Additional technical input and editorial reviews were provided by: Lesley Bertolotti, South Florida Water Management District; Dr. Tom Carsey, NOAA, Atlantic Oceanic and Meteorological Laboratory (AOML); and Dr. Jack Stamates, NOAA, AOML. 2 Executive Summary A variety of technical reports and publications are available that characterize the effects of Land Based Sources of Pollution (LBSP) on marine and estuarine habitats in southeast Florida. Resource managers in southeast Florida need a synthesis of this information in order to further understanding of the connections between LBSP and marine and estuarine habitats and to develop informed management decisions to abate LBSP threats. However, the available information in this body of work can be highly technical, difficult to obtain, and multi- disciplinary. To address this problem, over 144 publication and technical reports were reviewed and synthesized. A review of the available literature on the adverse effects of LSPB on coral reefs and associated habitats showed that coral reefs in tropical and subtropical latitudes are experiencing these threats. This report identifies and describes the primary pollutant threats in Florida and mechanisms for introduction into estuarine and marine ecosystems. Additionally, a review of available literature on marine and estuarine habitats in southeast Florida showed that sustainable coral reef ecosystems require functional back reef habitats (e.g. seagrass, mangrove, soft bottom, coastal inlets and nearshore hardbottom) to provide nursery, shelter, and foraging opportunities for reef fish and the other organisms in coral reef and associated habitats. Ecosystem management brings an integrated perspective to natural resource management. It takes a big- picture approach, replacing short term, single species management with multi-species, long-term and large-scale approaches. This report provides a description of the habitats designated as Essential Fish Habitats and identifies the main LBSP threats to each habitat type. As a result of this review a number of conclusions and recommendations were developed. Six of the leading recommendations include: • Reduce nutrient loading from all anthropogenic sources and pathways, including surface water management systems, coastal inlets, submarine groundwater discharge, and ocean outfall discharge, to improve conditions for nearshore and offshore habitats, including the coral reef ecosystem in southeast Florida. • Provide an ecosystem-based fisheries habitat perspective to current water quality improvement planning and management activities in southeast Florida to reduce LBSP impacts to estuarine and marine fisheries habitats. The ecosystem based fisheries management approach considers the physical, chemical and biological components and connections between species and between habitats. • Support implementation of numeric nutrient water quality criteria for nitrogen and phosphorus that are in the process of being developed by the state of Florida 3 • Support construction of additional water storage reservoirs, stormwater treatment areas and appropriate technologies to reduce nutrient levels before release of water to southeast Florida estuaries and to modulate salinity changes in those estuaries. • Modify beach nourishment activities to minimize sedimentation and turbidity impacts to nearshore hardbottom, including worm reef, and offshore reef habitats. • Update the literature review and synthesis of LBSP impacts on EFH to include new information regarding water management activities, pollution reduction efforts, and results of recent research. 4 Table of Contents Acknowledgements Grant Gilmore, Estuarine, Coastal and Ocean Science, Inc., Vero Beach, FL Interdisciplinary quantitative studies of estuarine biota of east central Florida began fifty-seven years ago in 1955 with the work of scientists at the Florida Medical Entomological Laboratory in Vero Beach. These investigators focused vegetation, insects, invertebrates, fish and birds inhabiting coastal hammocks and wetlands. During this period nearly all of the tidal wetlands of central Florida’s Indian River Lagoon were impounded for mosquito control causing significant impact on wetland invertebrate, fish and bird populations. Forty years ago, in 1971, another interdisciplinary group of scientists began comprehensive exploratory and quantitative fish research in freshwater tributaries, tidal and impounded wetlands, seagrass, nearshore reef formations, continental shelf sand, mud and reef communities and deep slope habitats. This work eventually became a major part of the Indian River Coastal Zone Study (IRCZS), a ten-year interdisciplinary ecological study funded by the Harbor Branch Foundation and the Smithsonian Institution. During this period over one hundred scientists conducted collaborative interdisciplinary studies from the continental shelf to tidal wetlands along 225 coastal kilometers. Many new species were described in the process in addition to hundreds of new biogeographic records. This set the basis for describing a rich and previously unrecognized center of estuarine biodiversity for the United States. The IRCZS revealed exceptionally high local floral and faunal biodiversity, particularly, in the southern half of the estuary and coastal reef habitats.

Submerged aquatic vegetation (SAV) in coastal systems provide structure and habitat for a wide variety of fauna, stabilize sediment, contribute to trophic pathways by providing a food source to herbivores and detritivores, and are important in nutrient uptake and cycling. Many species of commercially and recreationally important fin and shell fish species (e.g., blue crabs, shrimp, snook, red drum, etc.) utilize submerged aquatic vegetation as nursery areas due to the protective cover and food resources provided by these critically important habitats. In addition to providing vital nursery areas, some seagrass species are grazed directly by sea turtles, manatees, and waterfowl hence their common names of turtle grass (Thalassia testudinum), manatee grass (Syringodium filiforme), and widgeon grass (Ruppia maritima), respectively.

    POPULATION ASSESSMENT OF MARINE TURTLES IN LAKE WORTH LAGOON, FLORIDA. Building 502 West Palm Beach, FL 33406-1548 Submitted by : Inwater Research Group 4160 NE Hyline Dr. Jensen Beach, FL 34957 INTRODUCTION Lake Worth Lagoon (LWL) is a 20 mile long body of water located just west of the Atlantic ocean along the coast of Palm Beach County, Florida. The lagoon was historically a freshwater lake, but has been severely altered by human activities since the late 1800’s. Today, LWL is a moderately polluted estuarine waterway that receives ocean water from two man-made inlets. Due to heightened awareness of it’s degraded state, Palm Beach County’s Department of Environmental Resources Management (PBCDERM) drafted a management plan for LWL in the mid 1990’s. The final draft of the Lake Worth Lagoon Management Plan was approved by a steering committee in 1998. One of the goals under the habitat restoration and enhancement program is “to attain and maintain the biological integrity of the ecosystem which supports the diversity of fisheries and wildlife, including endangered and threatened species.” This directive specifically includes “research that should be conducted to understand the extent of utilization of the Lake Worth Lagoon habitat by sea turtles”. In March 2005, PBCDERM contracted Inwater Research Group, Inc. (IRG) to conduct a preliminary survey of marine turtles in LWL. Possible study sites in LWL were originally identified by analyzing stranding records and sighting data provided by PBCDERM. An introductory trip with PBCDERM representatives in fall 2004 provided an on-site look at potential study sites within LWL and was followed by a sampling trip on March 7-10, 2005.
