Preferred Strategy Pembrokeshire County Council Local Development Plan 2 2017-2033 Preferred Strategy Post Public Consultation March 2019 17th December 2018 – 4th February 2019 2 Foreword I am delighted to introduce the Pembrokeshire County Council Local Development Plan 2 Preferred Strategy 2017-2033. The Local Development Plan (LDP) is a critical document as it sets out the development framework which is used to determine planning applications and guide the use of land for the area of Pembrokeshire, outside the Pembrokeshire Coast National Park. Over the last year I have been involved in a range of consultation events with communities, councillors and stakeholders. At these events we have discussed the issues facing Pembrokeshire now and in the future, and I have listened to a range of views on how we can tackle these issues. As an Authority Pembrokeshire County Council has considered closely how much development Pembrokeshire needs, to support both communities and business growth. We also need to protect the special qualities of Pembrokeshire, in particular its landscape, habitats, species and open spaces. The duties placed on us as a Local Authority under the Well Being of Future Generations Act 2015 and the Environment Act 2016, which require us to improve the social, economic, environmental and cultural well-being of Pembrokeshire as well as enhancing biodiversity, have shaped the way in which we have undertaken the Review of the LDP and its outcomes. We want to make sure that in 2033 Pembrokeshire is a sustainable place, where communities are supported with new homes, jobs and community facilities and infrastructure. We also want to protect and safeguard the area’s environment and provide green spaces to help people live healthy lives. We hope that the Local Development Plan can help us to achieve this. This track changes document has been developed to include changes identified following public consultation between December 2018 and February 2019. A full Deposit Plan will be developed later in 2019. Apologies. Community Councillors Colin Reynolds (12th September) 3. Declarations of interest. Community Councillor Ifor Thomas declared a personal interest with planning application NP/18/0414/FUL. Details were entered on the Declaration Form and this would be published on the SCC website in accordance with section 55 of the Local Government (Democracy) (Wales) Act 2013. Matters Arising 4. Social Housing. Pat spoke about the affordable rented housing provided by both the Council and housing associations. She also spoke about rural areas in Pembrokeshire, including Solva, which were in need of more social housing. Bob spoke about PCC plans to build new social housing on the area adjacent to Bro Dawel. These plans would be presented with other priority housing sites identified in Pembrokeshire at the Cabinet meeting on 8th October 2018. If approved, and before any planning application to PCNPA, SCC would be consulted re layout of the development, the inclusion and position of a football pitch, options for the provision of a skate park and a designated parking area, plus a path to support the SCC project to connect upper and lower Solva.

'A visit to this retired spot afford pleasure to a lover of the picturesque of wild and simple nature. The village itself is in the form of a triangle, and the three sides of which enclose a village green, with a stream flowing through the midst of it, on which is held an annual fair. One side of the triangle is formed by a substancial house ... Another by primitive thatched cottages whose walls are well covered with flowing creepers, whilst the lower and third side consists of a pretty well restored church and churchyard, evidently duly honoured, and a neat substancial National School'. The Haverfordwest and Milford Haven Telegraph, 8,h June, 1892. A warm welcome is extended to CAPEL to Little Newcastle for the 2014 spring meeting. The discerning visitor will soon realise that this description of the village is still fundamentally true: the village largely grouped around the green, somewhat of an unusual feature in Wales. But the 'green' is in fact the remains of the castle motte, built by Adam de la Rupe in the twelfth century and it is this which has given the village its name. While the thatched cottages have long since gone, the stream piped and the fairs now a part of history, the 'substancial house', the church and school survive. Referring to the school as 'substantial'was generous for what was a very small building, but in 2007- 2008 it was restored and extended to provide villagers with a facility in which to meet and hold events.
