MINUTES OF THE 8TH PROJECT IMPLEMENTATION REVIEW COMMITTEE (PIRC) MEETING FOR CADWM IMPLEMENTATION OF 99 PRIORITIZED IRRIGATION PROJECTS UNDER PMKSY HELD ON 4th MARCH, 2021 1.0 The 8th meeting of the Project Implementation Review Committee (PIRC) for CADWM implementation of 99 prioritized projects was organized over virtual platform on 4th March, 2021 under the Chairmanship of Smt. Debashree Mukherjee, Additional Secretary, DoWR, RD & GR, Ministry of Jal Shakti, Govt. of India. The PIRC meeting which usually would be a two day program consisting of field visit and a review meeting was shortened and the field visit was eliminated due to present COVID scenario. Senior officers from DoWR, RD & GR, Central Water Commission, State Governments and Project Monitoring Unit (PMU) attended the meeting. The list of participants is at Annexure- I and summary record of PIRC decisions and recommendations is given at Annexure-II. Photographs taken during the meeting are at Annexure-III. 2.0 Additional Secretary, DoWR, RD & GR, in her opening remarks to the participants expressed concerns over the slow implementation of the CADWM program. She also emphasized the importance of the Command Area Development Program and further stated that command area development is the keystone for equitable access of water, without which all the investments on the dam & canal network will go in vain. She highlighted two critical aspects for the CADWM implementation, namely: (i) completing the CAD works within stipulated time frame, and (ii) ensuring the sustainable Water User Association (WUAs) that can take on the responsibility for the management of completed CAD assets. She further stressed that WUAs should be involved in the CAD planning right from the inception stage of the program under each project.

  • Dynamics of Melodic Discourse in Indian Music: Budhaditya Mukherjee’S Ālāp in Rāg Pūriyā-Kalyān
Dynamics of melodic discourse in Indian music: Budhaditya Mukherjee’s ālāp in rāg Pūriyā-Kalyān Richard Widdess 1. Introduction This chapter presents an analysis of a performance of ālāp, with reference to the compositional principles that it demonstrates. Following a long succession of ethnomusicological and musicological studies, including Nettl (1974), Lortat-Jacob (1987), Nettl and Russell (1998), Treitler (1974, 2003), Nooshin (2003) and many other contributions, it is clear that compositional principles are no less important in music that is unwritten and “improvised” than in music that is written and “composed”; and that indeed, one can no longer speak of “improvisation” and “composition” in any oppositional sense. It also seems clear that the importance of compositional principles in unwritten music, such as ālāp, is related both to the performer’s need to recall memorised material and invent new material that is grammatical, and at the same time to the listener’s need to engage with, comprehend, and be stimulated by an auditory experience that, for him, happens in real time, whether a written score exists or not, and whether he is listening to a live performance or a recording. In this essay I will consider primarily the listener’s perspective; how far the cognitive processes involved in performing and listening to ālāp are equivalent remains an open question, but that they are closely related seems likely. 1.1. Ālāp and rāga The Sanskrit word ālāpa signifies speaking to, addressing, hence speech, conversation, or communication (Monier-Williams 1899: 153); it overlaps in meaning with the English word discourse. Ālāp in Indian classical music is a process rather than a genre, but it typically occurs in the form of a non-metrical “improvised” prelude, often quite extended, preceding a composed metrical piece.

T20 World Cup final in Australia highlights India's gender pay gap - Reuters Discover Thomson Reuters Directory of sites Login Contact Support SPONSORED Business Markets World Politics TV More BIG STORY 10 MARCH 6, 2020 / 8:48 PM / 5 MONTHS AGO T20 World Cup final in Australia highlights India's gender pay gap Annie Banerji 6 MIN READ NEW DELHI (Thomson Reuters Foundation) - When defending champions Australia compete in the Women’s Twenty20 World Cup final in Melbourne on Sunday, they will earn the same as their male counterparts would - in stark contrast to their rivals, India. That the match, expected to attract a sell-out crowd of mainly Australian cricket fans, takes place on International Women’s Day has only intensified the debate surrounding the gender pay gap that India’s sportswomen have to contend with. In cricket-mad India, male players are revered as gods, paid handsomely and showered with lucrative endorsement deals, from watches and shoes to snacks, headphones and even toothbrushes. The women barely get a look-in. Sports analysts say they are trapped in a vicious cycle - without the right resources, they face a disadvantage when playing at the top level, which in turn means they are less likely to get investment. “The women’s game is stuck, like Cinderella, at the hearth while the men are off partying,” said Prem Panicker, a senior cricket journalist who has written extensively about the issue. “And that is unfair to the women, to the game and to us spectators.” A-list women cricketers including T20 captain Harmanpreet Kaur, opener Smriti Mandhana and spinner Poonam Yadav make about $68,000 each annually despite progressively better performances, including reaching the 50-over World Cup final in 2017.
