Pakatan Harapan state chief, Ahmad Faizal Azumu, took on the mantle of the 12th Menteri Besar replacing Dato’ Seri DiRaja Dr Zambry Abd Kadir officially on May 12. He Fwas sworn in by Sultan Nazrin Muizzuddin Shah at Istana Iskandariah, Kuala Kangsar. The executive councillors, ten in all, took their oath of office on May 19 at the same venue. Executive councillors are equivalent to ministers at the federal level. Each state is allowed to nominate between six and 10 executive councillors and this is specified in the state constitution. They are given specific portfolios and the number may vary from councillor to councillor. The ones responsible for finance, local government, environment, foreign investments and sports (not necessarily in that order) have a heavy burden to shoulder considering the significance of these portfolios. Under the so called Perak Amanjaya Development Plan, some of the things that we have tried to do are the same things that I believe many others here are concerned about: first, balanced development and economic distribution between the urban and rural areas by focusing on developing small towns; second, poverty eradication regardless of race or religion so that no one remains on the fringes of society or is left behind economically; and, third, youth empowerment. Under the first one, the state identifies viable small- and medium-size companies which can operate from small towns. These companies are to be working closely with the state government to boost the economy of the respective areas. -

Moving on to indirect tax developments, the Royal Malaysian Customs Department (“RMCD”) has finally released details on what needs to be reported in the new item 15 (Other Supplies) in the GST Return. This represents a significant change and impacts in the January 2018 GST Return. You can read about it in more detail in our special alert. Here is some recent news that may interest you: The RMCD have identified more than 5,000 companies that were involved in GST fraud. These companies had collected GST but had not remitted the GST collected to the RMCD. The Director General, Datuk Seri T. Subromaniam stated that the RMCD had opened investigation proceedings against all the companies involved, with a number already charged before the court. He did stress, however, that the RMCD’s broader approach to taxpayers was through a customer-friendly strategy of ‘compliance through education’ as opposed to enforcement and punitive actions. -

Baharuddin School of Biological Sciences, University Sains Malaysia, 11800, Minden, Penang, Malaysia Abstract: Problem statement: Morphological characterization of Fusarium species which emphasize on microscopic and cultural characteristics are not sufficient to characterize Fusarium Oxysporum F. sp. Cubense (FOC) from banana as these characteristics could easily influence by environmental factors. As an alternative molecular methods were used to characterize and to assess genetic variation of FOC from different banana cultivars. Knowledge on the genetic variation is important to determine the genetic relationship between FOC isolates from different banana cultivars. Approach: Two PCR- based methods, Enterobacterial Repetitive Intergenic Consensus-PCR (ERIC-PCR) and restriction analysis of the Internal Transcribed Spacer and 5.8S regions (ITS+5.8S regions) were used to characterize Fusarium Oxysporum F. sp. Cubense (FOC) isolates from different banana cultivars. The genetic relationship of the FOC isolates were analyzed using Un-weighted Pair-Group Method with Arithmetic Averages (UPGMA) cluster analysis based on Jaccard Similarity Coefficient. Results: Restriction patterns of the ITS+5.8S regions using nine restriction enzymes namely, Alu I, Eco RI, Eco 88I, Bsu RI, Bsu 15I, Hin fI, Hin 6I, Msp I and Taq I and ERIC-PCR showed low variation among the FOC isolates studied, indicating close relationship among the isolates. Un- weighted Pair-group Method with Arithmetic Averages (UPGMA) cluster analysis based on Jaccard Similarity Coefficient showed that the FOC isolates were grouped into two main clusters with similarity value of 41.4-100% in PCR-RFLP of ITS + 5.8S and 45-100% similarity based on ERIC- PCR analysis, respectively.
