MARITIME BULLETIN News and Information from the Port of Volume 71, No 5, May 2007 400 Years and Growing 1607 - 2007 Senator Jim Webb Addresses Industry at VMA’s 87th Annual Maritime Banquet The Maritime Association hosted its 87th Annual Maritime Banquet on Wednesday, May 10th at the Norfolk Waterside Marriott. Over 900 members of the maritime community were in attendance to mingle and hear the keynote speaker, Senator Jim Webb. Norfolk Mayor Paul Fraim introduced Senator Webb. Senator Webb acknowledged that the Maritime Association is where people with a shared stake in the port come together to advance and promote the continued growth and development of the ports of Virginia. He commented that the 400th Anniversary of Jamestown is part of an enduring maritime heritage for Virginia. Waterborne commerce has been a way of life beginning with the first exports of tobacco in 1614 and today the Port of Virginia remains a national leader and an economic force for the Commonwealth. Senator Webb stated his highest priority in the Water Resources and Development Act is the Craney Island Expansion Plan. He and Senator John Warner were able to increase funding from $671 million to $712 million in a manager’s amendment that he expected to be approved. Another mission of Webb’s is making sure the Army Corps receives proper funding for projects in Hampton Roads to include deepening the Harbor and Channels. Senator Webb understands this complex mega-port is a vital strategic asset to our nation’s national defense, to our economy and to the well-being of our citizens. With U.S. foreign trade and freight volumes expected to double over the next 15 to 20 years, we need to upgrade port facilities, dredge deeper channels, and modernize our infrastructure in order to sustain this anticipated growth. 2 Int’l Trade Symposium Highlights

Navigating Future Growth The Virginia Maritime Association and the American Shipper magazine hosted the 4th International Trade Symposium on May 10th at the Norfolk Waterside Marriott. The focus of the program this year was “Navigating Future Growth,” looking at three major areas of change facing shippers and carriers as they confront the rapid growth in international trade. These issues directly affect shippers along the East Coast and impact both time and transit and costs related to moving their goods. During his morning keynote discussion Mr. Jerry Bridges, Executive Director of the Virginia Port Authority, commented on how the culmination of all the completed projects and future initiatives will position the Port of Virginia to be the preeminent East Coast cargo destination in the next 10-15 years. “Redefining the Intermodal Landscape” was the title of the early morning panel moderated by Peter Hinge, Vice President Inbound Trades, Trans- Pacific South America, Australia for CMA CGM (America) Inc. This panel brought together Jon Poelma, Senior Director Trans-Pacific Trade for Maersk Line, Thomas DeMarino, Director Business Development Ocean - North America of IKEA Wholesale Inc., David Bennet, Vice President Sales Jerry Bridges & Business Development for Globe Express Services, and Gil Niesen, Jr., Global Business Development of Schneider National, Inc., to discuss the rationale and implementation of service consolidation initiatives and what these changes mean to other service providers and chain managers. Mark Yeager, President and Chief Operating Officer for Hub Group, Inc. was the moderator of the late morning panel entitled “Striking a Balance - “Could railroads find containers as attractive as coal cars?” Joining him on the panel to explore the obstacles and solutions railroads face in managing future growth of international container traffic were Paul Borseth, Assistant Vice President International Marketing for Union Pacific Railroad, George Duggan, Vice President Domestic Intermodal of BNSF Railway, Jeffrey Heller, Assistance Vice President Marketing - International & Sales of Norfolk Southern Corporation, and Steven E. Rand, Assistant Vice President Field Sales and Account Development for CSX Intermodal. John Vickerman, Founding Principal, TranSystems, Inc. was the keynote speaker during the lunch presentation. Thomas Capozzi, Senior Managing Director Marketing Services of the Virginia Port Authority, awarded MeadWestvaco the Virginia “Shipper of the Year Award.” MeadWestvaco was selected to receive the award primarily because of their ability to move large volumes within the free time limits of the Port and for their efforts to convert truck traffic to rail and transload from rail car to ocean container at the Port. Accepting the award for MeadWestvaco was Kevin Bulman, Senior Sourcing Manager Ocean Transportation. “Playing the Terminal Lottery” was the title of the afternoon panel moderated by Bill Ralph, Senior Advisor of R.K. Johns & Associates. In this session David Howard, Principal for Structured Capital Advisors, Doug Marchand, Executive Director for Georgia Ports Authority, and John Vickerman, Founding Principal for TranSystems, Inc. discussed how increased valuations of port terminal impact public/private partnerships for terminal development and pricing of terminal services for carriers and shippers.

VPA Awarded Grant Money For Port Security The Virginia Port Authority announced that they were awarded a grant worth over $3 million from the Department of Homeland Security to enhance security at the three state-owned marine terminals. These funds will be utilized to upgrade the surveillance system and update the access control equipment and communication links at all terminal gates to meet the Transportation Worker Identification Credentials (TWIC) equipment standards. These two projects combined cost approximately $4 million. The Virginia Port Authority will contribute $1 million to round-out the total. National Maritime Day On May 22, 2007 more than 300 maritime community members gathered for lunch at the new Half Moone Cruise and Celebration Center in observance of the 74th National Maritime Day to honor merchant mariners for their dedication to promoting commerce and protecting our freedom. Mr. Rich Conti, Executive Director for Nauticus, opened the meeting by welcoming everyone to the new cruise terminal, Ms. Cathy Lewis, Host of Hear Say with Cathy Lewis on WHRV, was the Mistress of Ceremonies, Hon. Pierce R. Homer, Secretary of Transportation, Commonwealth of Virginia, shared introductory comments, and Mr. John Vickerman, Founding Principal of TranSystems, was the guest speaker. The topic of the event was “How the Virginia Seaport Secretary Touches You.” Homer Mr. Malcolm Branch, Executive Director of Virginia Ship Repair Association, announced the two winners Mr. Vickerman of the 1st Annual Ship Repair Foundation Ship Repair Tradesman of the Year Awards. Mr. Edward A. Depietro, an employee of BAE Systems Norfolk Ship Repair, was awarded the 2007 Junior Tradesman of the Year and Mr. Clarence Frango, an employee of Tecnico, Corp. received the 2007 Senior Tradesman of the Year Award. Mr. Ray Wittersheim, President, Propeller Club, Port of Norfolk, presented Dr. Wayne Talley, Director, Maritime Institute, Old Dominion University with a $50,000 check to establish the Rolf Williams Memorial Endowed Scholarship Fund in support of students in the International Maritime Ports and Logistics Management Dr. Talley and Institute at ODU. Your Association in Action For more than two years, the VMA has taken a leadership role in the efforts to influence leaders from across the Commonwealth to deliver a transportation package. On April 4, 2007, law makers in Richmond approved a multi-billion dollar transportation plan for the state and authorized local governments in Hampton Roads and Northern Virginia to establish regional transportation authorities. Your Association continues to play a leadership role in advocating for the approval the Hampton Roads Transportation Authority. The regional authority is needed to raise the money for the large projects necessary for the continued economic success of the Port and the region, and to protect our quality of life. VMA members are strongly encouraged to contact their city council members and county commissioners to voice support for the regional transportation authority. The VMA has been addressing another transportation issue - efforts by the City of Norfolk to reduce or remove truck traffic from Hampton Boulevard. The Association is participating with a variety of stakeholders to devise solutions that will provide a level of relief on this vital artery for the Port as well as Norfolk’s citizens, businesses, Old Dominion University, and the Navy. During April, your Association was actively engaged in a variety of maritime related workforce development and education endeavors. In recent years, the VMA has been promoting the need for resources to train and educate a workforce that will be needed to support the growth the Port is experiencing now and in the future. VMA’s driver recruiter continues to build a list of qualified truck drivers interested in moving port related cargo. The Association worked on a number of other initiatives with partners that included ODU’s Maritime Institute, Tidewater Community College, the Workforce Investment Boards from Hampton Roads and in Virginia, and the Hampton Roads Partnership. On April 17th, the Association hosted a meeting with representatives from the Dublin Port Company. Dublin Port, the largest port in Ireland, is situated in the heart of Ireland’s vibrant capitol city. The CEO of the Dublin Port Company, which operates Dublin Port, and the other members of their party were very interested in learning how things are done in Virginia and exploring opportunities to increase trade between Virginia and Dublin. Over the course of April, the VMA had several opportunities to speak with our elected leaders and promote the needs of the Maritime Industry. Many members of Virginia’s General Assembly are up for re-election this year and several Senators and Delegates are being challenged for their seats. The VMA is keeping a close eye on the election campaigns and will continue to support elected leaders that are good for the Port and Virginia’s Maritime Industry. President Kip Hinkle Committee Update

Vice Presidents Environmental Awareness Capt. J. William Cofer At the April 5th meeting of VMA’s Environmental Awareness Committee, Joseph A. Dorto presentations were given by both the Elizabeth River Project (ERP) and the Shirley G. Roebuck Virginia Port Authority (VPA). The ERP’s presentation covered accomplishments and future plans for cleaning the Elizabeth River and Executive Vice President industries involvement. The VPA’s presentation emphasized their efforts with & Secretary regard to Air Quality, Water Quality, Habitat Management and Creation, and Arthur W. Moye, Jr. Public Outreach. At the direction of VMA’s president, the chairman advised Treasurer the committee will become more active and of his intent to increase Judy M. Barrett membership participation on the committee.

Assistant Treasurer Stephen M. Carmel Towing and Barge Operators Staff Administrator VMA’s Towing and Barge Operators Committee met April 11th. The David C. White committee received updates on the development of regulations for the inspection of towing vessels as well as TWIC implementation.
