DX323 Introduction Phillip Osborne Collier RECORDS OF PHILIP OSBORNE COLLIER (PHOTOGRAPHER) Accession no: DX323 Introduction Phillip Osborne Collier (1881-1979) was a commercial photographer and postcard publisher working in Reading from around 1905. He formed a partnership for some years with fellow photographer Eric Guy during the 1920s. Collier worked prolifically, and seems to have destroyed many of the negatives he created at some time before 1945. Many more were destroyed after his death. Those that survived were purchased by the Rural History Centre from his daughter in 1983. Many postcards produced by Collier from these negatives survive, principally in the hands of private collectors. The negatives are arranged into three main series. The “early series” of half plates date from 1905 until the mid-1930s and are arranged by location (E1-266). The “late series” of quarter plates date from the mid-1930s until the 1960s and are also arranged by location (L1-87). Miscellaneous (non-topographical) items are arranged by subject (M1-34). Collier’s original numbers are given in round brackets and have been used to date items in many cases. The system of dating was devised by David Collins by comparing Collier’s serial numbers with postmark dates on surviving postcards. There are no original prints or postcards in this collection, but items are printed systematically to form an archive set (P1). A number of duplicate or receipt books survive (P2-): these record sales of calendars and other goods by Collier. An additional 130 car parking spaces will be provided within AWE Burghfield and the construction enclave accessed from Pingewood Gate, with a further 138 provided within existing areas accessed from the Main Gate.     Appendix 3 Formal Resolution Council Taxes for the year ending 31 March 2022 1. The recommended council tax requirement for the Borough Council’s own purposes (and excluding Parish precepts) is £8,756,147 2. It be noted that the Section 151 Officer (Executive Director of Corporate Services) on 08 January 2021 calculated the Council Tax Base for 2021/22 for the whole Borough area as 66,627.2 (Item T in the formula in Section 31B of the Local Government Finance Act 1992) and, for dwellings in those parts of its area to which a Parish precept relates as per Appendix 2 (column 3). 3. That the following amounts be now calculated by the Council for the year 2021/22 in accordance with Sections 31 to 36 of the Local Government Finance Act 1992 and subsequent regulations: (a) £142,474,348.00 being the aggregate of the amounts which the Council estimates for the items set out in Section 31A(2) of the Act taking into account all precepts issued to it by Parish Councils. (b) £132,169,900.00 being the aggregate of the amounts which the Council estimates for the items set out in Section 31A(3) of the Act. (c) £10,304,448.00 being the amount by which the aggregate at 3(a) above exceeds the aggregate at 3(b) above, calculated by the Council in accordance with Section 31A(4) of the Act as its council tax requirement for the year.     WOKINGHAM BOROUGH COUNCIL YEAR BOOK 2018 / 2019 WOKINGHAM BOROUGH COUNCIL COAT OF ARMS Interpretation of the Arms The shield combines the principal topographical and historical features of the Borough. The main surface of the shield indicates the former, while the latter are represented in the top portion or "chief". Three white waves and two green ones, each resembling an initial W, suggest the undulating farmlands and rich woodlands enclosed by the Thames, Loddon and Blackwater rivers. The royal stag's head, similar to that in the arms of Windsor and that of the complete stag in the arms of Berkshire and Wokingham, refers to the situation of large parts of the Borough in the ancient Royal Forest of Windsor. In the chief, the pastoral staves refer to the Sees of Winchester and Salisbury, the former held the whole of the Hundred of Wargrave and the Bishop of Salisbury had a Palace at Sonning. The mitre refers to the mitred Abbey of Abingdon which has links with the Borough over a thousand years old, and to the ancient Saxon bishopric said to have existed at Sonning. The background is red, as is the upper part of the arms of Reading University, whose site is within the area at Earley. Above the shield is the closed helm proper to civic arms, with its decorative mantling or tournament cloak in the basic colour of the shield, green and white. Upon the helm stands the crest, the base of which is the special type designed for Rural Borough Councils and consisting of wheatears and acorns alternately, representing agriculture and natural beauty.
