Kukutschka, [email protected] Date: 14 January 2019 This Helpdesk Answer looks at how corruption and populism interlink. First, it provides an overview of the different definitions of populism, all of which point to the fact that populism, as a political ideology and as a style of political communication, divides society into two groups: the people and the “elites”. Second, it explains how corruption becomes an inherent part of populist rhetoric and policies: populist leaders stress the message that the elites works against the interest of the people and denounce corruption in government in order to stylize themselves as outsiders and the only true representatives of the people’s interest. While the denunciations of corruption can often be considered valid, populist leaders rather than effectively fighting corruption use the populist rhetoric as a smoke screen to redistribute the spoils of corruption amongst their allies. In many cases populism even facilitate new forms of corruption. Finally, the answer uses examples from Hungary, the Philippines and the USA to show how corruption and populism relate to one another. © 2019 Transparency International. All rights reserved. Chapter 1 Russia’s Soft Power Projection in the Middle East Anna L. Borshchevskaya Political scientist Joseph S. Nye Jr. defined soft power as “the ability to get what you want through attraction rather than coercion or payments. It arises from the attraction of the country’s culture, political ideals, and policies. When our policies are seen as legitimate in the eyes of others, our soft power is enhanced.”1 For a state to be successful, according to Nye, hard power is necessary; but it is also important to shape long-term preferences of others and project values. Soft power projection helps at- tract partners and allies.2 Historically, the Kremlin always emphasized hard power. During the Soviet era, the following phrase encapsulated so many aspects of Soviet life it became a trope: “If you don’t know, we will teach you; if you don’t want to, we will force you.”3 In more recent history, Moscow has focused on hard power projection; the brutal suppression of Chechnya’s struggle for independence, the 2008 war with Georgia, the 2014 annexation of Crimea from Ukraine, and the 2015 military intervention in Syria to save Syrian dictator Bashar al-Assad all highlight Moscow’s preference for hard power. Indeed, in private conversations, Western policymakers often argue that Russia has no power to attract. The Kremlin has yet to treat its own citizens well—let alone those of other countries. An oft-cited exam- ple of Moscow’s inability to attract is that generally people do not dream of immigrating to Russia; rather, they tend to dream of immigrating from Russia to developed democracies, contributing to Russia’s brain drain. -

The Russia You Never Met MATT BIVENS AND JONAS BERNSTEIN fter staggering to reelection in summer 1996, President Boris Yeltsin A announced what had long been obvious: that he had a bad heart and needed surgery. Then he disappeared from view, leaving his prime minister, Viktor Cher- nomyrdin, and his chief of staff, Anatoly Chubais, to mind the Kremlin. For the next few months, Russians would tune in the morning news to learn if the presi- dent was still alive. Evenings they would tune in Chubais and Chernomyrdin to hear about a national emergency—no one was paying their taxes. Summer turned to autumn, but as Yeltsin’s by-pass operation approached, strange things began to happen. Chubais and Chernomyrdin suddenly announced the creation of a new body, the Cheka, to help the government collect taxes. In Lenin’s day, the Cheka was the secret police force—the forerunner of the KGB— that, among other things, forcibly wrested food and money from the peasantry and drove some of them into collective farms or concentration camps. Chubais made no apologies, saying that he had chosen such a historically weighted name to communicate the seriousness of the tax emergency.1 Western governments nod- ded their collective heads in solemn agreement. The International Monetary Fund and the World Bank both confirmed that Russia was experiencing a tax collec- tion emergency and insisted that serious steps be taken.2 Never mind that the Russian government had been granting enormous tax breaks to the politically connected, including billions to Chernomyrdin’s favorite, Gazprom, the natural gas monopoly,3 and around $1 billion to Chubais’s favorite, Uneximbank,4 never mind the horrendous corruption that had been bleeding the treasury dry for years, or the nihilistic and pointless (and expensive) destruction of Chechnya. -

LONDONGRAD IN THE UK QUALITY PRESS: A CRITICAL DISCOURSE ANALYSIS How do UK newspapers employ the term Londongrad and how has this changed over time and between different newspapers? by Ben Dukes s1424181 A Thesis Submitted in Partial Fulfilment of the Requirements for the Degree of Master of Arts in Russian and Eurasian Studies at Leiden University (Universiteit Leiden) June 2015 1 Abstract This thesis examines the use of the word Londongrad in four British national newspapers and draws extensively upon the approach to Critical Discourse Analysis (CDA) outlined by Richardson [2007]. The study compares the use of Londongrad in a sample of articles from two time periods: 2005-8 and 2011-14, defining how it is used and how its use has changed over time, with reference to wider social, political and cultural contexts. Results indicate that Londongrad is particularly prevalent in the right-wing press, and that its use has become more prominent over time. The thesis puts forward the argument that Londongrad lacks concrete definition but carries implicit meaning that allows for the reinforcement of negative stereotypes with regard to Russian activity in the UK. The Hard-Earned Integration of the East in the World Economic System Silviu Brucan orld socialism was a subsystem of the world-system and as such Wcould not run deeper than the system of which it was a part. Had Lenin realized the workings of the world economic system, he would have concluded that Russia had no chance whatsoever to build an antisystemic economy in the midst of an overpowering world capitalist system. In his earlier writings, Lenin had a glimpse of that reality, hoping that another socialist revolution would break out in Germany, bailing out the Russian one. Instead, as his dream failed to materialize he began a desperate enter- prise: socialism in one country. In retrospective, I venture to say that the pervasive power of the world- system expressed itself in the fact that Lenin and Stalin, unconsciously, conceived both socialist society, as well as the future communist society, within the limits of the industrial system, which historically belongs to the capitalist epoch. This began when Stalin presented industrialization as the goal of socialism (industrialization being essentially a capitalist operation), and ended with Lenin’s defi nition of communism “Soviets plus electrifi cation,”and Stalin’s threshold to communism expressed in terms of millions of tons of pig iron, steel, coal and oil B both indicating the limit of their historical perspective within the industrial system. Never did they formulate a new type of productive forces that would usher in the formation of a postcapitalist society, remaining intellectual prisoners of the industrial system. Silviu Brucan Str. In the past few years, 11 presidents and former presidents in Latin America have been forced from June S. Beittel, office, jailed, or are under investigation for corruption. As in previous years, Transparency Coordinator International’s Corruption Perceptions Index covering 2018 found that the majority of Analyst in Latin American respondents in several Latin American nations believed that corruption was increasing. Several Affairs analysts have suggested that heightened awareness of corruption in Latin America may be due to several possible factors: the growing use of social media to reveal violations and mobilize Peter J. INTRODUCTION Russian outward foreign direct investment (OFDI) has expanded rapidly during the years 2000. The country has become the leading foreign inves- tor among the BRIC countries (Figure 1), but the global crisis led to a spec- tacular retreat since 2008. The rise of multinational companies from non- triadic countries has attracted growing attraction in the recent period (see Goldstein, 2007 for a review), but the Russian case has been somewhat neglected, given the scale and the speed of the phenomenon. It is also highly original as far as the sectoral concentration of these FDI is concer- ned. After the oil and gas sector, metallurgy is the second sector to parti- cipate to this foreign expansion (Liuhto and Vahtra, 2007; Kalotay, 2008; Skolkovo, 2008).
