The Changing Politics of Local and Regional Development and Governance in Romania THE CHANGING POLITICS OF LOCAL AND REGIONAL DEVELOPMENT AND GOVERNANCE IN ROMANIA MICHAIL BINIAKOS A thesis submitted in fulfilment of the requirements for the degree of Doctor of Philosophy in Economic Geography (SSCI). Newcastle University School of Geography, Politics and Sociology Centre for Urban and Regional Studies (CURDS) February 2011 Abstract This thesis investigates the extent to which a move from a planned to a market economy has changed the nature and character of local and regional development and government in Romania. In the aftermath of the collapse of the ‘Iron Curtain’, the swift towards a market economy and democracy by the ex-communist countries of Central and Eastern Europe triggered a vast process of change that affected all aspects of social life across different many levels. In spite of the complexity of these changes, and the general realisation that local and regional policies are determined from place to place and overtime according to specific domestic characteristics and political decisions the nature of which will also depend on the time and the place of their execution and implementation, most scholarly analyses remain entrapped within existing theoretical ‘orthodoxies’ and research gaps. In this thesis, various theories in local and regional development, post-Socialist transition and Europeanisation are combined to derive a ‘heterodox’ approach to understanding local and regional development and government in Romania by placing particular emphasis on non- economic factors. The case-study of Neamt County in the North East Region is used to illustrate the empirical evidences of local and regional development policies for the post-Socialist period in Romania. Through a close examination of the context, the procedures and the actors of these policies, this thesis argues that despite the occurrence of systemic change in Romania, local and regional policies present ‘layering’ effects, a ‘change in continuity’ that emphasises more the continuity instead of the changes. The ‘heterodox’ analysis proposed in this thesis challenges the theoretical hegemony and uniform applicability of the New Regionalism that is suggested by the European Union (EU) and adopted by the Romanian Government. The consideration of historical and cultural legacies, alongside the economic environment, challenges both the explanatory power and policy paradigm proposed by the New Regionalism for the Romanian experience. Furthermore, it raises questions regarding the effectiveness and efficiency of the EU’s local and regional policies and underlines the necessity to reconsider and reform several aspects of these polices- in the direction of a rather different orientation that responds better to specific local and regional needs and aspirations. ii For Vasileios and Ioannis iii Acknowledgements I would like to acknowledge and extent my heartfelt gratitude to my wife Eleni and our two sons, Vasileios and Ioannis, not only for their support and belief on my work but also for having the patience of a saint throughout the completion of this study. Generally speaking, this second volume comprises all the persecutions endured by the Jews during the war (June 22, 1941 – August 23, 1944) in the territory situated in the west of the Prut river while the third volume "TRANSNISTRIA" published at the end of the year 1947, comprises the same period of time but in the invaded territories in the east of the Prut river. These two volumes were to appear simultaneously. However, things did not happen as planned due to technical reasons, so that I had to invert the order of the volumes. For the time being, I have published this first chapter because of financial difficulties. Also, are presented the original contributions of the Romanian authors, based on concrete realities and on the specificities of the Romanian economy at that time. The main economic Romanian theories in the interwar period were neo-liberalism, peasant-ism, protectionism, and the socialist ones, such as Marx- ism, communism and social - democracy, of which, in this paper, the focus is on neo-liberalism, peasant-ism, and protectionism. The interwar period was characterized in Romania, as in most of the Eastern European countries, by a first stage, between the years 1918 and 1924, for recovering the national economy after the First World War and by consolidating the newly created national state. Then, it followed a period of economic boom, between the years 1924 and 1929, in which were developed the most economic activities. The Economic Crisis between 1929 and 1933 has deeply affected the Romanian economy, in all its branches, causing a change in the economic policy applied by the State, which held that it must intervene more in the economy in order to recover the entire economic activity. The creation of the Romanian national state led to increase the surface of the country approximately 2 times, from over 100,000 to over 250,000 square kilometers and at the number of the population at about 20 million persons, which meant a significant growth of the available resources and of the potential of the economic development.

The study underlines, on the basis of chancery documents, his lands, the way they were acquired, the counties where his domains were scattered. It also identifies the boyar’s real estates, as well as the courts he built. The six analysed countries (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Romania and Serbia) illustrate well the whole range of contentious problems in a region where the Communist regimes have varied tremendously in their approach to private property, intensity of social control, repression and overall legitimacy. This diversity of situations poses today different types of dilemmas for the property restitution process and these six countries responded in different manners to these general challenges, in the context of their own peculiar social and economic history.     Wim van Meurs Land Reform in Romania – A Never-Ending Story Introduction In the past ten years, history has demonstrated its power in the question of peasants and the agrarian problem during the post-communist transformation process. History has seemed to repeat itself in more than one way: rather than learning from (negative) past experiences in solving the social and economic dilemmas of rural modernisation, political leaders have tended to repeat past mistakes, partly because they were under the same structural pressures as had existed after the First World War and after the communist takeover. Such mistakes are to focus on the question of land workers (chestiunea agrara – the social aspects of rural modernisation) and political tactics, while ignoring the agrarian problem (probleme agricola – the economic aspects, i.e. the need for a parallel modernisation of agricultural production in terms of equipment, infrastructure, and market orientation). In each instance, rulers have created the ideal peasant by decree: the smallholder of the inter-war period, the collective or state farm worker of the communist period, and again the restituted family farm of the 1990s. Yet, all three regimes have failed to address the problem of how to create the precon- ditions for a modernised and productive agricultural sector. A related mistake has been the general system-independent inclination to rely on state intervention and con- trol when it comes to changing agriculture. For villages, the consequences of post-communist privatisation and the transition to a market economy are quite different from those for cities: in the city, privatisation and the liberalisation of the economy mean business opportunities for all and the promising of new patterns of ownership.
