OBITUARY REFERENCES MR. CHAIRMAN: Hon. Members, I refer with profound sorrow to the passing away of Shri B.V. Kakkilaya, Shri Ranganath Misra, Shri Jagesh Desai, Shri B.P. Singhal, Shri B. Satyanarayan Reddy, Shri Anantray Devshanker Dave, Shri Kailash Pati Mishra and Shri K.C. Pant, former Members of this House and Shri Bal Thackeray. Shri B.V. Kakkilaya passed away on the 4th of June, 2012 at the age of 93 years. Born in April, 1919 at Kasaragod District of Kerala, he had his education at St. Aloysius’ College, Mangalore. A freedom fighter and a trade unionist, he actively participated in the Quit India Movement and was imprisoned several times. He worked for the upliftment of the farmers, the poor and backward communities and played a major role in bringing about land reforms in Karnataka. Shri B.V. Kakkilaya served as a Member of the Karnataka Legislative Assembly from 1972 to 1977 and again from 1978 to 1983. 1 now Tamil Nadu in this House from April 1952 to April 1954. He was also a prolific writer and had contributed several articles in journals and other publications. In the passing away of Shri B.V. Kakkilaya, the country has lost a veteran freedom fighter and an able parliamentarian. Shri Ranganath Misra passed away on the 13th of September, 2012 at the age of 85 years. Born in November 1926 in Khurda District, , he had his education at , and Allahabad University. A legal luminary, Shri Misra started his career as an advocate in Cuttack in 1950. He later became Judge of the High Court of Orissa from 1969 to 1980 and served as Chief Justice of that High Court from 1980 to 1983. He served as Judge of the from 1983 to 1990 and rose to become the and held the post from October, 1990 to November, 1991. Shri Ranganath Misra served as the first Chairman of the National Human Rights Commission from 1993 to 1996. He also served as Chairman of the Committee for Implementation of Legal Aid Schemes in 1985 and of the Central Sanskrit Board. He was also Chairman of the National Commission for Religious and Linguistic Minorities from 2005 to 2007 and was a Member of the Permanent Court of Arbitration, the Hague. Shri Ranganath Misra represented the State of Odisha in this House from July, 1998 to July, 2004 and was Chairman of the Committee on Ethics from April, 2002 to July, 2004. In the passing away of Shri Ranganath Misra, the country has lost an eminent jurist and a distinguished parliamentarian.

2 Shri Jagesh Desai passed away on the 4th of October, 2012, at the age of 86 years. Born in February, 1926 in Panchmahal District of Gujarat, he had his education at the College of Commerce, Baroda. A Chartered Accountant by profession, he participated in the freedom movement and was imprisoned during the Quit India Movement in 1942. Shri Desai started his legislative career as a Member of the Maharashtra Legislative Assembly and served in that capacity from 1972 to 1978. He served as Minister of State for different Departments in the Government of Maharashtra from February, 1975 to March, 1978. Shri Jagesh Desai represented the State of Maharashtra in this House for two terms from April, 1984 to April, 1990 and again from April, 1990 to April, 1996. He served as a member on the Panel of Vice-Chairmen, Rajya Sabha from 1987 to 1989, and again from July, 1992 to November, 1992. Shri Desai also served as the Chairman of the Committee on Government Assurances, from July, 1990 to October, 1991 and of the Committee on Subordinate Legislation from October, 1991 to November, 1992. He also served as Vice-Chairman of the Committee on Political Questions, Disarmament and Security of the Inter- Parliamentary Union. In the passing away of Shri Jagesh Desai, the country has lost a veteran freedom fighter, an able administrator and a distinguished parliamentarian. Shri B.P. Singhal passed away on the 5th of October, 2012, at the age of 80 years. Born in March, 1932 at Lucknow, Uttar Pradesh, he was educated at Chandausi (Moradabad), Udaipur, Rajasthan and Allahabad University. A civil servant, Shri Singhal served in several important capacities during his career in the Indian Police Service as Zonal Inspector General, Principal of Police Training College, Director General of Police, Director

3 General of Civil Defence, Commandant General (Home Guards) and National Chief of Fire Services, Government of India. He also served as Chairman of the Central Board of Film Certification (CBFC), Mumbai from 1990 to 1991. He was a recipient of Indian Police Medal for Gallantry, Indian Police Medal for Meritorious Services and the President's Police Medal for Distinguished Service. He also had publications to his credit. Shri B.P. Singhal represented the State of Uttar Pradesh in this House from July, 1998 to July, 2004. In the passing away of Shri B.P. Singhal, the country has lost a distinguished civil servant and an able parliamentarian. Shri B. Satyanarayan Reddy passed away on the 6th of October, 2012, at the age of 85 years. Born in August, 1927 in Mahboobnagar District of Andhra Pradesh, he was educated at Nizam College and Osmania University, Hyderabad. A lawyer by profession, Shri Satyanarayan Reddy participated in the "Quit India Movement" of 1942 at the young age of 14 years and also organised Satyagrah Movement against the Nizam's Rule and was imprisoned. Shri B. Satyanarayan Reddy represented the State of Andhra Pradesh in this House for two terms, from April, 1978 to April, 1984 and again from April, 1984 to February, 1990. He served on the Panel of Vice-Chairmen, Rajya Sabha from 1988 to 1990. Shri Reddy served as Governor of Uttar Pradesh from February, 1990 to May, 1993 and as Governor of Odisha from June, 1993 to June, 1995. In the passing away of Shri B. Satyanarayan Reddy, the country has lost a veteran freedom fighter, an able administrator and a distinguished parliamentarian. Shri Anantray Devshanker Dave passed away on the 7th of October, 2012, at the age of 74 years. Born in May,

4 1938 in Kutch District of Gujarat, he was educated at Gujarat University. A Lecturer by profession, Shri Dave worked for the uplift of the poor and downtrodden sections of the society. He was also associated with various social, cultural and educational organisations. Shri Dave also served as a Member of the All India Animal Welfare Board from 1994 to 1995. Shri Anantray Devshanker Dave started his legislative career as a Member of the Sixth from 1977 to 1979. He represented the State of Gujarat in this House for two terms from April, 1990 to April, 1996 and again from April, 1996 to April, 2002. In the passing away of Shri Anantray Devshanker Dave, the country has lost a noted social worker and an able parliamentarian. Shri Kailash Pati Mishra passed away on the 3rd of November, 2012, at the age of 86 years, after a prolonged illness. Born in October, 1926 in Bhojpur District of Bihar, he was educated at H.P.D. Jain College, Arrah. A freedom fighter and a noted social worker, he was imprisoned during the ‘Quit India Movement’. Shri Mishra was also associated with various social welfare organizations and also had publications to his credit. Shri Kailash Pati Mishra started his legislative career with the membership of the Bihar Legislative Assembly from 1977 to 1980. He also served as Minister of Finance in the Government of Bihar from June, 1977 to February, 1980. Shri Mishra served as Governor of Gujarat from May, 2003 to July, 2004, and also held additional charge of Governor of Rajasthan from September, 2003 to January, 2004. Shri Kailash Pati Mishra represented the State of Bihar in this House from April, 1984 to April, 1990.

5 In the passing away of Shri Kailash Pati Mishra, the country has lost a veteran freedom fighter and an able parliamentarian. Shri K. C. Pant passed away on the 15th of November, 2012, at the age of 81 years. Born in August, 1931 in Nainital District of Uttarakhand, he was educated at St. Joseph’s College, Nainital and Lucknow University. A social worker, Shri K. C. Pant was actively involved in welfare work of tribal people and was associated with a number of educational institutions. Shri Pant was a founder Member of the Institute of Constitutional and Parliamentary Studies. He was the Vice-President of the Indian Council for Africa, the first Vice-Chairman of the Human Rights Commission in 1966 and Co-Chairman of the Indo-Polish Commission in 1976. Shri Pant represented India in the international fora on various occasions and had also led several Indian delegations to the United Nations and various International Conferences. Shri Pant started his Parliamentary career as a Member of the Third Lok Sabha and was also a Member of the Fourth, Fifth and Eighth Lok Sabha. He represented the State of Uttar Pradesh in this House from April, 1978 to April, 1984. Shri Pant held several portfolios in the Union Council of Ministers, between 1967 and 1989, including Education and Defence. He served as the Leader of the House in the Rajya Sabha from 1979 to 1980 and as the Deputy Chairman of the Planning Commission from February, 1999 to June, 2004. He was also the Chairman of the Tenth Finance Commission. In the passing away of Shri K. C. Pant, the country has lost an able administrator and a distinguished Parliamentarian.

6 Shri Bal Thackeray, founder of the Shiv Sena party, passed away on the 17th of November, 2012, at the age of 86 years. Born in January, 1926, Shri Thackeray started his professional career as a cartoonist with the English language daily ‘The Free Press Journal’ in Mumbai and played a key role in the Statehood movement for Maharashtra. In 1960, he launched his own satirical weekly ‘Marmik’. He founded the Shiv Sena in 1966 to espouse the cause of local people in the State of Maharashtra and worked for the overall development of the State. He also founded the Marathi language newspaper ‘Saamna’ in 1989. In the passing away of Shri Bal Thackeray, the country has lost a charismatic personality and Maharashtra, in particular, a leader who always strived to inculcate a sense of pride amongst his followers. We deeply mourn the passing away of Shri B.V. Kakkilaya, Shri Ranganath Misra, Shri Jagesh Desai, Shri B. P. Singhal, Shri B. Satyanarayan Reddy, Shri Anantray Devshanker Dave, Shri Kailash Pati Mishra, Shri K.C. Pant and Shri Bal Thackeray. (One minute's silence was observed as a mark of respect to the memory of the departed.) ______(i) Reference to the Victims of Superstorm Sandy in United States of America MR. CHAIRMAN: Hon. Members, as you are aware, more than 100 persons were reportedly killed and several others were injured, when Superstorm Sandy struck the East Coast of the United States of America, on the night of the 29th and 30th of October, 2012. The Superstorm caused extensive damage to houses, property, infrastructure and widespread power outages.

7 I am sure the whole House will join me in conveying our deep condolences and sympathy on the losses suffered by the friendly people of the United States. The people of India stand in solidarity with the people of the United States in their hour of grief. (ii) Reference to the Victims of Cyclone Nilam in Tamil Nadu and Andhra Pradesh Hon. Members, about 55 persons were reportedly killed, several others were injured and five persons are reportedly missing, when Cyclone Nilam struck coastal Tamil Nadu and Andhra Pradesh on the 31st of October, 2012. (iii) Reference to the Victims of Stampede during Chhat Puja in Patna, Bihar Hon. Members, as you are also aware, more than 15 persons, mostly women and children, were reportedly killed and several others were injured, when a makeshift bridge caved in triggering a stampede during Chhat Puja at Adalatganj Ghat on the banks of River Ganga in Patna, Bihar, on the 19th of November, 2012. The loss of so many innocent lives is very tragic and unfortunate. I am sure the whole House will join me in expressing our heartfelt sympathy and concern for the families of those who lost their near and dear ones in these tragic incidents and pray for the speedy recovery of the injured. (One minute's silence was observed as a mark of respect to the memory of those who lost their lives in these tragedies.)
