Thank you for your correspondence dated 25 May 2015 regarding a perceived lack of consultation on the proposed City of Act.

I am advised that the Minister for Local Government wrote to you in April 2015, noting the Department of Local Government and Communities would be in contact to discuss transition provisions affecting the City of Subiaco. Departmental officers made several attempts during May 2015 to contact the City of Sub/aco's Chief Executive Officer to arrange a consultation meeting prior to the introduction of the Act. 1 understand the Minister for Local Government also wrote to you on 12 June 2015, responding to Subiaco's calls for a poll of electors on the changes to Subiaco's boundaries.

The change to the City of Perth's boundaries will create a bigger and stronger capital city. The University of Western Australia, new Perth Children's Hospital and Queen Elizabeth 1I Medical Centre will also be brought into the one local government district, creating a world-class medical and academic precinct. This makes good sense from a planning and tourism point of view, and will lay the foundations for a city that can be more responsive to the demands ofa growing State.

Whilst I recognise the Subiacosouth ward residents' identification with the City of Subiaco, they will continue to reside in the same suburb and have the same access to local groups, parks and gardens, and other facilities as they do now.

Thank you for your letter dated 26 February, which together with the Department's 'Reform update' of 11 March will be referred to the next meeting of Council on 24 March.

The Acting CEO and I also appreciated the visit last week from Jennifer Mathews and Nick Sloan to discuss the City of Perth Act. Unfortunately, they were not willing to leave a copy of the plan indicating the proposed revised boundaries affecting both ourselves and Nedlands, which in turn raises the matter of the nature of the consultation process your office and/or the Department are intending to conduct with the affected residents and the communities.

With the lessons learned from the reform process, there is a need for a collaborative and consultative approach to the changes implicit in the proposed City of Perth legislation and at our meeting at Parliament House on 19 February you indicated this would occur.

Could you please, as a matter of some urgency, let us know how and when this will occur, as this Council has the expectation there will be a process as promised - and ahead of the legislation coming before Parliament - to engage the affected local governments and their communities, and take account of their views.

PROPOSED CITY OF PERTH ACT

The Council has welcomed the recent announcement by the Premier and yourself that mergers would not be proceeding unless both parties agree. It has also reiterated its position and desire to remain as an independent and sustainable local government.

However, the proposed City of Perth Act raises further issues for both Subiaco and the wider community. At its meeting held on 24 February 2015, the Council resolved to write to all members of Parliament to seek their SUppOl1 to ensure that Kings Park is exempted from being included in any proposed "City of Perth Act", and that any loca! government affected by boundary changes is entitled to a Dadour Poll.

The City looks forward to receiving your response and views, which win be referred back to the Council.

I note your comment that consultation on the Act is yet to occur. I am advised that officers of my Department of Local Government and Communities made several attempts to arrange a meeting with the City of Subiaco's Chief Executive Officer, Mr lan Hill, to discuss the content of the Act prior to its introduction to Parliament.

I recognise the concerns of Subiaco's South Ward residents and appreciate their loyalty to, and identification with, the City of Subiaco. As you may be aware, the Local Government Act 1995 only allows for a poll where there is to be an amalgamation of local governments, not in the case of a boundary change. However, I am confident that the City of Perth will continue to provide a level of service to meet the expectations of all its ratepayers.

Further to our previous correspondence, and also to discussions with the Hon Bill Marmion M LA, I am pleased to enclose the key details of a survey of residents commissioned by the City. You will see that this indicates that 65% would prefer to stay with Subiaco, 16% prefer the City of Perth, and 19% have no preference or are unsure.

The survey results are conclusive and compelling. We are hopeful that you and the Government will now act on the steps outlined in my letter of 25 May, that is a case for change is made and communicated and there is a poll conducted to provide affected residents the opportunity to vote on the matter.
