KAMALA HARRIS: THE ANTI-BUSINESS LIBERAL FROM SAN FRANCISCO and Steve Cooley share similar titles but very different records, priorities and values as prosecutors and candidates for California Attorney General. Harris is derided in law enforcement circles for the extremely liberal policies she’s pursued as San Francisco District Attorney. Harris has also shown she’s very liberal when it comes to business and economic issues. Given the vast powers of the Attorney General’s office – considered second only in importance to the Governor– this is a very dangerous combination.

HARRIS CAMPAIGNING ON TARGETING BUSINESSES

The Attorney General’s office possesses sweeping authority and discretion regarding the pursuit of litigation and enforcement of regulations and state laws. Kamala Harris is making the aggressive enforcement of AB 32 and resulting regulations – many of which are still being developed - as the centerpiece of her AG campaign.

Harris has taken strong positions in support of AB 32, Prop. 65 and CEQA enforcement. Her own website lays out her plans to more aggressively use criminal laws and partner with “private citizens” and environmental groups to launch litigation.

As Attorney General, Steve Cooley will prosecute those who prey on consumers or endanger the public’s health and damage our environment. That’s what he’s done as Los Angeles County District Attorney. Cooley believes that California’s current unemployment crisis and the exodus of businesses to other states and countries requires state officials to reduce unreasonably burdensome business regulations and make job creation a top priority.

HARRIS STRONGLY SUPPORTS TAX INCREASES AIMED AT BUSINESS In 2008, Kamala Harris signed a ballot argument in favor of Proposition N, which raised taxes on commercial property sales. The measure was estimated to raise an additional $29 million annually for the City and County of San Francisco.

In 2008, Harris also signed a ballot argument in favor of Proposition Q. The measure expanded the types of businesses and other entities which are subject to the payroll tax to include partnerships, LLCs, and professional corporations, among others. This measure was estimated to bring in an additional $10.5 million in tax revenue annually.

AMBITION vs. EXPERIENCE

Steve Cooley is a 37-year career prosecutor who also served 6 years as a former reserve police officer. He is running for Attorney General to be Attorney General, and not use it as a political stepping-stone for another office. Steve Cooley serving as California’s chief law enforcement officer is the culmination of a career dedicated to public safety and making government more accountable to citizens.
