1. That the public be invited to apply for stands by means of an application form which has to be submitted on or before 31st July 2006. 2. The application will be considered in order of preference subject to the following categories as well as the criteria as stipulated in the application forms. (i) Persons who have never owned/ acquired any immovable residential property before. (ii) Persons who do not own any immovable residential property at the time of submitting the application. (iii) Persons who own immovable residential property a the time of submitting the application. 3. Each of the aforementioned categories of applicants wil then be invited to purchase the available stands on a first come first served basis in the order of preference mentioned above subject to the condition that only a single erf may be sold per individual. 4. The following conditions will be applicable to categories 2 (1) and 2 (ii). That the erven be sold on a first come first served basis to persons who have submitted application; That only a single erf be sold per individual natural person with the understanding that couples married in community of property may only purchase a single stand; That no options to purchase be allowed; That the purchase price be paid in cash on the date of sale or by submitting a bank guarantee within 60 days from the date of sale; That the erf may not be sold for a period of 36 months from the date of sale unless it has been developed and prior written permission having been obtained from Council. The property shall be fully developed in accordance with approved buidling palns within 24 months from the date of sale unless an extension of time has been granted by Council. An account for the rendering of municipal services shall only be opened in the name of the purchaser and shall remain in his or her name for a period of three years unless permission for the sale of the property has been granted. That the Council be granted an option to repurchase the property at the original purchase price with or without improvements if the purchaser is unable to comply with 24 months development period or wishes to sell the property within 36 months. 5. The following conditions be applicable to category 2 (iii) 1

That the erven be sold on a first come first served basis to persons who have submitted applications; That only a single erf be sold per individual natural person with the understanding that couples married in community of property may only purchase a single stand; That no options to purchase be allowed; That the purchase price be paid in cash on the date of sale or by submitting of a bank guarantee within 60 days from the date of sale; That the Council be granted an option to repurchase the property at the original purchase price if the owner wishes to sell the erf before it has been developed. 6. That 40% of all the erven be reserved for previously disadvantaged communities. Full particulars of th proposed sale are available at the office of the Town Secretary, room C301 second floor, Municipal Buildings, corner of Wanderers Avenue and Church Street, Middelburg on Monday to Thursday between 08:00 and 12:30 and between 14:00 and 16:00 and on Fridays between 08:00 and 13:00 from date of publication until 31 July 2006.

Any person who wishes to object to the proposed sale must lodge such objection in writing together with reasons to the Municipal Manager Wanderers Avenue, P.O. Box 14, Miiddelburg before or on 31 July 2006.

Application forms for the purchase of the aforementioned erven with the exception of the erven designated for group housing development, will e available at office C301, Second Floor, Municipal Buildings, Wanderers Avenue Middelburg.

1. That the public be invited to apply for stands by means of an application form which has to be submitted in person on or before 12:00 on 31st July 2006. No faxed forms will be accepted. 2. The application will be considered in order of preference subject to the following categories as well as the criteria as stipulated in the application forms. (i) Persons who have never owned/ acquired any immovable residential property before. (ii) Persons who do not own any immovable residential property at the time of submitting the application. (iii) Persons who own immovable residential property at the time of submitting the application. 3. Each of the aforementioned categories of applicants will then be invited to purchase the available stands on a first come first served basis in the order of preference mentioned above, subject to the condition that only a single erf may be sold per individual. 4. The following conditions will be applicable to categories 2 (i) and 2 (ii). That the erven be sold on a first come first served basis to persons who have submitted application; That only a single erf be sold per individual natural person with the understanding that couples married in community of property may only purchase a single stand; That no options to purchase be allowed; That the purchase price be paid in cash on the date of sale or by paying a 10% cash deposit and submitting a bank guarantee within 60 days from the date of sale; the 10% deposit will be forfeit if the purchase is not completed. That the erf may not be sold for a period of 36 months from the date of sale unless it has been developed and prior written permission having been obtained from Council. The property shall be fully developed in accordance with approved buidling plans within 24 months from the date of sale unless an extension of time has been granted by Council. An account for the rendering of municipal services shall only be opened in the name of the purchaser and shall remain in his or her name for a period of three years unless permission for the sale of the property has been granted. That the Council be granted an option to repurchase the property at the original purchase price with or without improvements if the purchaser is unable to comply with the 24 months development period or wishes to sell the property within 36 months. 5.
