CALL TO ORDER: Chair Yaremkevich called the meeting to order at 10:00am. 2. ADOPTION OF AGENDA: It was moved by Director Lay to approve the agenda with the following additions: 10:30am Delegation – Gene Sobolewski Associated Engineers 4.4 Owlseye Road 6.2 Town of St. Paul IASP Carried 3. ADOPTION OF MINUTES: It was moved by Director Brousseau to approve the minutes of the August 21, 2017 Board Meeting. Carried 4. BUSINESS FROM MINUTES 4.1 Cold Lake / Bonnyville Water Line It was moved by Director Ockerman to defer to discussion with Delegation. Carried 4.2 Trail Event(s) – August 26th Administration provided a recap of the event. It was well attended. 4.3 Bellis Property Administration reported there has been no response from RMRF 4.4 Owlseye Road Administration reported the Owsleye Road construction is set to begin. The reclamation standards have been forwarded to the County of St. Paul. There was also discussion about the approaches to the road will need to be sloped so trail users can safely access the crossing. 5. Reports 5.1 Trail Steward No Report 5.2 Riverland Recreational Trail Society – Marvin Bjornstad Marvin reported RRTS is concerned about the extent of the mud hole near Heinsburg. It has steadily worsened and horses and wagons can’t get through. Director Ockerman suggested we meet with Public Works to see what all is involved in getting this repaired. The new Trans Canada Trail signs have been installed from Waskatenau to Heinsburg. AECOM has the Alberta Snowmobile Association sign specs for setting up the temporary trail from Bonnyville to Cold Lake this winter when the water line is being installed. The M.D. of Bonnyville installed some “No Vehicle” signs on the south side of the Beaver River Trestle and now people are parking on the side of road/trail and hiking into the trestle. N.E. Muni- Corr Ltd. owns additional siding land on the north side of the trail. It could be relatively easy and cheap to develop a parking area so people are off the side of the road. The County of St. Paul is putting in a road crossing at Armistice. It was noted during a site visit that a culvert will need to be reinstalled as well as the approaches to the road will need to be sloped for trail user safety. 5.3 Alberta’s Iron Horse Trail – Marianne Price A written report was circulated. It was moved by Director Ockerman to approve the reports as presented. Carried 6. NEW BUSINESS 6.1 Access Requests: Iron Horse Ultra 100 It was moved by Director Andersen to approve access as per our standard agreement. Carried 6.2 Town of St. Paul IASP It was moved by Director Lukinuk to accept as information only. Carried 7. ACCOUNTS PAYABLE None 8. CONTROLLERS REPORT It was moved by Director Prevost that the Controller’s report dated August 31, 2017 showing a bank balance of $294,318.57; a savings balance of $1,433.99 term deposits of $240,000.00 with interest to date of $2,086.39 be adopted. Carried 9. NEXT MEETING It was moved by Director Lay to hold the next meeting of the Board is Thursday, October 5th at 10:00am, County of St. Paul Boardroom. Carried 10:35am – Chair Dwayne Yaremkevich left the meeting and Director Prevost took over as Chair. 10:38am – Delegation – Gene Sobolewski arrived. 10:38am – Director Glen Ockerman left the meeting. Gene reported to the Board that two projects have been approved; 1. The water line from extension from Ashmont to Mallaig has been approved and construction of the Edwand booster station will start end of September and run to mid February. There will be no disturbance to the trail surface but construction is taking place on N.E. Muni-Corr Ltd. property as previously agreed to. The water commission is looking for an agreement for the booster station. 2. Water line twinning from Smoky Lake to RR 130 (2 miles west of Spedden and then the second line will turn north to Goodfish Lake). The booster station at Warspite which is needed for this project is not on N.E. Muni-Corr Ltd. land. The pre-design for the twinning is under way and they will be using the same construction methods as the previous water line. The only difference will be the area around the sand at Bellis which has yet to be determined. AE will connect with Administration about getting authorization for Thurber to be on site to take some soil samples and do testing. They are looking at January / February construction so will be looking to get agreements in place. Discussion ensued about the restoration of N.E. Muni-Corr Ltd. right of way for the Bonnyville to Cold Lake water line. Gene Sobolewski asked Administration to contact AECOM, Ryan Cadieux and set up a site meeting to go over the restoration requirements N.E. Muni-Corr Ltd. has. 10.     INDEX FARMERS UNION OF ALBERTA Names, places and file numbers. THERE ARE DIFFERENT WAYS TO FIND THE NAMES INCLUDED IN THESE 600 FILES. Approximately 1000 names are listed in alphabetical order followed by town or city, then the file number in which they appear. As I compiled this index, I wrote the location as they appeared on the documents. (Example: Although my address is Woking, school districts and post office names such as Northmark, Westmark, Chinook Valley, Bridgeview, & Saddle Mountain are referred to in these records. Today only Woking has a post office, but these other names appearing in these documents are also from this area. So don’t just look under “Woking”.). SCHOOLS: Look in the index for names of old country schools where the farm organization meetings were held. Some documents do not indicate the town or Local and only record the name of the school. There are many names in these files that are not listed individually. After typing about 1000 names, I just got too weary, so decided to let you, the reader look up the names. If the name you look for is not in the index, look in the index under the REGION they came from. (Example: Grandpa came from Youngstown, look under Region #11, and scan through all the files listed under Region 11). REGIONS (Districts): The province was divided into 14 DISTRICTS during the FUA era, (1949-1969). When Unifarm (1969) was organized, the same boundaries were used as were used for the FUA, except that “Districts” were renamed “Regions”. Therefore, I have chosen to refer to these areas as “ REGIONS (Districts)”.
