Internal regulations of the "Ailette" federal lake, "Bièvre" and "Ailette" lake extremities of the department of Aisne Presentation The lake of the “Ailette” is of artificial origin. Only the lake extremities respectfully named "La Bièvre" and "L’Ailette" are authorized for fishing. The central part is classified as a fishing reserve, as well as a 25m strip on each side of the structure separating the extremity of the lake "L’Ailette" from the central part. - The lake extremity “La Bièvre” is located in the town of Chamouille, about 15 km south of Laon by the D967 road towards Bourg-et-Comin, then the D19 towards Neuville-sur-Ailette. Its area is about 9 hectares but only 5 hectares are truly accessible to fishers due to the aquatic vegetation (shallow wetland). The average depth does not exceed 2.5 m. - The lake extremity “L’Ailette” is located in the town of Neuville-sur-Ailette, about 2 km from the lake extermity "La Bièvre", following the D19 road towards Neuville-sur- Ailette. Its area is around 25 ha but 12 ha are really practicable for fishers because of the shallow depth and the aquatic vegetation. The maximum depth is around 2 m. The two lake extremities are classified as second category for fishing and are populated mainly by Pike, Perch, Carp, Tench, Roach and various other species of white fish. The federal lake of Ailette is managed by the Federation of Aisne for Fishing and Protection of the Aquatic Environment Presence on these water bodies implies knowledge of these internal regulations and compels the user to comply with them, to accept it in its entirety and to refrain from any complaints. Article 1 : General fishing conditions - With the exception of the articles below, the practice of fishing follows the general regulations for fishing in waters of the 2nd category. - Any member of an Association Approved for Fishing and the Protection of the Aquatic Environment (AAPPMA - Association Agréée pour la Pêche et la Protection du Milieu Aquatique) of the Aisne department are authorized to fish, as well as any fisher with an interfederal card (“carte interfédérale”). Article 2 : Authorized types of fishing and opening seasons - All boats and boats are prohibited, with the exception of bait boats. - The legal opening periods are identical to those for fishing in any water of the 2nd category (please refer to the annual prefectural decree). - Fishing is not allowed more than half an hour before sunrise nor more than half an hour after sunset (refer to legal sunrise/sunset times) - Fishing is allowed with a maximum of 4 lines per fisher, of which a maximum of 2 for predator fish. - Fishing with live fish is allowed. - Fishers must be near their rods while fishing, must be able to see them and intervene immediately on them if necessary. Article 3 : Rules for Carp fishing - Night fishing is only authorized on the numbered posts on the lake extremity « L’Ailette » (Neuville-sur-Ailette side). There is … of those posts. - At night, only fishing with vegetable baits or reconstituted flour is allowed, lures and animal baits are prohibited. (Imitations of vegetable baits such as plastic corn are prohibited in accordance with the environmental code). - Single hooks are mandatory. Crushing the barbs is recommended. - The use of benchmarks is mandatory. - It is compulsory to release all catches, without marking or mutilation. The use of a storage bag is prohibited at all times. - A unhooking mat and a large landing net are required to extract the fish from the water. - Only green or camouflage biwys or similar are allowed, only on night carp posts, camping is prohibited. - Maximum width of the post is 4 meters - No fishing spot can be allocated or reserved. - Lines must be stretched perpendicular to the shore, at the location of the fishing post, and must not exceed an angle of 30 degrees nor be stretched at a distance greater than half of the water body in order to satisfy all users of the site. - At night, the use of a signaling lamp is mandatory. - Baiting/priming must be reasoned - The use of tiger nuts (yellow nutsedge) must be limited, and they must be properly cooked - It is prohibited to use boilie launchers - Human and animal droppings must not be left on site, they must be buried far from fishing stations or fishers must use chemical toilets. The cleanliness of the site and respect for our maintenance staff are at stake. Article 4 : Rules for predator fishing - All legal predator fishing techniques are authorized. - A maximum of two lines is allowed to catch predator fish. - The number of predators fish that can be kept (pike, pike perch, black-bass) is of maximum 3 fish per day and per fisher, of which a maximum of 2 pikes. - A capture window is set up for pikes: all individuals measuring less than 60 cm in length as well as those measuring more than 80 cm in length must be released immediately after their capture. Only specimens measuring between 60 and 80 cm may be kept. The minimum catch size for pike-perch is 50 cm. Article 5 : Miscellaneous - All boats are prohibited, with the exception of bait boats. - Camping or caravanning is prohibited. - Dogs must be kept on a leash (animals must not wander). - Degradation of shores and vegetation is prohibited. - Swimming, littering, as well as washing and draining vehicles are prohibited. - Fishing while clearly intoxicated is prohibited and will be the subject of a report by the gendarmerie. - Vehicles must travel on authorized paths, and must be parked in spaces provided for this purpose. Please drive at walking pace on the roads. Article 6 : Obligations - Fishers must comply with any injunction issued by the Federation's control officers - Degradation of the site or lack of respect for the environment will be the object of an exclusion from all federal water bodies of the Aisne department without conditions and will lead to legal (civil and/or criminal) proceedings - The Federation of Aisne for Fishing and Protection of the Aquatic Environment declines all responsibility for offenses or criminal acts committed by users of the water body or accidents of which they could be the authors or the victims, as well as the consequences (civil, criminal and/or administrative). - It is specified that the Federation of Aisne for Fishing and the Protection of the Aquatic Environment has no obligation of safety, subject to its duty of information (distribution of these regulations and posting on site). It cannot be held liable in the event of damage resulting from frequentation of the lake. - The Federation of Aisne for Fishing and the Protection of the Aquatic Environment reserves the right to temporarily close fishing the water bodies it manages and, if necessary, will inform the fishers by setting up panels or via its website (www.peche02.fr/). Article 7 : Checks, offense reports, sanctions and conciliation commission - Fishers must carry their fishing card at all time and must be able to present it during checks. - Failure to comply with these internal regulations will result in a ban from all federal water bodies in the Aisne epartment for a maximum of two calendar years in addition to the penalty incurred. - Failure to comply with the prefectural decree or the environment code results in the establishment of a contravention by the fishery officers. Article 8 : Control officers Checks can be carried out on federal lakes by sworn private fishery guards, sworn fishery development officers, rural wardens, the French Biodiversity Office (OFB), the gendarmerie, the national and municipal police. Article 9 : Amendments to these regulations This regulation was validated by the Board of Directors of the Federation of Aisne for Fishing and the Protection of the Aquatic Environment on 09/24/2011 for an indefinite period. A modification of these internal regulations was made and was subject to validation by vote at the Federal Board of Directors on 12/04/2020.
