3.125(a) FACILITIES, GENERAL. The following items are in need of removal, replacement or repair:

* There is a deteriorated support plank over the holding area for the elk/bison. The wood has rotted and the plank is no longer structurally sound. This damaged wood could collapse and cause injury to the as well as the keepers while they are in this area. This plank must be replaced to maintain structural strength and to protect the animals and keepers from injury for their health and well-being.

* There is a hole in one plank of the wooden bison chute. This damaged plank is located at the lower portion of this chute. The damaged plank must be replaced to maintain the structural strength of the chute in order to appropriately contain the bison while they are present in this chute.

3.131(d) SANITATION.

Raccoons are gaining entrance into the rafter area of the bison/elk building. There is an opening in the building wall, adjacent to the outdoor catwalk, that is large enough for raccoons to enter. This opening must be closed off to prevent the raccoons from gaining entrance into the building. Additionally, a method to prevent them from congregating on the catwalk in front of this opening should be established. A safe and effective program for the control of mammalian pests shall be established and maintained to deter raccoons from defecating in these areas to eliminate disease hazards.

However, during this inspection, a lump the size of a tennis ball was observed on his lower, left jaw. According to the keeper, this lump was observed to be much smaller a few days ago but has now increased in size. This deer must be seen by the attending veterinarian to determine was is causing the swelling and address the issue.

3.53(a)(1) PRIMARY ENCLOSURES. The rabbit hutch is divided into 4 sections. The two sections that are facing the pot bellied pig enclosure, have a coated wire that divides the two enclosures. This wire is no longer secured at the base.

The enclosure housing one rabbit, facing the chicken coop, has broken and protruding wires on the dividing wall as well as on the floor. These broken and protruding wires could harm the rabbit's feet. Broken and damaged wiring must be replaced to protect the rabbits from injury.

3.81 REPEAT ENVIRONMENT ENHANCEMENT TO PROMOTE PSYCHOLOGICAL WELL-BEING. The facility still has a singly housed Bush Baby. The environment has been enriched and the animal is receiving human interaction. However, a written program for environmental enhancement has still not been documented or reviewed by the attending veterinarian. The facility must document and follow a plan for environmental enhancement to ensure that the Bush Baby is receiving appropriate enrichment for his health and well-being.

CHAIN-LINK PERIMETER FENCE

A section of the perimeter fence, directly behind the two pot bellied , is severely damaged due to a large, fallen tree. The fence fabric is down and the top rail is bent. The other end of the top rail is lifted upward and no longer attached to the perimeter fence that is still intact. This fence must be repaired in order to keep unwanted animals and persons out and to maintain structural strength.

ALPACA/DONKEY/MINI HORSE ENCLOSURE

1. Curling wire mesh on all of the enclosure fences.

2. Rotted bottom split rail.

3. Another bottom split rail is detached from its post because it is not long enough to reach the other fence post.

4. Detached top split rail, adjacent to the exterior wall of the feed room.

5. Rotted wooden top rail on the fence that divides the alpaca and empty steer enclosures.

6. Broken stockade fence panel in rear enclosure. (across from pot bellied pig)

7. The gate leading into the rear enclosure is severely deteriorated and falling apart.

8. Chicken wire around a tree has broken, protruding wires present that could harm the animals.

9. One metal garden stake is protruding from an old stump that is present inside of this enclosure. This stake is a hazard to the donkeys, alpacas and horses housed therein.

SINGLY HOUSED POT BELLIED PIG (CHAPMAN)

1. Previous damages to the shelter have been repaired. However, on the far side of the shelter building, the base of the wall has rotted. Additionally, the base below this damaged wall is also rotted. This damage this side wall and foundation in disrepair.

WATER FAUCET ADJACENT TO THE PIG ENCLOSURE

Faucet is still leaking and leaving pooling water on the ground.

2 LARGE GOATS (NEW ENCLOSURE)

1. The base of the primary enclosure fence, adjacent to the enclosure housing two pigs, has been raised up due to a fallen tree. The root of this tree has lifted the bottom of the enclosure fence fabric thus leaving a gap large enough to allow unwanted animals to enter the enclosure.

1. The barbed wire at the top of the enclosure is no longer secured. Additionally, the metal arms that hold up the barbed wire have detached from fence posts and are now dangling.

2. A large section of wood is lying in this enclosure, across the raised roots of the fallen tree. The goats have access to this area.

3. The fallen tree is still alive. However, the top of tree is at least one foot away from the top rail of the rear of this primary fence. The tree should be addressed before further damage occurs to the enclosure fences.

Damaged items must be repaired and/or removed and miscellaneous items must be removed from all enclosure to protect the animals from injury and to maintain the entire facility in good repair.

3.129(b) REPEAT FEEDING. 2 LARGE GOATS (NEW ENCLOSURE)

The salt block is covered in grime and the mineral block has feces on the top. Both blocks are kept inside of a rubber container. When both blocks were lifted up it appeared that both were sitting on top of some type of organic material. These contaminated blocks must be removed and replaced. The feed container must be cleaned, sanitized and placed in the enclosure in such a way that minimizes contamination for the health of the goats.

3.131(c) REPEAT SANITATION. HOUSEKEEPING. Premises (buildings and grounds) shall be kept clean and in good repair.

Lighting has been provided in the hay room. However, the following items are in need of repair, replacement or removal:

1. All of the ceiling tiles, in the barn feed room, are water damaged and sagging. These damaged ceiling tiles are no longer attached to the framework.

2. The fluorescent light fixture cover has water stains. Additionally, this same cover has a large accumulation of rodent dropping present.

3. A non-functioning video camera has detached from its base and is dangling precariously over "Snickers" the goat's enclosure.

4. Spilled liquid and food were present on the floor of the refrigerator in the barn's feed room.

5. There is a large hole in one window pane on the side of the barn facing the alpaca enclosure. Several shards of glass were found on the ground inside of the enclosure.

Repairs must be made and damaged items must be removed and/or replaced to protect animals from injury and to maintain the facility in good repair. Soiled items must be cleaned and sanitized for the health of the animals.

Pest control.

FEED STORAGE ROOM

Several live worms were observed beneath a feed bag that was stored on the floor. Rodent droppings were also observed on the floor around the feed bags and pallets. Rodent bait bags are present and being utilized, as evidenced by the rodent droppings surrounding them. However, rodent droppings must be removed routinely to prevent such accumulations around stored feed. A safe and effective program for the control of insects shall be established and maintained.

3.132 REPEAT EMPLOYEES. A previous animal keeper is no longer present at this facility and a new animal keeper has been hired. Again, this facility still only has two animal keepers currently caring for the animals. Due to the continued number of repeat non-compliant items, it is clear that there are not enough adequately trained employees to maintain this facility. A sufficient number of adequately trained employees shall be utilized to maintain the professionally acceptable level of husbandry practices set forth in this subpart. Such practices shall be under a supervisor who has a background in animal care.

NOTES: The veterinary care issues that were documented on the August 1, 2016 report have been addressed.

The facility should have an on going maintenance program in place to ensure that structural issues are addressed in a timely manner.

During this inspection, the animal keepers notified the APHIS officials that the facility is currently managed by an outside company. This change in management was effective January 1, 2017. This facility failed to notify the Regional office about the change of management of P.A.W.S. within 10 days, as required.

A licensee shall promptly notify the AC Regional Director by certified mail of any change in the name, address, management, or substantial control or ownership of his business or operation, or of any additional sites, within 10 days of any change.

3.81 REPEAT ENVIRONMENT ENHANCEMENT TO PROMOTE PSYCHOLOGICAL WELL-BEING. The facility still has a singly housed Bush Baby. The environment has been enriched and the animal is receiving human interaction. However, a written program for environmental enhancement has still not been documented or reviewed by the attending veterinarian. The facility must still document and follow a plan for environmental enhancement to ensure that the Bush Baby is receiving appropriate enrichment for his health and well-being.

During this inspection it was observed that this busy baby was housed adjacent to a large snake in a tank. The sheet that covered the bush baby's enclosure, to block his view of the snake, was on the floor. Snakes are predators and due to his close proximity, the bush baby appeared stressed. The bush baby must be removed from the presence of this large snake for his health and well-being.

1. Electric line for the heat lamp is still lying across the ground and not adequately secured. Chapman has access to this line.

SHEEP SHELTER BUILDING (NOW HOUSING TWO POT BELLIED PIGS)

1. The top of the entrance door, on the left, remains severely rotted.

2. There is a fist sized hole in the left, side wall of this building. This damage could have been caused by the new fence installation. This hole must be repaired to keep out the weather and to maintain structural strength.

NEW SHEEP SHELTER (PREVIOUSLY HOUSED THE TWO LARGE GOATS)

1. The wooden entrance ramp has a detached plank at the bottom. Additionally, the base of the ramp is not secure thus leaving the ramp unsound. The detached plank must be secured and the base of the ramp must be adjusted to make it level and structurally sound.

WATER FAUCET ADJACENT TO THE PIG ENCLOSURE

Faucet is still leaking and leaving pooling water on the ground.

2 LARGE GOATS (NEW ENCLOSURE)

1. The base of the primary enclosure fence, adjacent to the enclosure housing Chapman, has been raised up due to a fallen tree. The root of this tree has lifted the bottom of the enclosure fence fabric thus leaving a gap large enough to allow unwanted animals to enter the enclosure.

2. A large section of wood is still lying in this enclosure, across the raised roots of the fallen tree. The goats have access to this area.

3. The fallen tree is still alive. However, the top of tree is at least one foot away from the top rail of the rear of this primary fence. The tree should be addressed before further damage occurs to the enclosure fences.

Damaged items must be repaired and/or removed and miscellaneous items must be removed from all enclosures to protect the animals from injury and to maintain the entire facility in good repair.

3.131(c) REPEAT SANITATION. HOUSEKEEPING. Premises (buildings and grounds) shall be kept clean and in good repair.

The following items still are in need of repair, replacement or removal:

1. The fluorescent light fixture cover still has water stains as well as the same large accumulation of rodent dropping present.

2. There is still a large hole in one window pane on the side of the barn facing the alpaca enclosure. Several shards of glass were again found on the ground inside of the enclosure.

Additionally, a small pile of spilled pellets and empty bait bags are present in the corner of the room, near the entrance door. Spilled feed still attracts rodents. Spilled feed and rodent droppings must be removed routinely to prevent such accumulations around stored feed. A safe and effective program for the control of insects shall be established and maintained.

Raccoons are gaining entrance into the rafter area of the bison/elk building. There is an opening in the building wall, adjacent to the outdoor catwalk, that is large enough for raccoons to enter. This opening must be closed off to prevent the raccoons from gaining entrance into the building. Additionally, a method to prevent them from congregating on the catwalk in front of this opening should be established. A safe and effective program for the control of mammalian pests shall be established and maintained to deter raccoons from defecating in these areas to eliminate disease hazards.

3.125(a) FACILITIES, GENERAL. There are at least three sections of the doe/buck dividing fence that have damaged top rails and fabric. The most severe damage includes a broken and protruding top rail at the far end of the deer enclosure. The damaged top rails and fence fabric is due to fallen trees and/or branches.

Damaged top rails and fabric leave the fence structurally unsound and in disrepair. All of the damaged sections must be repaired or replaced to maintain structural strength, contain the deer and protect them from injury.

3.127(d) FACILITIES, OUTDOOR. PERIMETER FENCE: There are several areas of the perimeter/deer enclosure fence that have gaps at the base that are covered by large stones. One section of this fence, adjacent to the dirt road, has obvious signs of digging at the base. From the digging marks in the dirt and the stone that has been pushed into the enclosure, it appears that an unwanted animal was trying to gain entrance into the deer enclosure.

The fence must be constructed so that it protects the animals in the facility by restricting animals and unauthorized persons from going through it or under it and having contact with the animals in the facility. 3.125(a) FACILITIES, GENERAL. POT BELLIED PIG: The goats have damaged the wire fence fabric in the left corner of "Bacon's" enclosure fence. The damage has left a gap large enough for the goats to put their heads through. Additionally, protruding points of the broken wire were present. During this inspection, the broken, protruding wires were removed. The damaged fence fabric must be repaired and/or replaced to maintain structural strength and to protect the animals from injury.

3.127(c) FACILITIES, OUTDOOR. POT BELLIED PIG: Water is pooling in front of the "human door" of "Jerry's" shelter building. The keeper must step through this water in order to gain entrance into the shelter building. Additionally, when the interior of the shelter is hosed out for cleaning, the excess water is directed out of the "human door" which may be a cause of pooling water. A suitable method shall be provided to rapidly eliminate this excess water to prevent unnecessary pooling.

2.40(b)(3) ATTENDING VETERINARIAN AND ADEQUATE VETERINARY CARE (DEALERS AND EXHIBITORS). One of the eight pot bellied pigs has hair loss across its back from its shoulders to the rear flanks. Hair is present on the head and sides of this pig. Hair loss may be caused by an underlying issue. Additionally, pigs are susceptible to sunburn if their skin is exposed to ultraviolet rays.

When observations, like hair loss on 1 out of 8 animals, are made they should be conveyed to the attending veterinarian in a timely manner. This pig should be seen by the attending veterinarian to determine the cause of the hair loss.

2.75(b)(1) RECORDS: DEALERS AND EXHIBITORS. Records of acquisition for one red fox, one domestic ram and two goats were unavailable for review. Additionally, the record of disposition for one raccoon was unavailable for review. Records are necessary to ensure that the movement of animals is being adequately maintained.

Facility must maintain all records of acquisition and disposition.

3.125(a) FACILITIES, GENERAL. The goat shelter building, adjacent to the rabbit hutches, has a several missing shingles above the entrance doors. The missing shingles leave the wooden framework exposed to the weather, which will rot the wood. This damaged area of the shelter building must be repaired in order to maintain the structural strength of the building and keep it in good repair.
