A detailed briefing note was tabled by C. White, LBE Principal Heritage Officer. A copy of the briefing note is attached to these minutes.

5. PRESENTATION OF REVISED PROPOSALS FOR THE SECONDARY TUITION CENTRE SCHEME, BULLSMORE LANE

The Group received a presentation on the revised proposals for the Secondary Tuition Centre Scheme, Bullsmore Lane. The revised scheme features a reduction in height and the introduction of extensive timber cladding (birch) with a zinc roof over. The Group were generally supportive of the revised scheme and noted the public benefit of the proposal as a new school for vulnerable children and young adults. The Group emphasised the need to ensure that any boundary vegetation was retained and enhanced as much as possible and questioned whether any floodlighting was being provided to the court.

8. PLANNING APPLICATION FOR 36, WALSINGHAM ROAD, ENFIELD

The Judicial Review process was explained to members by A. Higham. It was stated that in view of the fact that the case had been quashed, the Group was required to put aside the original decision and look afresh at the current planning application. It was explained that members may or may not come to a different conclusion to one previously reached by the CAG. The discussion was led by the Enfield Town Study Group. The Group concluded that they did not have any issues with the application and ultimately took the view that there would be no harm to the character and appearance of conservation area as a result of the proposals.

9. PLANNING APPLICATIONS AND LISTED BUILDING APPLICATIONS FOR DISCUSSION

(15/00852/FUL&15/00853/LBC: 510 Hertford Road, Enfield, EN3 5SS)

- The CAG had no objection to the proposal to refurbish the Grade II listed 19th- century former public house and removal of unsympathetic accretive extensions/ additions to the listed building. However, concerns were noted particularly in regard to the encroachment of the proposed new development on the setting of the building. Although not adverse to a strong street presence, the high density layout of the masterplan was thought to constitute overdevelopment of the site.

- It was noted that ‘Block A’ and ‘Block B’ illustrated in Drawing no. 1062-50 are not subordinate to the listed building in terms of height, massing and scale and do not afford the necessary space around the building in line with conservation best practice. The listed building appears somewhat ‘swamped’ by the new development. Attempts to step back the fourth storey do not go far enough in ameliorating the impact of the proposal on the listed building.

(15/01447/HOU) 79, Chase Side, Enfield, EN2 6NL

- The group noted the attention to historical detail that had been evident in the application submission, particularly in regard to the reinstatement of the original railings and balcony. Although the single storey rear extension was noted as being significant in terms of massing and scale, it was felt that, on balance, it had been designed in a style that preserved the special architectural and historic interest Grade II listed 19th-century townhouse.

-It was confirmed that any works to the compacted earth cellar would form part of a separate application.

(15/01454/FUL) St Johns C of E Primary School, Theobalds Park Road, Enfield EN2 9BD

-The group noted that this application constituted a revised submission of a planning application presented at the previous CAG meeting.

-A more traditional materials palette had been used in the amended drawings, including slate and stock facing bricks in an English Bond, in line with the CAG’s previous comments.

-The revised proposal includes a pitched double pile roof form that takes cues from the existing Victorian heritage assets on the site.

-On balance the Group had no further objections to the scheme.

13. OPEN SESSION

- It was requested by the Enfield Town Conservation Area Study Group that the current application for St Onge Parade, Genotin Road be brought back to the CAG for consideration.

- The Lakes Estate Conservation Area Study Group requested that an addendum be added to all Highways advice pertaining to the construction of crossovers in conservation areas throughout the Borough in order to ensure that conservation concerns are taken into account in all future Highways proposals. B.Pereira agreed that the Heritage Team would draft the addendum.

- Cllr. B Charalambous is to chair the Trent Park Working Group. The Group will be putting together a draft planning brief and speaking to the Jones Lang Lasalle (JLL) the receivers.

- Concerns were raised over the condition of Trent Park Lodge (Grade II listed). C. White to investigate.

- Southgate District Civic Trust stated that the Asset of Community Value application for the Fox Public House had been successful.

- The Southgate Green Study Group queried recent alleged unauthorised works involving the expansion of the beer garden at the Cherry Tree Public House, Southgate. The Enforcement Team will be notified of the issue.

- Cllr. Fallart queried the recent erection of hoardings to the boundary of no. 188, Turkey Street adjacent to Garnault (Grade II listed). The Enforcement Team will be notified of the issue.

- It was requested that Conservation Area Groups be provided with hard copies of the relevant Conservation Area Character Appraisals. C. White explained that up-to- date copies of all of the Character Appraisals were available on the Council’s website. It was also explained that the Council had a policy of paperless working. However, it was agreed that the Heritage Team would look into the matter.

14. CALENDAR OF MEETINGS

The group was asked to note the Calendar of Meetings. The next meeting is on Wednesday, 1st July 2015 (Conference Room).

CAG BRIEFING 2 June 2015

Broomfield House  Since the update given at the last meeting of CAG the following actions have been taken.

 Donald Insall Associates (DIA) and their sub consultants PPS, (who are specialists in communications and consultation) have prepared, in consultation with officers and the Broomfield House Trust, a draft Consultation and Stakeholder Engagement Strategy. This envisages two phases of consultation and engagement.

 Donald Insall Associates has been progressing with the preparation of the Conservation Management Plan (CMP) and are on track to present a draft CMP to the next meeting of the Partnership Board. The Conservation Management Plan will provide a strategic plan, which is needed to give a framework to investment, essential for Lottery funding purposes. Following completion of the CMP, work can commence in earnest on developing an Options Appraisal.

 Phase 1 includes consultation on the Conservation Management Plan, explains the constraints facing the site and seeks views on potential options for the site / options ‘long list’ (summer 2015). Phase 2 includes reporting back from Phase 1 and consultation on the emergent Options ‘short list’ (autumn 2015). The detailed consultation programme is scheduled for consideration at the next Broomfield Partnership Board meeting which takes place on 25th June 2015.

 Meanwhile, The Broomfield House Trust are exploring various initiatives to promote awareness, understanding and interest in Broomfield House within the community.

Local Heritage Review  A tendering exercise has taken place to secure consultants to assist the Council in taking forward the local heritage review. Following the evaluation of tender bids and interviews on 11th May, a preferred bidder has been selected and the authorisation process to appoint them is underway.

 The consultants will be responsible for

 drawing up the technical designation criteria for assessing the borough’s local heritage assets,  devising and delivering basic training and a survey toolkit for volunteers,  evaluating the survey data and  formulating it into a local list document.

 The Council are very pleased to be working in partnership with The Enfield Society in organising a body of volunteers to survey, research and identification of features that might make up the local list.

Trent Park Campus

 The Council served an Urgent Works Notice on the owners of Trent Park Campus on 5th May 2015. This notice required the owner to:

1. review the Mansion Terrace and update and improve the propping as necessary, look at weatherproofing the coping stones to prevent water ingress, remove invasive vegetation and to fence the area off to unauthorised access. 2. Identify the source of the damp in identified first and second floor rooms. 3. Look at security marking decorative and potentially moveable features 4. Investigate a crack in the identified ground floor room.

 Jones Lang Lasalle (JLL) on behalf of the owners, have confirmed that they will proceed with the investigation and to address the items listed in the notice. We currently await their initial report and programme for completing the works.

Elsyng Palace Scheduled Ancient Monument (SAM), Forty Hill

 The SAM designation has been updated by Historic England (formerly known as English Heritage) and the scheduled area enlarged. (This is a Council owned site within the Estate).

 The former extent of the scheduled area is also shown on plan in the attached notification report, for comparison purposes.

Other Projects

The following projects are currently ongoing and further updates will be presented to CAG as project milestones are completed: Review of Conservation Area Appraisals / Management Proposals

Phase II

 The documents are scheduled for Cabinet for approval on 17th June and will replace the current documents thereafter.

 The relevant conservation areas are: Grange Park, Meadway Estate, Southgate Circus, The Crescent, Abbotshall Avenue and the Lakes Estate.

 Montagu Road Cemeteries and Church Street / Fore Street Conservation Areas will follow as Phase III.

The Crescent

 Outline designs for the reinstatement and enhancement of the Monmouth Road Open space will be subject of consultation with CAG shortly.

CAG BRIEFING 1 July 2015

Broomfield House

 Since the update given at the last meeting of CAG the following actions have been taken.

 The Broomfield Partnership Board meeting took place on 25th June 2015. The Board received a presentation from Donald Insall Associates (DIA) who reviewed the Conservation Management Plan key findings. Sub consultants Fourth Street presented their research, market analysis and case studies, leading towards the development of options.

 Sub consultants PPS, (who are specialists in communications and consultation) have prepared, in consultation with officers and the Broomfield House Trust, a draft Consultation and Stakeholder Engagement Strategy. This envisages two phases of consultation and engagement.

 Phase 1 includes consultation on the Conservation Management Plan, explains the constraints facing the site and seeks views on potential options for the site / options ‘long list’ (summer 2015). Phase 2 includes reporting back from Phase 1 and consultation on the emergent Options ‘short list’ (Winter 2015).

 Works to stabilise the structure and supporting scaffold will commence over the summer. A 50% grant towards the cost of this work has been secured from Historic England (formerly English Heritage).

 Meanwhile, The Broomfield House Trust are exploring various initiatives to promote awareness, understanding and interest in Broomfield House within the community.

Local Heritage Review

 Urban Vision Enterprise CIC has been appointed to assist the Council in taking forward the local heritage review. A project Inception meeting was held on 2nd June 2015.

 The Council are very pleased to be working in partnership with The Enfield Society, who are organising a body of volunteers to survey, research and identify features that might make up the local list.

 The project was launched with a press release issued last week. Urban Vision have sent letters by e-mail to conservation area study groups. The Enfield Society have distributed project flyers to groups they are associated with. Details of the project can also be found on the Councils website www.enfield.gov.uk/locallist.

 Technical designation criteria have been drafted for assessing the borough’s local heritage assets. These are based on Historic England guidance. These criteria will be subject to public consultation over the summer.

 Urban Vision have devised basic training and a survey toolkit for the volunteers. This is being delivered in training sessions programmed for July and September and will take place at Jubilee Hall, Parsonage Lane (courtesy of the Enfield Society). Volunteers are asked to sign up at [email protected]

 Survey work will commence over the summer and be ongoing until the end of the year. Once the surveys have been completed, the survey data will be evaluated and formulated into a local list document. This will be subject to public consultation prior to being formally approved by the Council.

Review of Conservation Area Appraisals / Management Proposals

Phase II

 The documents were approved by Cabinet on 17th June and have replaced the previous documents.

 The relevant conservation areas are: Grange Park, Meadway Estate, Southgate Circus, The Crescent, Abbotshall Avenue and the Lakes Estate.

Phase III

 Work on the final tranche of conservation areas (Phase II) has commenced. The relevant conservation areas are Montagu Road Cemeteries, Church Street and Fore Street. Drafts of the reviewed / updated documents will be subject to consultation with study groups and CAG during the summer.

Trent Park Campus

 A cross party Members working group has been convened under the Chairmanship of Cllr Bambos Charalambous to oversee the Council’s approach to this site going forward. A working group site visit took place on 24th June.

 The Council served an Urgent Works Notice on the owners of Trent Park Campus on 5th May 2015. As a result, Jones Lang Lasalle (JLL) on behalf of the owners, have secured the buildings with fences and provided CCTV and intruder alarms. Security marking of decorative and moveable features is currently under investigation. The source of damp in specific first and second floor rooms has been identified as cracks and splits in the asphalt.

 JLL have confirmed that they will be installing new propping to better support the terrace, removing invasive vegetation and protecting the coping stones with tarpaulin.

 The hairline cracks in the ground floor room are not felt to be significant or structural (and can be made good at the time of next round of decoration).

 The programme for completing the works is being formulated and CAG will receive a further update at the next meeting.

Thanks very much for attending today’s site visit and Workshop.

It was most helpful to have your views and comments, and we feel it was constructive and very focused on the key issues surrounding heritage objectives and related matters.

We undertook to circulate the draft options discussion document for the main site, which has been prepared in response to discussions with the Greater London Authority and LBE planners, as further background.

However, we have not yet sent this out, and we would not want to issue it before sending copies to the GLA. Our meeting is on 3rd July, so it will be circulated prior to this meeting to the ‘Heritage’ Group at the same time as the GLA.

In the meantime, please see attached the tree survey / constraints plan, reports and schedules that have been undertaken.

You will know by now that a CAG working party, along with Enfield’s heritage and conservation officers, met with Colin, his design team and Historic England on site; today. Agenda papers were circulated earlier. They included the CMP for Salisbury House, condition reports and very preliminary design options. If you want to see the full panoply of documents please let me know.

A note of the agreed points will be circulated by others. Suffice to say the historic curtilage is agreed as the 1867 map. The removal of the existing bungalow (now lying in the agreed curtilage) is seen as an improvement to the setting of the house. The difficult issue of development of the eastern boundary was discussed at length. Assuming some financial benefit were to flow to the house then CAG would be pragmatic. Enfield’s heritage and conservation officers take a firmer line although there is room for compromise. Historic England were pressed to see such boundary activity as enabling development. Their position favoured such benefit flowing from the development of the whole site.

CAG will know more in September. Meanwhile Colin and his team are off to the GLA to engage over the difficult issues surrounding MOL

From CAG’s point of view their interest is in the setting and future of Salisbury House. Enfield owns the development site, it is the developer and it owns Salisbury House. The house needs circa £200K+ to simply put the external fabric in order and £40K+ over ten years for ongoing internal maintenance. Subject to the feasibility study(as always on a knife edge) here is an opportunity to avoid the sagas of Truro House/Broomfield House. Without going into the dense matrix of what constitutes harm, and therefore a Section106, an enlightened approach is needed to secure funds to stabilise this grade2*property. I do hope room can be made in the feasibility study; there are not many properties of such distinction in the Borough

PLANNING APPLICATION

15/02059/FUL: 1-12 Genotin Road

Proposal: Extension to south elevation at second floor level and creation of additional 6 x 1-bed and 1 x 2 -bed self contained flats, refurbishment and alterations to 5 x existing flats, reconfiguration and addition of sanitary accomodation of retail units 5,6,7 on ground floor, including removal of external toilet block and staircase in courtyard and installation of refuse storage and cycle racking and new shopfronts/ entrance to front elevation.

Background

Genotin Road defines the eastern boundary of Enfield Town Conservation Area. Perhaps the most characterful part of this area is Genotin Terrace, a pedestrianised street, circa 1890s, which links through to London Road. Genotin Road itself has a generally poor quality of environment as a result of its positioning at a busy road junction. Several unsympathetic replacement shopfronts and dilapidated rear service yards compound the rather run-down feel. However, many of the original shopfronts remain intact along St Onge’s Shopping Parade and make a positive contribution to the special interest and the character and appearance of the Conservation Area.

The application site comprises a late 19th-century shopping parade with retail units to the ground floor and flats over. Stylistically, the buildings are of 3 storeys, red brick with stone dressings and feature decorative parapet detailing. The original timber framed casement windows to the upper storeys have been replaced.

The shopfronts to the ground floor retain most of their original features including capitals and pilasters. No. 5A, (Tubby’s Kebabs) and nos. 5- 6, Genotin Road (Good Looking Opticians) are particularly intact and feature recessed doorways and doorstep mosaics that are characteristic of shops of this era. Conversely, Nos. 3-5 feature a particularly unsympathetic replacement projecting shopfront with an overly large fascia which makes an incongruous addition to the Parade. None of the existing fascia signs are particularly in keeping with the existing buildings and the externally projecting roller shutters to nos. 5-6 and the entrance adjacent to no. 7, detract from the character and appearance of the conservation area. The removal of this type of unsympathetic accretive development and reinstatement of original shopfronts would greatly enhance this area.

Proposal

The proposal is for a mixed use development consisting of 12 residential units (7 additional flats will be created under the scheme, accommodated in a second floor side extension) with existing retail units retained to the ground floor. Original shopfronts, including the recessed entrance and doorstep mosaics to no. 5A and nos. 5-6 Genotin Road, will be replaced under the proposed scheme, as the applicants are concerned that retention of the recessed doorways could invite unwanted anti-social activity. Designs for the replacement shop fronts are based on the London Borough of Enfield Shopfronts and Associated Advertisements Supplementary Planning Guidance.

The existing outside toilets will be replaced with indoor bathrooms and a new entrance hall will be created for cycle and bin storage. In addition, the existing external staircase will be removed and a new stair core created to allow access to the additional flats and provide improved internal circulation. The proposed materials are to match existing.

The new flats are all self-contained and meet current London Plan space standards.

Fountain Island comprises a pedestrian island sited in The Town, within the boundaries of the Enfield Town Conservation Area.

The site is located in the heart of the old medieval core of Enfield and acts as a visual focus for the town. Most of the pre- 19th century and locally listed buildings in the town centre are located in the immediate vicinity of the site. These include the Vestry Office and 3-4 The Town (both grade II listed); and nos. 6-7, The Town (locally listed). Development in this area has been incremental, and consequently buildings from many periods have survived; the rich variety of ages and styles is a key element contributing to the special interest of this part of the Conservation Area. The main impression is of confident, late 19th century commercial buildings, and those designed as banks and public houses still tend to dominate the townscape, resplendent in red brick, with details such as timbered or pedimented gables, dormers, cupolas, stone dressings, and elaborate chimneys. Barclays Bank (built as London & Provincial Bank, 1897), Lloyds TSB (nos. 1-2 Southbury Road), the King’s Head, 1899, and Goose at the George public house (no. 5, The Town, 1895) are all good examples.

The Town is subject to an Article 4 (1) Direction which removes certain permitted development rights of pertaining to commercial properties.

Proposal

The application seeks permission to hold temporary events including speciality markets, community and music events on Fountain Island, in addition to a regular Sunday farmers’ market. The market stalls will be housed in gazebos of various sizes and will not exceed 30 units at any one time.

No. 28, Old Park Ridings comprises an interwar semi-detached red brick dwelling (circa. 1921- 1935). It is sited at a key nodal point in Grange Park Conservation Area where The Grangeway and Old Park Ridings converge. The dwelling is characteristic of inter-war speculative housing, featuring a double height box bay window (leaded lights) topped with a projecting gable, oriel window and a hipped roof (clay tiled) with central exposed brick chimney stack over. Original timber framed windows and double doors (half glazed with raised and fielded panels) also survive. A characteristic single storey side garage completes the elevation.

Grange Park Conservation Area is formed of a cohesive group of houses and shops initially laid out and partly built between 1910 and 1914 by a single developer, and subsequently completed in the 1920s and 1930s. The designs of the existing dwellings draw on strong Arts and Crafts influences and consistently make use of high quality details and materials. The area retains a strong sense of architectural unity which is integral to its special character and appearance.

No. 28 is cited in the Conservation Area Character Appraisal as a building which contributes to the special interest of the area. Key views identified in the Appraisal are afforded westwards along the Grangeway. The Conservation Area is also covered by an Article 4 (2) Direction which withdraws certain permitted development rights relating to dwelling houses.

Proposal

The proposal is for a two storey side extension and single storey front and rear extensions. The insertion of an additional flank window, roof light to rear roof slope, rear dormer and 3 rooflights to the front roof slope and the construction of front boundary wall also form part of the application. No detail drawings have been submitted pertaining to the proposed rooflights/ dormer or the proposed construction of the boundary wall. However all materials are proposed to match existing.

Outriggers can be seen to the rear, constructed of yellow stock brick with natural slate over. Many of the original timber windows have been replaced with uPVC frames. Together with the neighbouring dwelling, the building forms a balanced pair and is described in the Enfield Town Conservation Area Character Appraisal as making a positive contribution to the area.

No. 19 is sited within the boundaries of the Enfield Town Conservation Area but is not covered by the existing Article 4 (2) Direction. The dwelling forms part of a residential group together with four pairs of similar semi-detached dwellings (all identified as making a positive contribution to the area). The dwellings are located in the setting of the former Council Health Department. (Grade II listed)

Relevant Planning History

This application constitutes a revision of a previous application (REF: 15/00525/HOU) for a first floor rear extension with mono-pitched roof canopy and loggia to the ground floor. The application was refused on conservation grounds, as it was argued that the proposed extension would have an adverse impact on the character and appearance of the surrounding conservation area and would ‘represent a visually intrusive addition to the dwelling’.

The current application omits the ground floor loggia in its entirety. The first floor rear/side extension to the outrigger is retained to enable the enlargement of the rear bedroom. The roof extension is to be extended in a matching natural slate and roof light inserted to provide additional natural light to the bedroom. A side dormer is also proposed (timber framed).

Nos. 1-3 Market Chambers comprises a striking early 20th-century (circa 1915-1935) three storey mixed use block with retail to the ground floor and offices over. Stylistically, it is of a conservative inter-war design, with a symmetrical 5 bay frontage crowned with a stepped pedimental parapet. The main elevation features characteristic double height pilasters topped with stylized capitals and a rich modillion cornice. Original Crittell windows survive to the upper floors. However, the original shopfronts have been extensively replaced to the ground floor.

The Enfield Town Conservation Area Management Plan (2015) recommends that the building be considered for inclusion on the Council’s Local List to ensure that its character is taken into consideration as part of any future proposals. The Character Appraisal also identifies the building as making positive contribution to the area. In view of this, it is strongly recommended that it be viewed as a non-designated heritage asset in line with the National Planning Policy Framework (2012).

Proposal

The proposal seeks planning permission for alterations to the existing shopfront, including replacement signage and the installation of two ATMs to the elevation fronting Church Street. The proposed hours of operation for these facilities will be 24 hours, 7 days a week. The replacement signage will include x7 internally illuminated projecting blades set in a polished / satin stainless steel frames with Plexiglass / acrylic lettering, in addition to x5 internally illuminated fascia signs.

To the rear, the proposals include a three storey rendered extension to enclose the footprint of the building above the previous basement access. The change of use of the second floor to ancillary office uses is also proposed.

Access

The proposals seek to make some changes to access, removing the rear access to the courtyard and instead providing internal access to the upper floors from the ground floor Metro Bank unit. Customer access to the proposed Metro Bank unit will remain unchanged through the dual frontage. Servicing/ deliveries will also be from Fulham Road to the front of the store. The rear of the building is not publically accessible and does not provide any through access.
