The Special PAC reviewed the proposal in detail in the light of directions of DAC&FW vide letter dated 28.08.2019, 11.09.2019 & 13.11.2019 and Scheme guidelines. After detailed discussions, Committee noted that term loan account of applicant has been closed prior to 36 months as confirmed by bank, therefore Committee upheld the . decision of PAC held on 14.01.2019. Hence, it was decided to close the project.

The Special PAC reviewed the proposal in detail in the light of directions of DAC&FW vide letter dated 28.08.2019, 11.09.2019 & 13.11.2019 and Scheme guidelines. After detailed discussions, Committee noted that project fulfills the eligibility criteria of having more than six chambers of less than 250 MT capacity required for Cold Storage under type-2 and Committee approved back ended subsidy of RS.368.20 lakh (Rupees three hundred sixty eight lakh and twenty thousand only) full & final, @ 50% of the EPC of RS.736.41 lakh under General Category.

The SPAC noted that the DAC&FW vide its letter dated 28th March- 2017 has clarified that "the suggestions of NHB regarding word Hilly area in NHB guidelines to be read as Hilly states for subsidy on the pattern of HMNEH States is agreed to". It was, therefore, decided that the instant project being in the Hilly State is eligible for subsidy @ 50% in the light of s~id clarification, as the date of decision in this case is after the receipt of said clarification from DAC&FW.

After detailed discussions, the Committee rejected the proposal as term loan account has been closed on 15.05.2019 i.e. before 36 months as confirmed by the bank, therefore the Committee upheld the decision of SLC held on 12.12.2018. Hence, it was decided to close the project. .

After detailed discussions, the Committee approved subsidy of Rs. 4.19 lakh (Rupees Four lakh nineteen thousand only) full & final @40% of the EPC of Rs. 10.48 lakh under General Category. .

15.Shri Ishwar Singh, VPO-Bherian, Tehsil & Distt.-Hisar (Haryana) (6AHR0001511)

Decision of SPAC: Deferred

The Special PAC reviewed the proposal in detail in the light of directions of DAC&FW vide letter dated 28.08.2019,11.09.2019 & 13.11.2019 and Scheme guidelines. After detailed discussions, the Committee noted that recommendations given in the Verification report of DD, NHB, Chandigarh is contradictory, as he has recommended the project for release of balance of subsidy on the other hand he has also mentioned that Net House and entire poly house sheet has damaged. No clear cut physical status 5 of crop either in net house or poly house is mentioned. Accordingly, Committee decide that physical verification by DO, NHB, Chandigarh may be done again with emphasis on following points and report may be submitted by 31st July- 2020;

1. Status of Term loan (Regular/Standard/NPA) 2. Status of Sign Board at site. 3. Physical status of structure i.e. Shade Net House/Poly House. 4. Clarification bank regarding overdue of term loan account.

Decision of SPAC: Approved

The Special PAC reviewed the proposal in detail in the light of directions of DAC&FW vide letter dated 28.08.2019,11.09.2019 & 13.11.2019 and Scheme guidelines. After detailed discussion, Committee noted that project fulfills the eligibility criteria as per scheme guidelines required for Cold Storage under type-2 and Committee approved back ended subsidy of Rs.363.99 lakh (Rupees three hundred sixty three and ninety thousand only) full & final,@50% of the EPC of Rs.727.98 lakh under General Category.

The SPAC felt that the DAC&FW vide its letter dated 28th March- 2017 has clarified that "the suggestions of NHB regarding word Hilly area in NHB guidelines to be read as Hilly states for subsidy on the pattern of HMNEH States is agreed to". It was, therefore, decided that the instant project being in the Hilly State is eligible for subsidy @ 50% in the light of said clarification, as the date of decision in this case is after the receipt of said clarification from DAC&FW.

17. MIs S.S Cold storage & Ice Factory, Village-Bhulabai, Moradabad Road, Taluka- Chandausi, Distt.-Sambhal (UP)-09BLKOCS000276

Decision of SPAC: Rejected

- The project has been completed within a short period of one month and 24 days and Rs.139.00 lakh had already been invested by the applicant at the time of sanction of term loan. It appears to be a case for reimbursement of term loan.

Explanation to be sought from DO, NHB Lucknow for the recommending the project when apparently it is a case of reimbursement.

After detailed discussions, the Committee decided that Joint Inspection of the project may be conducted before 31.07.2020 and submit the report to HQ. It was decided that the JIT shall ascertain the physical demarcation of all the projects belonging to applicant's family indicating survey no, land details and applicant name.

Explanation to be sought from DO, NHB Bangalore for reporting the term loan account regular without verifying the status of term loan from bank properly.

Committee noted that term loan account is NPA since 30.05.2019. After discussions, the Committee decided to defer the case with following observations:

1. In view of direction of DAC & FW on NPA cases, more specific clarification will be sought from lending bank and promoter to ascertain if release of subsidy by NHB will help in making the term loan account operational/reg ularized. 2. Explanation to be sought from DO, NHB Bangalore for reporting the term loan account regular without verifying the status of term loan from bank properly.

1. Whether term loan account & other records has been changed by them in the name of Smt. Uma B. Bidari after the death of Shri Basavaraj H. Bidari.

2. Whether land under survey no. 174/2K owned by Shri Basavaraj H. Bidari has been transferred to his legal heirs and share of Smt. Uma B. Bidari in the said land. A copy of latest land record may be submitted in support.
