Taoyuan Aerotropolis Infrastructure Project and Taoyuan International Airport Terminal 3 Project TAIWAN The Taoyuan Aerotropolis Infrastructure Project, seen as a prime driver of Taiwan’s future economic development, is one of the biggest and most daring infrastructure projects ever conceived. It is designed to take full advantage of the island’s commercially strategic location with the Asia Pacific. The Aerotropolis will be a brand new city built on more than 4,000 hectares of land surrounding the Taoyuan International Airport. Dubbed the Gateway of Taiwan and to Asia, the Aerotropolis will serve as a logistics and trading hub to attract people, capital, goods and information. Advantages of Taoyuan The city Taoyuan is home of Taiwan Taoyuan International Airport and serve sas the national portal. Taiwan is ideally located in East Asia, being within four hours’ flight time to almost all major East Asian destinations such as Beijing, Shanghai, Singapore, Seoul and Tokyo. Taoyuan International Airport has seen steady growth in both inbound and transiting air passengers, and freight volumes as well. Arriving visitors will enjoy easy access to all cities with the High Speed Rail system and the new Airport Metro (MRT) linking Taipei Metropolitan area. Another advantage is that Taoyuan is home to nearly 30 industrial parks, and is in close proximity to Hsinchu’s vast high-tech manufacturing centers as well as New Taipei City’s industrial might. Combined with the nearby Port of Taipei, the Aerotropolis will be ideally located as a hub for logistics, transshipment, and time-sensitive manufacturing in the adjacent industrial parks. It is also one of the designated Free Economic Pilot Zones (FEPZ), allowing it to enjoy liberalized trade, immigration, and tax regulations to encourage investment and stimulate trade. Besides, Taoyuan will become the 6th city in Taiwan to have special lmunicipality status, after Taipei, Kaohsiung, New Taipei (Xinpei), Taichung, and Tainan, leaving 16 second-tier cities on the island. As a special municipality, Taoyuan will gain over NT$8 billion (US$267 million0 of additional income a year in the form of a higher allocation of tax revenue and subsidies from the central government. That will boost its annual budget to over NT$70 billion (US$2.33 billIion). Besides, with its population of over 2 million, Taoyuan is now the second highest source of tax revenue in Taiwan, after Taipei. It has led all other cities and counties in industrial output for the past nine years. The Taoyuan Aerotropolis Project http://www.tycg.gov.tw/aerotropolis/main.html Covering a total area of about 685 square kilometers and involving an estimated investment of NT$600 billion (US$20 billion), the Taoyuan Aerotropolis project now under planning is considered Taiwan’s biggest infrastructure project in half a century. Surrounding and including the existing Taiwan Taoyuan International Airport, the project calls for the construction of a wide variety of facilities, such as convention centers, theme parks, hottels, financial centers, and R&D centers, as wll as homes for 300,000 people. A new MRT line will connect the Aerotropolis with Taipei, greatly increasing travel conveniences, while another line will join the Aerotropolis with the MRT system being planned for Taoyuan City and Zongli city. At the same time, the addition of a third runway and third terminal on coastal marsh lands will significantly upgrade the airport itself. The project is expected to double Taoyuan’s economic output and expand Taiwan’s overall GDP by 10%. Dec. 2016: completion of land acquisition and start of construction Completion: 2023 Taoyuan International Airport Terminal 3 Project http://www.taoyuan-airport.com/english/terminal3 The Taiwan Taoyuan International Airport Terminal 3 Project (hereinafter referred to as T3 project) is one of the major Aerotropolis development projects. Based on construction scale and investment cost, it is the single largest project since decades. The "Implementation Plan for Taiwan Taoyuan International Airport Park" drafted by the Taoyuan Airport Corporation (hereinafter referred to as TAC) was approved by the Ministry of Transportation and Communications (MOTC) on June 28, 2012. The T3 project aims to create a world-class passenger terminal in Taiwan, and to provide the best quality services and passenger experiences. A consortium of Netherlands Airport Consultants B.V. (NACO), TY Lin International Taiwan, and Parsons Brinckerhoff International, Inc. was established in the beginning of 2013. The consortium’s Taiwan Branch has been selected to perform the planning and project management of the Terminal 3 Area Development. The initial planning features of T3 Project include: ●Design capacity of 45 million in Terminal 3 are planned to accommodate future total passenger capacity of 86 million (together with Terminal 1 & 2) in year 2042. ●26 Boarding Gates. ●Efficient taxiway and airside service road design. ●Convenient and clearly-indicated road traffic access. ●Terminal 2 and Terminal 3 are connected by MFB to create a mega terminal concept. ●A whole new commercial service concept. ●Design guideline based on Smart, Green, and Re-culture concept. The detailed design tendering process will commence upon approvals by the competent supervising and financing authorities, Ministry of Transportation and Communications. The plan is to start the tendering procedure in mid-2015. The project is slated for design and construction completion within 5 years. Request for Information (RFI) Seminar T3 project is currently undergoing review process for its Environment Impact Assessment (EIA) and the Key Construction Plan. To provide the most updated status of T3 planning to all interested parties and to facilitate the follow-up design tendering process, TAC will arrange a Request for Information (RFI) seminar for Detailed Design/Construction Supervision Consultant of Terminal 3 Development Project.
