That is that the Military Sea Transportation Service has been competing with privately-owned shipping for years through its operation of dry cargo, tanker and passenger ships. Furthermore the Commission's findings bear out another well-known situation, that MSTS does its job at far greater cost than it could be done by private operators. This is true in face of the fact that wages and conditions on private ships are'superior all ai'ound to those on MSTS ships. Since these conditions are well-known to everybody in thp industry, in the administration and in Congressional quarters that deal with the merchant marine, there seems to be no reason why immediate action could not be taken to change matters.
