He a/so appraised the members about the background and need for holding this Special PAC. e 30fej 1 The case-wise decision of the Committee is as under:- 1. Sh. Satnam Singh S/o Karnail Singh, Survey no. 4521/19 (8-0),2111 (4-13), Village& Taluka -Sunam, Distt.-Sangrur (PB)- 03APB0001576 Vol-I: S.No. 01 Decision of SPAC: Rejected The Special PAC reviewed the proposal in detail in the light of directions of DAC&FW vide letter dated 28.08.2019, 11.09.2019 & 13.11.2019 and Scheme guidelines. After detailed discussions, Committee noted that term loan account of applicant has been closed prior to 36 months as confirmed by bank, therefore Committee upheld the . decision of PAC held on 14.01.2019. Hence, it was decided to close the project. 2. MIs Atnar Cold Storage, Fruit Market, Shop no. 18, Narwal, District- Jammu (J&K)-01 AJKOCS000039 Vol-I: S. No..02 Decision of SPAC: Approved The Special PAC reviewed the proposal in detail in the light of directions of DAC&FW vide letter dated 28.08.2019, 11.09.2019 & 13.11.2019 and Scheme guidelines. After detailed discussions, Committee noted that project fulfills the eligibility criteria of having more than six chambers of less than 250 MT capacity required for Cold Storage under type-2 and Committee approved back ended subsidy of RS.368.20 lakh (Rupees three hundred sixty eight lakh and twenty thousand only) full & final, @ 50% of the EPC of RS.736.41 lakh under General Category. The SPAC noted that the DAC&FW vide its letter dated 28th March- 2017 has clarified that "the suggestions of NHB regarding word Hilly area in NHB guidelines to be read as Hilly states for subsidy on the pattern of HMNEH States is agreed to". It was, therefore, decided that the instant project being in the Hilly State is eligible for subsidy @ 50% in the light of s~id clarification, as the date of decision in this case is after the receipt of said clarification from DAC&FW. 3. Sh. Mahadeo Rajaram Patil & Other-3, Gat No. 64, 116, A/p- Vengsar, Tal- Vaibhavwadi, Dist-Sindhudurg, Maharashtra (27BMHB047675) Volume-I: Sr. No. 03 Decision of Special PAC: Rejected The Special PAC reviewed the proposal in detail in the light of directions of DAC&FW vide letters dated 28.08.2019, 11.09.2019 & 13.11.2019 and scheme guidelines. After detailed discussions, the Committee rejected the proposal as term loan account has been closed on 15.05.2019 i.e. before 36 months as confirmed by the bank, therefore the Committee upheld the decision of SLC held on 12.12.2018. Hence, it was decided to close the project. 2 4. Sh. After detailed discussions, the Committee deferred the proposal with the direction to conduct Re-JIT by 15.09.2020 to verify the plantation of Capsicum crop and term loan status by DO NHB Nashik and send all the documents along with Re-JIT report to NHB, HO. 7. After detailed discussions, the Committee rejected the proposal as piece of land where project has been set up is not in the name of applicant at the time of loan sanction and implementation of the project. Promoter has taken land on lease which is notarized but 3 ~~ under the scheme guidelines leased land should be for a minimum period of 10 years & it should be registered with sub-registrar at the time of submission the application to NHB. 8.
