• Claire: The third Advocacy and Policy Committee meeting was this past week. An error was corrected in the student affordability external policy. The first draft of the ancillary fees policy has been completed and feedback was provided by the committee. The policy will be circulated to Council for further feedback before it is presented for approval.
• Charles: Feedback on online learning was gathered from set reps at meetings, and instructors that students have identified as doing well with online learning have been contacted. Working with James Rout at BCIT on ways to incentivize instructors to improve online teaching.

14.5.1 Lobbying Recap • See attached. • The VP External and Government Relations Strategist met with many elected officials virtually and will be following up with priority elected officials. The meetings went very well, and their presence was appreciated.
Discussion: • Which of the lobbying items require future VP Externals to continue lobbying for? • The stances lobbied this time were mostly generated by the BC Federation of Students. • The lobbying brochure will outline the official BCITSA lobbying positions. Future VP Externals will continue to work on and add to these positions. • Policies are based on what the Advocacy and Policy Committee sends to Council and past positions that Council has approved. The new policy framework will allow for better organization of future lobbying positions.
14.5.2 2021-2022 Student Activity Fee Approval • See attached. • Activity fee increases are based on the Consumer Price Index, as approved by the 2007 student referendum. • The Capital Levy fee will not increase as it is based on a loan with regular payments. • The student building fee increase is the maximum increase that it will be until it is completed. • U-Pass fee increase is based on the 2019 referendum.

Discussion: • Does this mean that the building fee will not be increased again? • Yes, this is the last year it will be increased. • The fees will be used towards a down payment and then to repay a loan.

• What is the rationale for why we are continuing to charge the $5.00 student spaces fee? • The $5.00 goes to the Student Spaces Development Committee to continue to improve student spaces. • Projects take months to complete. Projects underway include a hot water tap, microwaves, refurbished drafting tables, etc. that will be available for students when they return to campus.

14.6 Open Forum • Senior staff members at BCIT joined an Executive meeting in November 2020 to present the BCIT proposal on tuition and fee increases and collect feedback. At the Executive meeting last week, a follow-up consultation was conducted and it was announced that BCIT will be making a $850,000 contribution towards students in need.
• Three BCIT coding clubs are co-hosting a hackathon called Hack the Break on March 13th & 14th that is open to all students.
Discussion: • What is the objective of the hackathon? • It is mainly an opportunity to connect to other students and build projects for your portfolio. • There is no theme. Help choosing a project will be provided if needed.
• Would students with limited coding skills have the opportunity to use these skills? • Yes, it is just for fun and does not have to result in a completed project. • Students who sign up alone can be paired with more senior coders for assistance.
• Nominations are currently open for student Executive elections.

• Policies: Seven internal policies have been approved by the Executives this past week. These changes were all related to title changes. Nine other internal policies will be presented to the Executives on March 1st for consideration. These will be the last internal policies to be reviewed.
• Human Resources: The human resources team has been busy developing competencies for all staff positions existing within our team. These competencies are the foundation for our performance evaluation and professional development projects. The team has presented to senior management this past week and two other presentations are scheduled the first week of March for everyone else.
• Sales: January sales in Pavilion and Geared Up are close to projections. Approximately 30% of Geared Up sales are coming from online sales, matching December’s trend. ($15,800 Pavilion / $13,000 Geared Up). On average, we served 144 people in Pavilion daily.
• Student Services: Student Services are very busy. These are the events/programs for the next 2 weeks.

There are currently 1 vacant Councillor seat on the Clubs Committee, and though this is consistent with BCITSA Bylaws, it is not ideal. It is requested that 1 Councillor volunteer themselves to join this committee.
The time commitment of this opportunity is minimal, being monthly meetings of approximately 1 hour in duration for the remainder of the term.

BACKGROUND:
BCFS reached out on January 20th, and invited BCITSA to attend a Lobbying Week with BC Elected Officials during the week of February 8th. The priority was discussing leveraging BC’s Post-Secondary sector as a key to promoting economic recovery following the pandemic.
The choice to join BCFS on this Lobbying Week followed suit after the adoption of Ext-1 and Ext- 2 which align with the recommendations and asks being made to government.
The stances lobbied were:
Student Financial Assistance:
o Increase funding to the BC Access Grant to provide at least $100 million in non-repayable financial aid annually to increase access to post-secondary education and skills training.
Institutional Funding & Fees:
o Undertake a comprehensive review of funding in the advanced education and skills training sector to determine gaps and in government funding, for regional colleges and universities, including an infusion of $200 million annually.
o Freeze tuition fees and develop a plan to progressively reduce tuition fees at public colleges, institutes, and universities to lessen the financial burden on students and their families.
o Strengthen the Tuition Fee Limit Policy to ensure that institutions are not increasing fees beyond the prescribed limits in the form of new ancillary fees.
International Students:
o Amend the Tuition Fee Limit Policy to include regulation of fees for international students
to ensure fairness, consistency, and predictability of international student tuition fees.
o Develop a new BC international education strategy that will provide sufficient support for international students to assist in their cultural, social, and academic integration.
