Uned Rhyddid Gwybodaeth / Freedom of Information Unit Response Date: 18/01/2018 2018/023 - Motoring In response to your recent request for information regarding; Can I have the number of people who were stopped by police for undertaking on the A55 for each of the last 5 calendar years? Please see attached previous response 11/18. Can I have a list of the highest speeds recorded by officers on the A55 in the last 5 calendar years for car users, motorcyclists and lorries? Highest annual speeds recorded by Traffic Officers: 2013 – 122 mph 2014 – 130 mph 2015 – 137 mph 2016 – 132 mph 2017 – 132 mph Our information is set up and searchable for our policing purposes. To obtain breakdown by vehicle type isn’t recorded on our system, therefore to retrieve the data would involve manually reviewing each record to establish the type of vehicle then identify the highest speeds for each type. The cost of providing you with the information is above the amount to which we are legally required to respond i.e. the cost of retrieving the information exceeds the ‘appropriate level’ as stated in the Freedom of Information (FOI) Fees and Appropriate Limit regulations 2004. Therefore, in accordance with the FOI Act 2000 the information you have requested is exempt under Section 12 (1), and this letter acts as a Refusal Notice under section 17 (5) of the legislation. Can I have the number of drivers stopped by officers for driving too slowly in each of the last five calendar years, how many of these lead to charges being made? No tickets have been issued during 2013-2017 for the offence of “Drive a motor vehicle on a road and fail to maintain temporary minimum speed limit”. For each case please give details of the date and location of the incident, as well as the value of the fine/penalty - with the figures broken down for 2017, 2016, 2015, 2014, 2013. • How many prosecutions have there been in relation to middle lane hogging? Please give details of date, location and result - with the figures broken down for 2017, 2016, 2015, 2014, 2013. • I understand ‘middle lane hogging’ comes under the careless driving/due care and attention offence which also includes tailgating. If it is not possible to stipulate individually (i.e. middle lane hogging) then please provide figures for each of the above questions under this overarching charge. Clarification On the basis that you are unable to supply information on middle lane hogging then I would like to proceed with the FOI under the careless/inconsiderate driving offence. Please can you provide details such as date, location, fine/penalty and result - with the figures broken down for 2017, 2016, 2015, 2014, 2013. It was proposed and seconded that 'matters arising from the minutes' should be a specific item on the agenda. Matters arising from the minutes: (a) Events The Motorcross dates had been confirmed (b) Fairbourne Emergency Telephones Following a review along the coast, it was highlighted that the use of emergency telephones was low.

This includes servers, CRM licences etc. Every Authority and Health Board that uses the system must contribute towards the amount of £1.93m based on a formula, with Welsh Government contributing over £600k. HIGHWAYS AND MUNICIPAL Cap 2 Flare to deal with gases on the Cilgwyn For the past 15+ years, the site's landfill gas control was 60,600 landfill site contracted externally, by now the gas control is managed internally again. The volume and standard of gas has reduced to a level where only a low calorific gas flare has the ability to sufficiently control the remaining gas. It is intended to purchase specific equipment to burn poor quality landfill gas - this is the best technique available to control and deal with poor land quality / volume of landfill gas effectively. Cap 3 Dolgellau Workshop Inspection Pit Vehicle inspection facilities have deteriorated substantially at the 65,000 Depo, which creates a risk of injury and service continuation in the Meirionnydd area. Therefore, an application is made to purchase two specific inspection pits for the workshop in order to safeguard our staff and to ensure service continuation. ECONOMY AND COMMUNITY Cap 4 Community Support Fund (Cist CIST Gwynedd provides revenue and capital grants to voluntary 50,000 Gwynedd) groups across the county to develop and realise comunity projects.

It is fully up to date therefore the notation from the Internal Auditor is fulfilled. It was shown to the Councillors’, approved by Cllr Thomas and seconded by Cllr Woolley. An email and been sent to all Councillors’ regarding the non-attendance of Lisa Goodier and Emyr Gareth and the explanation as to why they were not attending. All Councillors’ confirmed that they had received the email. The Clerk confirmed that an inspection of the Playpark had been booked for June with ROSPA.
