Ehdotettu Tampereen kansallisen kaupunkipuiston alue Kansallisista kaupunkipuistoista säädetään maankäyttö-ja rakennuslaissa (132/1999) 68-71 §:ssä. Maankäyttö- ja rakennuslaki (132/1999) 68 § 1 momentti: ”Kaupunkimaiseen ympäristöön kuuluvan alueen kulttuuri- tai luonnonmaiseman kauneuden, luonnon monimuotoisuuden, historiallisten ominaispiirteiden tai siihen liittyvien kaupunkikuvallisten, sosiaalisten, virkistyksellisten tai muiden erityisten arvojen säilyttämiseksi ja hoitamiseksi voidaan perustaa kansallinen kaupunkipuisto.” Tampereen kansallisen kaupunkipuiston hakemus koskee liitekartalla1 rajattua aluetta. Kaupunkipuistoksi rajattu alue perustuu Tampereen tarinaan historiallisena teollisuuskaupunkina järvien ja harjujen maiseman solmukohdassa. Tampereen kansallisen kaupunkipuiston pinta-ala on 3662 hehtaaria, josta Eteläpuisto-Viinikanlahden muutosalueen osuus on 34 hehtaaria. Vesialuetta Tampereen kansallisen kaupunkipuiston alueesta on 63 % (2306 hehtaaria), josta edellämainitun muutosalueen osuus on 25 hehtaaria. Kaupunki omistaa kansallisen kaupunkipuiston rajaukseen kuuluvista alueista 82 % (2989 hehtaaria), josta vesialuetta on 1872 hehtaaria. Kaupunkipuiston maa-alueista 78 % (1059 hehtaaria) on kaavoitettu viher- tai suojelualueeksi, tästä asemakaavoitettua viher- tai suojelualuetta on 33% (345 hehtaaria). Case: Pyynikki Outdoor Recreation Area. Bachelor’s thesis 47 pages April 2013 ______________________________________________________________________ The aim of this thesis was to explore the environmental impacts of tourism in Pyynikki outdoor recreation area situated in Tampere and find out if tourism in Pyynikki was environmentally sustainable one. Pyynikki is one of the most well-known sights around the city, so it easily draws attention of tourists with its natural beauty and picturesque panoramas. The objectives included examination of various areas of impact, such as air and water quality, natural and geological resources, vegetation and wildlife, as well as man-made environment. After revealing the impacts the analysis was done in order to estimate the overall environmental sustainability of tourism in the studied area. The theoretical framework included definitions of several concepts: sustainable development, sustainable tourism, and nature tourism. The theory of environmental impacts of tourism was based on the book by Tamara Rátz and László Puczkó “The impacts of tourism”. Principles of sustainable nature tourism in protected areas developed by Metsähallitus were used to analyse the results. Qualitative research method, such as observation, was used to collect the primary data for the research. Pyynikki area was visited twice in February 2013 to take pictures and observe the environment of the place. Secondary data sources included official web pages of Tampere city and statistical information gained from Visit Tampere.

    THE ROLE OF UNIVERSITIES IN URBAN POLES: A PRE-VISIT VIEW OF TAMPERE, FINLAND Cities are widely recognised as playing a fundamental role in the promotion of the knowledge economy, but most research and policy has focussed on large cities with world-class educational and research institutes and advanced clusters of economic activity. There are clear and significant gaps in the knowledge of how smaller sized cities, with different levels and types of knowledge institutions and different levels of economic activity can compete within the knowledge economy. Yet such cities are recognised within European Union policy as a playing a vital role in the implementation of the Lisbon Agenda. This report has been produced by the URBACT II network RUnUP in advance of a study visit to Tampere in Finland between the 13th and 14th October. The information has been researched and drawn together from a number of internet based resources (City of Tampere Website, Council of Tampere Region, Wikipedia, Hermia Science Park) and edited into one document. This report highlights the key support features linked to the objectives of RUnUP that will be visited during the Study Visit and the questions that the study visit is seeking to address. INTRODUCTION TO TAMPERE Tampere is the third largest city in Finland and the largest inland centre in the Nordic countries. Currently there are over 200,000 inhabitants in Tampere, and almost 300,000 inhabitants in Tampere Sub-Region, which comprises Tampere and its neighbouring municipalities. Tampere’s population density is 390 per square kilometre. Tampere is one of the three most rapidly developing regions in Finland.

The scientists consider its age in millions of years and the most parts of Finland are geologically the oldest in Europe. A little to the north of Tampere, in Aitolahti, the oldest rock in the world has been found. The history of Kinlands shows that a steadily resident Finnish popula- tion lived about Tampere already in the 6th century. On the Pyynikki ridge and along the shores of Pyhäjärvi-lake there have been pagan sacri- fices and not far from the city the remains of an old fortress have been found. Around the waterfalls of Tampere in very early times the traders of the interior already came to barter. This Was due to the excellent Water- ways, and in due time, although very late, the city was founded. This happened in 1779, during the reign of king Gustaphus 111 of Sweden. The first map shows 56 lots, but they had to be divided between 80 applicants and these formed the first population of the city-to-be. A map on the last page indicates how the city has grown since.     Information package for staff week 20.4. – 24.4.2015 TRAVELLING TO TAMPERE AND IN TAMPERE The easiest way to travel to Finland is by air. You may arrive in Helsinki at Helsinki-Vantaa airport or in Tampere at Tampere-Pirkkala airport. There is a direct coach service from Helsinki-Vantaa airport to Tampere city centre. The coach stops in front of the international flights terminal and a single ticket to Tampere costs approximately EUR 27. The trip takes some two and a half hours. The trains to Tampere run from Helsinki main railway station or the Tikkurila station in Vantaa which can be reached by bus or taxi. From the Tampere-Pirkkala airport there is a bus connection to the city centre (bus no 1). The buses run Mon-Fri at 05:30 – 1:00 am and there are some buses during the weekends, if not quite as often as during the week. The trip to Tampere city centre takes about 40 minutes and a single fare costs EUR 2,60. There is also a Ryanair bus transfer from terminal 2 to the city centre costing 6 euros. To call a taxi dial 0100 4131 when calling from a mobile phone. A taxi from the Tampere-Pirkkala airport to Tampere city centre or to Hervanta costs about EUR 35-40.
