud voices of a few people on the fringe of society. Hate is moving into the mainstream – in liberal democracies and authoritarian systems alike. And with each broken norm, the pillars of our common humanity are weakened. Hate speech is a menace to democratic values, social stability and peace. As a matter of principle, the United Nations must confront hate speech at every turn. Silence can signal indifference to bigotry and intolerance, even as a situation escalates and the vulnerable become victims. Tackling hate speech is also crucial to deepen progress across the United Nations agenda by helping to prevent armed conflict, atrocity crimes and terrorism, end violence against women and other serious violations of human rights, and promote peaceful, inclusive and just societies. Addressing hate speech does not mean limiting or prohibiting freedom of speech. It means keeping hate speech from escalating into something more dangerous, particularly incitement to discrimination, hostility and violence, which is prohibited under international law. The United Nations has a long history of mobilizing the world against hatred of all kinds through wide-ranging action to defend human rights and advance the rule of law. -

OGUH, MA Department of Philosophy, University of Ibadan Abstract Xenophobia, a form of discrimination practiced in countries, particularly in South Africa, is one of the major challenges confronting the modern day society. This paper examines xenophobia as a menace showing at the same time that this discriminatory practice bifurcates societies by creating a dichotomy amidst the various occupants of the society, thereby giving room for “otherness” rather than “orderliness”. The paper also highlights the philosophical implications of this societal bifurcation, particularly to the human community. Seeking a plausible way of addressing this challenge, the paper concludes by emphasizing the relevance of the value of tolerance in curbing xenophobia. Introduction A basic plague that befalls some contemporary African societies is the monster called Xenophobia, which has as its features, discrimination and segregation and killing of non- members. As a result of this practice, any affected human society attempt to cut off setting portion of occupants for preserving them as the “other”. Thus, “otherness” rather than orderliness becomes a factor in some societies today. Most disheartening is the fact that it now seems immaterial whether these societies belong to the developed or third world countries as could be seen in the case of countries such as South African and Greece. In some African societies however, there abound fragments of the act of discrimination in almost all human societies within Africa, even though the gravity of its perpetuation varies from one country to another (MCKINLEY, ROBBINSON, and SOMAVIA 2001, 2-4). -

HOSMAN, SARAH SILTANEN, M.A. Muslim Punk Rock in the United States: A Social History of the Taqwacores. (2009) Directed by Dr. Rebecca G. Adams. 124 pp. This project develops a social history of a Muslim American punk rock subculture, The Taqwacores. This social history examines the social context in the United States that has facilitated the emergence of Taqwacore, specifically the cultural, political, and social influences in the lives of Taqwacore members. This social history also examines how individuals explain and understand their involvement with Taqwacore and their combination of these two seemingly paradoxical identities. Methods include an analysis of publications about The Taqwacores to understand how the media conceptualize Taqwacore and interviews with musicians and fans in order to understand Taqwacore on an individual level, explore the personal experiences of specific Muslim Americans with Taqwacore, and determine specific motivating factors for involvement in Taqwacore. Drawing on subcultural theory, theories of punk rock, and recent studies of Islamic identity in United States, Taqwacore is conceptualized as an expression of a dual frustration toward the United States and Islam for the individuals involved. Taqwacore also serves as a form of resistance to this dual frustration, a community for those involved, a re-appropriation of punk rock within the United States, and a source of both individual and collective identity construction. Burroughs vs. the Quran, and Tripping with Allah. It differs from earlier critical writing on Knight by taking a Bakhtinian approach to his ground-breaking first novel The Taqwacores and its attempt to open a dialogue on reforming American Islam, focusing on Knight’s relationship to the Beats and their often overlooked Islamic discourses as his ideal model for this artistic/social reform, and tracing a shift in his work from reformist, documentary fiction to self-focused, “cool” autobiography. It argues that what enables Knight to initiate a punk reading of Islam, to cut-up the Quran, and to prescribe ayahuasca (a psychoactive vine native to Amazonian Peru) to pilgrims going to Mecca is his interpretation of the famous statement attributed to Hassan Sabbah: “Nothing is true; everything is permitted.” Meanwhile, Knight’s approach differs from that of many writers from Rabelais and Dostoyevsky to Nietzsche and Burroughs who have cited or paraphrased this statement. While these writers describe how devastating it would be to live in a godless world where everything is permitted with no hereafter, Knight stresses a vague “coolness” in Sabbah’s statement which he uses to guide his own style of living. -

For its inhabitants, the realities of this City of Lights seem unrecognizable from the fairytales its own neighborhood of Hollywood tries to disperse to the world. Sure, the rich and famous reside amongst luxury and comfort, but take a few steps outside of this glimmering bubble, and the disparities of millions of Angelinos become apparent. Such marginalization is experienced throughout the county, but the current Punk scene of East Los Angeles may be one of the biggest indicators of the existence of such urban problems. 1 on the Peruvian Reality of a Punk
On the Peruvian Reality of a Punk Mode of Underproduction Shane Greene (Indiana University) **NOTE: This is still – VERY MUCH – a work in progress (and also the first of seven essays in a book project). That means, in effect, the writing here is not as polished as I’d like. And I’m missing a section toward the end (specifically on the ambiguity between “underground” production of punk music/art/fanzines and “underground” subversive political propaganda in the context of Peru’s war) as well as a concluding thought. But since I’m familiar with the Chicago workshop model, I also know that it’s a great space to talk about ideas/works in progress and that’s what I’d love to do. The Material Semiotics of Underproduction I begin this first of seven essays from an unlikely starting point: the 2008 US financial crisis that sparked a massive downturn in the global economy. In fact, I watched these events unfold from Lima just as I began to get interested in the complex history of underground punk, revolutionary ideology, and political violence in Peru. To be more precise, I start with David Harvey’s (2010) take on the crisis. He asks us to look beyond the short-term explanations that economists love to give to big issues. Crises can and do of course emerge from different sectors of the global economy, reflecting the specific contours of a particular place and time. The most recent was the direct result of the flagrant risk-taking rampant in the elite financial sector.
